Abstract/Summary:
The study of the transition from the construction phase to the operation and maintenance phase of major infrastructure projects(hereinafter referred to as "megaprojects")is a necessity for the development of the theory of megaproject management itself as well as a necessity for China’s national conditions.On the one hand,the transition from construction to operation and maintenance is an essential phase in the whole life cycle of megaprojects with unique attributes.An effective transition mechanism is essential for the smooth transition from construction to operation and maintenance.On the other hand,megaprojects are the forerunners of the comprehensive construction of a modern socialist country.There is a tremendous practical need to effectively bring the overall effectiveness of megaprojects into full play in the new 100-year journey,to support high-quality economic and social development continuously,and to meet the needs of safeguarding people’s livelihoods and social public security.However,the dynamic nature of the external environment and the complexity of the management elements aggravate the uncertainty of shifting from construction to operation and maintenance of megaprojects.Against this background,it has become a significant demand in the current management practice of megaprojects to comprehensively understand the knowledge system and management elements of the transition process from construction to operation and maintenance of megaprojects,scientifically construct the transition mechanism and management strategy and objectively evaluate the transition mechanism to systematically push forward the smooth transition from construction to operation and maintenance of megaprojects.This thesis systematically sorts out the relevant research results on megaproject management,megaproject operation and maintenance management,and megaproject construction to operation and maintenance of the transition phase,defines the construction of megaprojects from construction to operation and maintenance of the transition mechanism of the relevant concepts,drawing on the theory of complex system theory,interface management theory,and operation management theory,based on the transition mechanism analysis of the theoretical logic of the systematic interpretation of the transition mechanism analysis,the theoretical framework is constructed based on a systematic interpretation of the theoretical logic of transition mechanism analysis from three aspects: complex system cognition,transition mechanism construction and operation management strategy analysis,and transition mechanism evaluation.This thesis adopts the data mining method of multi-source information fusion and selects the Hong Kong-Zhuhai-Macao Bridge(HZMB)as a case study.It constructs a multi-source longitudinal text information database for the transition phase by collecting 3,347 multi-source documents related to the research topic.In this thesis,dynamic topic modeling of text data is carried out with the help of the BERTopic method based on deep learning.The result of the research systematically identifies the knowledge system and management elements of the transition stage,which contains 8 types of topics in the operation preparation stage and 13 types of topics in the trial operation stage,and it is found that the knowledge system and the management elements of the different stages have intrinsic multidimensionality and extrinsic relevance.At the same time,the knowledge system and management elements in the transition phase show the characteristics of dynamic evolution and the attributes of complexity and wholeness.This thesis adopts a longitudinal case study method based on grounded theory and uses the qualitative data analysis software ATLAS.ti to conduct case data analysis.The results show that the transition mechanism of megaprojects from construction to operation and maintenance mainly includes 26 management contents in six aspects:rule orientation,organizational adaptation,institutional regulation,technological support,human resources guarantee,and emergency response iteration.By integrating interface management strategies,the transition mechanism can be ensured to operate efficiently.Based on the specific indicators of the transition mechanism from construction to operation and maintenance of megaprojects,The evaluation indicators’ subjective and objective weights are obtained using G1 order relationship analysis and the entropy weighting method,respectively,and the combination assignment results of the indicators are obtained by combining the game theory.The transition stability level model is constructed through the cloud modeling method.The results show that the stability of the transition from construction to operation and maintenance of megaprojects is affected to varying degrees by technological support,rule orientation,organizational adaptation,emergency response iteration,institutional regulation,and human resources guarantee,and the stability level of the transition from construction to operation and maintenance of the HZMB exceeds the "good" level.In summary,based on the multi-source information fusion method and data mining technology,this thesis comprehensively understands the knowledge system and management elements related to the transition of megaprojects from construction to operation and maintenance,identifies the dynamic evolution characteristics of relevant topics involved in the transition stage,and reveals its complex and holistic nature.Based on the longitudinal case study method of grounded theory,a transition mechanism for megaprojects from construction to operation and maintenance that is suitable for the context of Chinese case projects is constructed,and a transition mechanism for megaprojects from construction to operation and maintenance based on complex system management and interface management is proposed,namely,Fusion interface management strategy.A method for measuring the transition stability of megaprojects from construction to operation and maintenance based on the game combination weighting-cloud model was proposed,and a transition stability grade model was constructed.The research results of this thesis make up for the shortcomings in the research field of megaprojects from construction to operation and maintenance,help solve major practical problems in the transition stage from construction to operation and maintenance of megaprojects,and further enrich and develop the megaproject management knowledge system and theoretical discourse system.
