Analysis Of Leading Functions Of Sea Area And Countermeasures Of Sea Utilization And Management In Huangdao District

Huangdao District, which is located in western coast of Jiaozhou Bay as well as along the shore of the Yellow Sea, is among the economic circles in the Bohai Rim. It is also the joint of Gold Triangle, which includes China, Japan and Korea. The district, surrounded by sea on three sides, possesses more than 10 islands and covers a sea area of nearly 1,200 square kilometers with a 123-kilometer long and zigzag coastline. Many diversified and distinctive bays were shaped from capes between hills and mountains. All the following factors like rich natural resources, good shelter for boats, excellent geographic location and terrain along with environmental conditions and the demands of economic development of Qingdao have turned this sea area into present port blocs with a hundred million tons, petrochemical town with a thousand tons and super base with 5 million tons for shipbuilding and marine engineering. A number of incomparable coastal tourist attractions, the Oriental Hollywood and things like these also emerged here. All the developments have been creating both China and the world Number ones one after another, which made Huangdao District worthy of the position as the center of economic development in western part of Qingdao.However, what are the leading functions of the sea area with only 271.4-square kilometer land,123-kilometer coastline and its neighboring sea areas? How to realize its optimization and sustainable development with proper and scientific management due to its holding of so many modern industry groups?In order to figure out the above questions, this paper, based on careful investigations and practice of several years, further analyzed the current situation of sea utilizations in Huangdao District. It believes that port, off-shore industry, travel industry as well as fishery are now the major functions of sea in Huangdao District.This paper fully considered the attribute of marine natural resources in Huangdao District, the demand of social and economic development and the orientation of the city functions and combined with interrelated layout and the Division of Marine Functional Zonings of Huangdao District to analyze the pattern of sea utilization function in Huangdao District in the following four parts as port, off-shore industry, travel industry and fishery. This paper pointed out two sensitive problems, the industry and marine safety as well as oil refining and the building of an ecological city, of which the first one must be our primary task in sea utilization and management in Huangdao District. While developing the oil refining project, environmental protection should be paid much more attention. This paper also suggested properly reducing the scale of long-term development and the areas of sea filling to improve the entironment and provide better living conditions for local dwellers.At last, based on the fact of sea management of Huangdao District, the paper analyzed the problems facing sea management and the coordination of relations between the development trends and the divisions of marine functional zonings. And it put forward the sea management model in Huangdao District as with more standardization, clearness, humanity, diversity, digitization and flexibility.
