High-quality economic development needs to be based on a modern economic system.It is important to establish the core development status of the real economy and play the supporting role of the fictitious economy to the real economy in order to realize the coordinated development of the fictitious economy and the real economy.In China’s economic practice,although the status of fictitious economy in the modern national economic system continues to improve,the rapid expansion of fictitious capital makes it difficult for the development of fictitious economy to coordinate with the real economy.This limits the efficiency of resource allocation and risk reduction of the fictitious economy,and also restricts the high-quality development process of the real economy.In this context,in order to see the theoretical and practical approach of the high-quality development of the fictitious economy serving the real economy,it is necessary to understand how the fictitious capital is developed step by step from the industrial capital,so as to achieve high-level coordination between the two by building a reasonable market operation system and economic governance system,and realize the national economic cycle of "development and security" under the premise of ensuring that there is no major structural imbalance.Fictitious economy and real economy are important categories and important contents of modern industrial system.Studying their roles and roles in achieving high-quality economic development in China from both theoretical and practical aspects is very necessary for scientific understanding of China’s economy at the new stage of development,which is the main purpose of this paper.This paper studies the coordinated development of the fictitious economy and the real economy from the perspective of high-quality development,which mainly focus on three main parts.First,this paper clarifies and defines several connotations of the coordinated development of the fictitious economy and the real economy from the perspective of high-quality economic development.Through the literature review of the concept and connotation of high-quality economic development,the concept,category definition and interaction between the fictitious economy and the real economy,based on Marx’s classical theory,it is clear that fictitious economy serving real economy is the final result of their coordinated development.I also propose three systems that are needed to achieve high-quality economic development.Second,intrinsic conditions for the fictitious economy to serve the high-quality development of the real economy.I further enrich the theoretical understanding of the relationship between the fictitious economy and the real economy by proposing the three-stage movement law of capital movement and constructing a capital circulation system including "fictitious capital-technical innovation-real capital".Third,external conditions for the high-quality development of the fictitious economy to serve the real economy.I build a "party-government-market" ternary relationship with Chinese characteristics and a full-chain dynamic relationship framework between the government and the market through combing historical facts and refining the governance logic in line with my country’s national conditions.Based on the theoretical analysis of the above two aspects,this paper respectively examines the realistic approach of the fictitious economy to support the high-quality development of high-end manufacturing and traditional manufacturing,and then puts forward policy recommendations for the fictitious economy to serve the high-quality development of the real economy.In the theoretical analysis part,this paper takes the classical Marxist theory as the basis of argument,fully sorts out the law of market economy development and theoretical logic that begins with the formation of the commodity system,and then proposes marginal theoretical innovations including the three-stage law of capital movement and the capital circulation system of "fictitious capital-technological innovation-real capital" based on the credit system,so as to further enrich and develop the theoretical connotation of the fictitious economy serving the high-quality development of the real economy.I also analyze the internal realization conditions of the fictitious economy serving the high-quality development of the real economy through mathematical methods.Conclusions are found as follow.First,taking commodities as the starting point to examine commodity production and its exchange has laid the theoretical foundation for Marx to demonstrate the development of virtual economy centered on the real economy.The three-stage movement law of capital thus constructed shows that the proliferation of capital has a positive effect on promoting the development of productivity,but when the intensity of capital expansion continues to increase and enters the stage of cross-space and cross-field,the blindness of capital will gradually cover up the positive effects of capital proliferation,thus greatly undermining the stability of economic and social development.Second,on the basis of respecting the laws of credit creation in the fictitious economy and the laws of industrial capital circulation,innovation activities can be used as an intermediate link between fictitious capital and real capital to realize the overall consideration of benign incentives for market players and the efficient and high-quality operation of the industrial capital circulation system,and promote China’s capital circulation form to transform from an "inverted pyramid" structure to a "diamond" structure.Third,results of mathematical analysis show that the realization of the fictitious economy supports the development of the real economy,and the development boundary of the fictitious capital is to ensure that its speculative activities cannot directly participate in the division of the total social prepaid capital.In order to realize the coordinated development of the fictitious economy and the real economy,it is necessary to focus more on the improvement and promotion of labor subjective conditions centered on labor quality.In the part of governance elements,this paper puts forward the external governance conditions for the high-quality development of China’s fictitious economy and real economy.I refine the governance logic of the common development of China’s fictitious economy and the real economy through the history of China’s centennial financial governance,and propose the ternary relationship of "party-government-market" and the dynamic relationship of the whole chain of "before-during-after" between the government and the market.Conclusions are found as follow.First,coordinating "development and security" has always been the historical main line of the common development of my country’s virtual economy and real economy.The Communist Party of China led the people to realize the transformation of the real economy from the individualized and decentralized development of the early base areas to the centralized development with distinctive public ownership characteristics,the large-scale and high-speed development under the socialist market economy environment,and the transformation of the government and the market to promote high-quality development.Within such process,the Communist Party of China gradually developed the "security concept" cognition of the four stages of "party security-sovereign security-economic security-overall national security",realized the continuous deepening of its understanding of the two historical logical dialectical relations of "development and security".Second,the historical logic of a century of financial governance demonstrates that the Communist Party of China,as a Marxist political party,has the characteristics of protracted and stable social laws and the people’s subjectivity in its ruling ideology.This fundamental ideological orientation,together with its strategic goal orientation and core interest orientation,brings about its advantages in strategic determination,power regulation and political mobilization capabilities,constitutes the unique governance advantages of the Communist Party of China.Third,the ternary framework of "party-government-market" shows that the Party’s superiority in strategic determination ensures the continuity and stability of government decision-making,while its superiority in power regulation and political mobilization enables the Party to maintain a balance between the government and the market.These two power paths further improve the effectiveness of national governance,showing the characteristics of mutual coexistence,mutual coordination and mutual restraint.Fourth,the whole-chain dynamic relationship between the government and the market shows that "response before the event-handling during the event-recovery and sustainable development after the event" is an important starting point for understanding the relationship between an effective market and an effective government.A government with decision-making,mobilization,and execution capabilities is indispensable in the process of coordinating economic "development and security".In the part of reality analysis,this paper analyzes the connection and difference between the high-quality development process of fictitious economy supporting high-end manufacturing and traditional manufacturing.Conclusions are found as follow.First,from the perspective of strategic positioning,the high-end manufacturing industry is not only an important node to realize the quality and upgrading of economic and social industries driven by technological innovation,but also a "pathfinder" to feed back my country’s independent research and development system and even the scientific knowledge system through the practice of industrialization of technological innovation.Traditional manufacturing plays an important role in "stabilizing,fixing,and strengthening the chain".Second,from the perspective of the supporting role of the financing system,the key to supporting the high-end manufacturing industry is to firmly grasp the "big nose" of "technical innovation" and build a diversified financing system that can support key core technology research and development and industrial transformation,while traditional manufacturing uses the support of the financial system to realize the "stabilizer" role of the industrial chain and supply chain of traditional manufacturing in terms of production scale,support the transfer of traditional manufacturing technology and industrial upgrading,lead the realization of the intensive development of traditional manufacturing elements,and promote the formation of a vocational education system and a high-quality workforce,in order to consolidate the industrial foundation of the real economy manufacturing industry.Third,from the perspective of the required external environmental conditions,the high-quality development of high-end manufacturing should take the establishment of a national innovation system as a blueprint to form a new era of innovation with clear macro-strategic orientation,vigorous development of medium-level industries,and full mobilization of micro-level entrepreneurship.The traditional manufacturing industry can,through the synergistic effect of the government and the market,strive to realize the independent and controllable core key links of the industrial chain,and form an industrial chain and even an industrial network of domestic manufacturing cooperation,vertical division of labor,and mutual substitution and complementarity,in order to better deal with the ever-increasing national economic security risks brought about by the evolution of the geopolitical order. |
