"By other's faults, wise men correct their own",in order to improve students' mathematics achievements, and promote the common development of ethnic groups, this article compares different national students'cognitive level of probability and statistics. We regard the Mongol and Han nationality students as the research objects, starting from calculation, conception, comprehension and analysis levels, exploring the influence of the students'cognitive level on mathematics achievement under multicultural background. We take 105 Han students and 130 Mongolian students in Liaoning province as the test objects. The test paper was developed based on the probability and statistics analysis framework of cognitive level. This paper uses the method of quantitative analysis. We use SPSS statistics software to make T test, the single factor analysis of variance, correlation analysis and multiple regression analysis on the feedback data. The results show that nationalistic differences exsit between Mongolian and Han students'cognitive level of probability and statistics. Han students'cognitive capacities are better than Mongolian students in calculation, concepetion, comprehension and analysis but no gender differences. Students with different abilities have significant difference in cognitive level of probability and statistics. High-achieving students'cognitive capacities are better than average students and weak student in calculation, concepetion, comprehension and analysis, weak students'cognitive level of probability and statistics are the lowest. There are strong correlations between Mongol and Han nationality students'cognitive level and their mathmatics achievement, cognitive capacity in probability and statistics have significant impact on mathmatics achievement. Finally, based on these research results, this paper presents some suggestions to the constructers of mathematics curriculum and mathematics teachers, and puts forward the future research directions.
