Human historical activity aims at pursuing truth and creating value, and the realization of this goal depends on the development of human cognition and the progress of science. The historical facts show that the development of human cognition and the change of thinking manners have undergone several vital revolutions. Francis Bacon's epistemology and scientific conception marks one of those important historical turning-points, which stresses the close relationship among human, nature and society. It reflect bourgeois requirement for developing science and technology, increasing productivity and breaking through the feudality. In this revolution, as a representative of bourgeoisie, Bacon's thought represents an uplifted practical spirit prominently, including grasping natural laws, understanding, using and rebuilding the objective world to promote social production and realize an ideal social spiritual life. Such of his whole philosophy is his soul-stirring revolutionary slogan—"knowledge is power".Previous philosophical researchers' only showed their interest in and emphasis on Bacon's epistemology with less regard to the research of his scientific conception. This paper tries to analyze his achievements in the famous slogan—"Knowledge is power", inquire into the social value of his scientific conception, and probe into its academic meaning. The whole paper is divided into three parts. The first part analyze the basic representation of Bacon' most significant scientific conception—"Knowledge is power", and tries to get a profound understanding of it.The following part presents the main content of Bacon's scientific conception, which includes science as a social phenomenon, science as the leading power in the development of material civilization of society, and science as the dominance part of our ideal spiritual life.
