Aiming at the characteristic of Marine Oil-Spill Emergency Response and the importance of Geographic Information System(GIS) in preventing and reducing disasters, this paper does research on the Intelligence Decision Support System of the Marine Oil-Spill Control and Cleanup based on GIS. It mainly surrounds the application models and decision knowledge of the system to extend discussions.Firstly, this paper presents a technique for quickly and automatically generating body-fitted coordinates meshes which can be used to calculating tide-field, by calculating the side value of Poisson equation, it uses the chart as background and adopts the transform of body-fitted coordinates to generate meshes on the platform of GIS which spacing can be adjusted. The meshes generation technique can offer faster, more intuitionistic and more convenient conditions to the calculation of tide-field. At the same time, in order to resolve the disjoint phenomena of GIS and model researches, this paper uses VB as main language which embeds with data-base interface language to realize the integration of system application models and GIS. It also uses DDL and DDE to realize the integration of models, data and man-machine conversation. It can provide theoretic basis for oil-spill emergency response by vividly showing geography phenomena and realizing the integration of images and their circumstance.Secondly, during the disposal decision-making of oil-spill control and clear, this paper adopts expert system to systematically analyze and describe the problems of oil-spill control and clear. It establishes the knowledge expression model of oil-spill control and clear disposal based on the combination of generation knowledge and model knowledge. In order to get a expert-level emergency disposal decision-making, this paper presents to use rule-frame and rule-body two-grade structure to organize the whole system's knowledge rules, researches the knowledge representation and illation.Lastly, on the basis of analyzing and researching the system function and system structure of OSCC-IDSS, a software about intelligence decision support system ofmarine oil-spill control and cleanup based on GIS is designed and developed on the platform of GIS which is researched and developed by myself. A example of simulative oil-spill event shows that the software can offer an auxiliary support to the oil-spill emergency headquarters to make a correct marine oil-spill control and cleanup decision in oil-spill emergency response.
