Data storage is the crucial step in GIS, which involves spatial data and attribute data. The structure of data storage is the central factor that affects the efficiency of GIS. In this thesis, all entity elements are abstracted, and gives one storage structure of data, in which basis advanced the storage structure of whole GIS spatial data and attribute data. Introduces the index and data dictionary, which accelerates the access speed, and adopts the hierarchical structure file system to storage the data and template technology to define all entity of GIS, which can deal with all GIS object in universal arithmetic, out of question, it's a improve in access efficiency for these application have abundance data.  This article aims to study the basic principle of GIS, designs GIS system supporting full component model through planning the model of data organization and management, designing spatial query and spatial analysis model. In this paper, it expatiates the component object model theory and ATL technology in detail, not only the theory but also the interface and implement process of the COM object, and brings to one GIS application instance based on ATL, which makes the good application effect. In thesis, established one spatial query and spatial analysis model based on OO data model, which comes down to all functions to the object's member method, which makes it easy to implement and enhances the functions.
