| Urban and rural areas,as two distinct and interconnected geographical units,are greatly different but interdependent.Since the reform and opening up,the gap between urban and rural areas in China has continuously expanded.Urban economic and social development is far ahead of rural areas,which in the long run will hinder the healthy development of the national economy;Inadequate rural development has led to difficulties in rural transformation of traditional agriculture.From "supplementing industry with agriculture" to "complementing urban and rural areas",from "coordinating urban and rural development" to "integrating urban and rural development",the adjustment of urban-rural relations has been running through more than 70 years since the founding of New China.At present,facing the background of building a moderately prosperous society in all respects,China is moving towards the second centennial goal of common prosperity.If the imbalance in urban and rural development cannot be effectively alleviated,which will ultimately affect the realization of the goal of common prosperity for all.Guided by the basic principles of the theory of productivity and production relations in Marxist economics and the theory of urban-rural relations,the thesis comprehensively draws on relevant economic theories such as regional economics,industrial economics,and development economics to conduct in-depth and systematic exploration and research on urban-rural integration and development.Firstly,the paper summarizes the research results of existing scholars around urban-rural integration development.On this basis,the paper scientifically defines the connotation and extension of development of urban-rural integration.The goal of development of urban-rural integration is for urban and rural residents to share economic development achievements,social development achievements,and high-quality ecological environment.The paper further interprets the theoretical logic of urban-rural integration development,which is subdivided into logical starting points,driving factors,driving mechanisms.Focusing on the logical starting point,driving factors,driving mechanism of urban-rural integration development,the theoretical framework of urban-rural integration development is comprehensively elaborated.The paper defines the logical starting point of urban-rural integration development as the urban-rural dual structure.The level of marketization and the upgrading of industrial structure are the driving factors.The two-way flow mechanism of urban and rural factors,the mechanism of urban and rural industries integration development,the optimal distribution mechanism of urban and rural benefits,and the adjustment mechanism of urban and rural public goods are the driving mechanisms.There is an organic connection between the four,with the two-way flow mechanism of urban and rural factors as the foundation,the mechanism of urban and rural industries integration development as the core,and the optimized distribution mechanism of urban and rural benefits and the adjustment mechanism of urban and rural public goods as the guarantee.Based on the above theoretical analysis,this article analyzes the stages of urban-rural integration development formed by the generation logic of urban-rural integration development in the Chinese context.This article has compiled and refined historical data from "urban priority development" to "urban-rural integration development" since the founding of New China,combined with the evolution process of urban-rural relations under the interaction of productive forces and production relations,based on historical materialism,conducted a phase division of the evolution process of urban-rural integration development in China,and extracted the realistic foundation and existing problems of urban-rural integration development.On the basis of objectively dividing the evolution stages,the paper calculates and obtains China’s urban-rural integration development index for2012-2021 by constructing an indicator system.Through the measurement and analysis of the integration driving system and the integration target system,the paper objectively describes the level of China’s urban-rural integration development,and uses econometric analysis methods to test and prove that the level of marketization and the upgrading of industrial structure are the driving factors for China’s urban-rural integration development.Next,the paper uses a comparative analysis method to explore the successful experience of urban-rural integration development in China’s pilot areas and other countries in the world,and then refine the overall implementation path and zoning implementation path of urban-rural integration development in China.Finally,the full text is summarized and prospected.The article is divided into five parts.The first part is "Introduction",which first proposes the research background and significance of this article;Then,it reviews the relevant research results at home and abroad,and proposes the research ideas,research methods,overall framework,and research content of this article;Finally,the innovation and shortcomings of this article are described.The second part is theoretical analysis,including the second and third chapters.The second chapter "core concept definition of urban-rural integration development and Theoretical basis" proposes the relevant theoretical basis of this article.Including Marx’s theory of productivity and production relations,Marx’s theory of urban-rural relations,Marx’s theory of income distribution,and so on.The concept,stage,and goal of urban-rural integration development are defined in turn,and similar concepts such as overall urban-rural development and urban-rural integration are differentiated and analyzed.The third chapter is "The Theoretical Logic of Urban Rural Integrated Development",which proposes a theoretical framework for urban rural integrated development and is the core part of this theoretical study.The theoretical analysis is carried out sequentially according to the logical starting point-driving factors-driving mechanism-driving mechanism.The paper points out that the logical starting point of urban-rural integration development is the urban-rural dual structure;The driving factors are the level of marketization and the upgrading of industrial structure.The driving mechanism of driving factors driving urban-rural integration development through dynamic mechanisms is analyzed.The third part is empirical analysis,including Chapter 4 and Chapter 5.The fourth chapter is "The Evolution,Realistic Basis,and Existing Problems of China’s Urban-Rural Integration Development." It divides the evolution stages of urban-rural integration development since the founding of New China,and points out that current issues such as the uneven two-way flow of urban-rural productive factors,the obstruction of urban-rural industrial complementarity,the insufficient optimal distribution of urban-rural benefits,and the significant supply gap between urban and rural public goods hinder the urban-rural integration development in China.In order to scientifically assess the current level of urban-rural integration development and identify driving factors,Chapter 5 "Measurement and Driver Test of China’s Urban-rural Integration Development Level",which builds an indicator system for urban-rural integration development based on "integration dynamics" and "integration goals",successively measuring China’s urban-rural integration development index in the past decade,and coupling and coordinating the integration dynamics system and integration goal system.Based on the coupling and coordination data of urban-rural integration development in various provinces,the level of urban-rural integration development in the eastern,central,western,and northeast regions of China is depicted.The results show that the development of urban-rural integration in China is characterized by "high coupling and low coordination",and the overall coordination degree of urban-rural integration development is low.This article then uses Logit model to empirically test the driving factors of urban-rural integration development.The results show that the level of marketization and the upgrading of industrial structure are the driving factors of urban-rural integration development in China,laying a foundation for the proposed implementation path.The fourth part of this article proposes a solution to the problem,which is the sixth chapter of this article,“Implementation path of urban-rural integration development”.Firstly,analyze the practical exploration of urban-rural integration development in the United States,Britain,Germany,France,Japan,and South Korea,and combine the domestic experience of urban-rural integration development.Then,propose the overall path of urban-rural integration development in China from four aspects: building a unified factor market in urban and rural areas,improving the level of urban-rural industrial integration,optimizing the distribution pattern of urban-rural benefits,and improving the supply level of urban and rural public goods,Finally,according to the different levels of urban-rural integration development in China,three paths are proposed to achieve regional integration-“taking cities as the driving force for rural areas”,“strengthening counties”,and“catching up with the latter”.Chapter VII of this article is the conclusion and outlook,which is the fifth part of this article.It summarizes the conclusions of the paper in terms of theoretical discussion,empirical analysis,and path exploration,and prospects the future research focus and direction of the paper.The innovation of this article is mainly reflected in three aspects.1.This article constructs an analytical framework for urban-rural integration development that covers logical starting points,driving factors,driving mechanisms,and driving mechanisms from a holistic perspective.Unlike the existing models of analyzing urban-rural relations from one or more aspects of urban-rural factor flow,income distribution,and urban-rural industrial integration,this article incorporates the research on urban-rural factor flow,industrial integration,benefit distribution,and urban-rural public goods supply into the overall framework of urban-rural integrated development,and constructs an analytical framework from a general perspective to analyze the driving mechanism and driving mechanism of urban-rural integrated development.This has laid a theoretical foundation for further studying the realization path of urban-rural integration development,and the obtained path countermeasures for promoting urban-rural integration development are more comprehensive and of universal significance.The analytical framework defines the logical starting point of urban-rural integration development as the urban-rural dual structure;The driving factors are the level of marketization and the upgrading of industrial structure;The driving mechanisms for urban-rural integration and development are the two-way flow mechanism of urban-rural factors,the urban-rural industrial integration and development mechanism,the urban-rural benefits optimization and distribution mechanism,and the urban-rural public goods coordination mechanism.The driving mechanism is: the marketization level promotes the integrated development of urban and rural areas through the two-way flow mechanism of urban and rural factors and the optimal allocation mechanism of urban and rural benefits;The upgrading of industrial structure promotes the integrated development of urban and rural areas through the integrated development mechanism of urban and rural industries and the coordination mechanism of urban and rural public goods.2.This article uses the analytical framework of urban-rural integration development to construct an indicator system for urban-rural integration development,which has new ideas in the construction of the indicator system;Using the indicator system to fully depict the evolution process of urban-rural integration development in China from a spatial and temporal perspective,and objectively study and judge the development level of each province(city),which is conducive to proposing more targeted implementation paths.Based on the analytical framework for urban-rural integration development and in combination with the historical evolution of China’s urban-rural relations,this article has conducted an in-depth analysis of the development context of urban-rural relations since the founding of New China,taking into account the current situation and development potential of urban-rural integration development,and has constructed an indicator system for urban-rural integration development that includes a fusion dynamic system and a fusion target system,covering 30 indicators.By measuring the comprehensive index of urban-rural integration development at the national and provincial(municipal)levels,as well as the coupling and co scheduling of integration dynamics and integration target systems from 2012 to 2021,the status and evolution of spatial differentiation of urban-rural integration development in China are described in detail.The calculation shows that the overall development of urban-rural integration in China is characterized by high coupling and low coordination,and it is in a transitional development stage of coupling and coordination;The eastern region is at a barely coordinated and near imbalance level at this stage,while the central,western,and northeastern regions are at a mild imbalance level.According to the score of the coupling coordination degree of each province(city),it is divided into three categories: high,medium,and low levels of urban-rural integration development.Further from the analysis of temporal characteristics,some provinces in the central and western regions gradually improved from mild imbalance to near imbalance,and the coupling coordination degree in the northeast region decreased.Through the construction and measurement of the indicator system,it is beneficial to correctly grasp the level of urban-rural integration development,and then propose targeted path countermeasures.3.Based on the theoretical framework analysis,this article analyzes the influencing factors of urban-rural integration development in China,conducts comparative studies and case studies in combination with relatively new practical exploration at home and abroad,and extracts the practical path of "overall promotion+zoning realization".Based on the results of Logit model analysis,this article extracts four overall promotion paths: building a unified urban and rural factor market,improving the level of urban and rural industrial integration,optimizing the distribution pattern of urban and rural benefits,and improving the supply of urban and rural public goods.Based on China’s actual national conditions,corresponding to the high,medium,and low levels of urban-rural integration and development,we have respectively constructed three subarea realization paths,namely,taking urban areas as the driving force for rural areas,strengthening county areas,and catching up with latecomers.Different paths reflect the different characteristics of economic and social development in different regions,and therefore follow different paths of urban-rural integration and development.Although different regions have different approaches to achieving urban-rural integrated development,they have common theoretical characteristics.Therefore,the summary of different models at home and abroad not only confirms the important practical significance of urban-rural integrated development,but also provides operational policy implications for urban-rural integrated development. |
