Currently, manual processing instead of informationized processing are still dominating the management of lightning Management System for Devices Examination and Final Acceptance applied in Meteorological sectors. Besides, the existing lightning Management System is barely satisfactory for its relatively insufficient coverage, lack in city-level or county-level extension, lack in interaction with the applicant (construction) body, and widespread application of process-oriented technology instead of the more up-to-date geographic information technology. Aimed to change the undesirable status, the paper proposes the design of a lightning Management System for Devices Examination and Final Acceptance with the design done with the OOAD technology.Completion of the design proposed here involves an integrated use of such technologies as OOAD, UML, and RUP, and the software EA. Besides, the platform ArcGIS Server 9.3, the database SQL Server, and Visual Studio 2005 are adopted to conduct the software development, which is based on Web technology.The paper first presents an investigation as well as analysis of the development and application of the existing lightning Management System, and introduces the current situation of such businesses as review of drawings and final acceptance of the lightning protection devices, SPD inspection, and annual testing of the lightning protection in Anhui Province, and therefrom formulates the demands of the informationized management systems imposed by the need to improve lightning protection business management. Then, it analyzes the system's business requirements, system use cases, domain model, and construct the state machine diagram of lightning protection devices. Finally, it proposes the design of the user interface classes, business process class, database operations class that are based on multilayer architecture technology, and constructs the system's architecture, function modules, and deployment model.As a Web application system, the system's main function modules such as the website'home page, universal management, and business process have been finished.
