With the rapid development of computer technology,geographic information technology and network communication technology, it has been greatly increased in demand for data sharing of remote sensing images. But remote sensing data roots in varies way and its structure is complicated, involving land, water, agriculture and other sectors. The image data which comes from different industries in different sectors generally has characteristics of multiple versions, multi-scale, long state, multi-space coordinate system and so on, making the massive remote sensing image difficult to be directly used in data sharing.So,It is very significant of studying remote image data services.In addition, currently, most OGC Web Services are dynamically generated directly from the database based on the client's request, so that image data should be re-generated each time access, greatly reducing the efficiency of data services, increasing the load on the server. With the gradual deepening of industrial applications, the majority of users put forward a higher demand in service efficiency, ease of operation and other aspects of the multi-scale remote sensing data.Web Service technology is featured as distributed, interoperable, easy integrated and well expansible ,which makes spatial information sharing possible. Besides, OGC (OGC--Open Geospatial Consortium--Open GIS Union) developed a series of geographic information services standards and criterion, providing a standard interface for data services, based on which the developers achieve data services.This paper studies the OGC specification and Web Service technology, using quadtree indexing technology to build a global index, taking tile pyramid model to realize remote sensing images tiered block storage and to make efficient management and transfer of massive remote sensing images, and designing OGC WMS services.It acquired good results in Supervise plat about shanghai soil urge system.
