The north piedmont of Yinshan Mountain is one of the important regions in China ecological environment research; it is not only the typical ecological fragile zone, which responds very sensitively to global change, but also the important eco-shelter zone in hinterland. Dynamics of vegetation fraction is the direct indicator of the ecology environment dynamics. Study on dynamics of vegetation cover and driving force of the north piedmont of Yinshan Mountain will benefit monitoring the dynamics process of ecology environment and direct the restoration and reconstruction of vegetation. Above all, the paper base on annual remote sensing images and land use map, on the ground of the GIS and RS data handling platform, discovered the dynamics of vegetation cover on the scale of time and space of this area from 1998 to 2003. Then, base on the existing relevant research achievements and analysis on the natural, societal and economic data, we established quantitative driving force model of the annual maximum woodland, grassland and cropland NDVI change. In the end, we come up with corresponding countermeasures of vegetation restoration and reconstruction. The results of the study show:(1) Every annual maximum NDVI index has the similar change trend, which decreased continuously from year 1999 to 2001, while increased continuously in the next two years. In which, the annual maximum whole area NDVI of 1999 and 2001 had relatively obvious decrease of 15.34% and 17.07% respectively, compared with last year; while that of 2002 and 2003 had obvious and relatively obvious increase of 24.2% and 13.83% respectively, compared with last year; in addition, that of 2003 and 1998 is almost equal.(2) Annual maximum NDVI of the whole area in 2001 had serious degeneration and obvious decrease, compared with that of 1998, except for middle Damao Banner, east Duolun County and southeast Shangdu County. While that of 2003 had middling or high improvement, and obvious increase, compared with that of year 2001, except for northwest Damao Banner and sporadic spots of east Duolun County.On the whole, that of 2003 had middling degeneration and obvious decrease in the northwest of this area, compared with that of year 1998, while degeneration and improvement coexisted in other places.(3) Total population has significant negative influence to the annual maximum woodland NDVI; GDP and the number of livestock has significant negative influence to both the annual maximum woodland NDVI and the annual maximum grassland NDVI; the first industry production has significant negative influence to the annual maximum cropland NDVI; and also the mean temperature of July has significant negative influence to the annual maximum woodland, grassland and cropland NDVI; while the precipitation has significant positive influence to the annual maximum woodland, grassland and cropland NDVI.(4) The countermeasures of woodland restoration and reconstruction are returning cropland to woodland, cultivating man-made woodland, setting up natural woodland safeguard region, sealing the mountain and cultivating forest, and etc. Those of grassland are seasonably banning graze, sealing the grassland, cultivate man-made grassland, and etc. Those of cropland are preventing desertification of cropland, adjusting the structure of plant industry, popularizing the comprehensive relative technologies of constructing terrace, and etc.
