Rigional climate and environment effect under global chang are being payed more and more attention. With the global is warmer and warmer, regional air temperature and precipitation are changing diffently ,climate disaster are worser and worser too.When human being went into the 21 century, one of the most important task is studying and analyzing these problem about climate, energy and water related global chang ,and finding the rules of these factors how to answer the global change,our aim is to draw up operative policy to adapt to the possible enviroment chang and try to make eflective use of varied environmental last,benefit human being form the change of climateand environment.Qinling is the supreme mountains on the east of orient, and it lie on the border of monsoon zone, so qinling moutains play crucial role to the climate chang on the world. The west and the east of qinling mountains are being impacted by the southwest monsoon and the southeast monsoon at the same time ,their response to the global and monsoon chang will be diffent, typical and sensitive; on the other hand, the study on the two areas will contribute to the understandon the monsoon.There is no perspicuity verge between the west and the east of qinling mountains,so we have to draw a line to divide it into two parts.By analyzing the chang of observation spot' s precipitation in summer and in autumn on the same latitude ,we can make a conclusion that 108 Ewill be the line possibly.The paper was going on under the background of global chang by compairing the variation characteristics of norm annual air temperature and norm annual precipitation, and by compairing air temperature and precipitation over the season,. At the same time, period of air temperature and precipitation over the two area and mutability of climate chang were analyzed by using the records of air temperature and precipitation from Baoji, Xi' an and Ilanzhong, Ankang observations.because their records have a much longer time series. Furthermore the paper went on the analysis and generalization tothe response of the west and the east of Qinling mountains,and compared the occurrences of disaster over the both areas under gobal chang. Finnaly we made a couple of significant conclusion.
