| The report of the 19 th National Congress of the Communist Party of China points out that the main social contradictions in our country have been transformed into the contradictions between the people’s growing needs for a better life and the unbalanced and inadequate development.Of course,this imbalance also exists in regional development,especially in regional innovation development.At present,China’s regional innovation development has made some achievements,but due to the constraints of administrative divisions and market segmentation,it is still in the middle and low level of development,and has not yet achieved the expected results.It is difficult for innovation elements such as R&D personnel and R&D capital to flow freely among regions,and the optimal allocation of resource elements cannot be realized;The cooperation degree of the innovation agents in the region is not high,and the mutual benefit and win-win of the innovation agents can not be achieved;The industrial structure in the region is not reasonable,and a mature and reasonable industrial value chain and industrial division system have not yet been formed.Under the background that the overall development level of scientific and technological innovation in China is relatively low,it is of great significance to scientifically and effectively coordinate innovation elements,subjects and industries,form a convenient and efficient innovation network,promote the free flow of innovation elements,promote the collaborative cooperation of innovation subjects,optimize the rational allocation of industrial structure,and then promote the improvement of regional innovation efficiency.Based on the theory of regional innovation system,efficiency theory,spatial spillover theory,collaborative innovation theory and industrial agglomeration theory,and according to the mechanism of scientific and technological innovation effect,this dissertation defines the scientific and technological innovation effect from the perspective of space as three dimensions: factor spillover effect,subject synergy effect and industrial agglomeration effect.By constructing the theoretical analysis framework of three-dimensional effect of science and technology innovation on regional innovation efficiency,this dissertation explores the formation mechanism of three-dimensional effect of science and technology innovation and its influence mechanism on regional innovation efficiency;By measuring and analyzing the regional innovation efficiency,factor spillover effect,main synergy effect and industrial agglomeration effect of 30 provinces and cities in China,this dissertation reveals the development status and evolution law of regional science and technology innovation in China;Through the construction of spatial econometric model,this dissertation empirically tests the influence of the three-dimensional effect of scientific and technological innovation on regional innovation efficiency,and reveals the main constraints and regional differences of regional innovation in China;Through theoretical and empirical analysis,on the premise of fully considering regional differences,this dissertation systematically puts forward the "three-dimensional promotion path" of regional innovation efficiency from the perspective of sub-dimension and sub-region respectively,in order to provide reference for decision-making departments.The specific research contents and conclusions are as follows:(1)Analyze the influence mechanism and action path of technological innovation effect(factor spillover effect,main body synergy effect,industrial agglomeration effect)on regional innovation efficiency from the spatial perspective.First,from the perspective of spatial dynamics of inter-regional flow of elements,it analyzes the characteristics of innovation elements themselves and the characteristics that they exhibit in the process of inter-regional flow.Based on the spatial spillover theory,the spatial spillover effect caused by the flow of R&D personnel and R&D capital is further deduced,which mainly affects the efficiency of regional innovation through knowledge spillover effects,scale effects and optimal allocation effects.Secondly,from the perspective of the spatial dynamics of the cooperative interaction of the main bodies,the functional positioning of each innovation main body is analyzed,and the influence mechanism of the cooperation of the main innovation main bodies on the regional innovation efficiency is explored.Among them,the main body of industry-university-research innovation realizes the cooperative cooperation of industry-university-research and promotes the improvement of regional innovation efficiency by giving full play to their respective functional advantages;the government uses innovation platform construction,innovation funding support,infrastructure improvement,policy and regulation promulgation and other strategies to achieve collaborative innovation for industry-university-research research Provide convenience and promote regional innovation efficiency;financial institutions provide project evaluation,financial support,investment optimization and other services to facilitate the collaborative innovation of industry-university-research institutes,thereby enhancing regional innovation efficiency.Finally,from the perspective of the spatial dynamics of industrial agglomeration,it analyzes the two modes of industrial agglomeration(namely,industrial specialization agglomeration and industrial diversified agglomeration),and explores the mechanism of industrial agglomeration mode that affects regional innovation efficiency.In theory,the effect of industrial agglomeration promotes the improvement of regional innovation efficiency through economies of scale,technology spillover effects,and labor productivity effects.Based on the above research,seven research hypotheses that the effect of technological innovation has a positive impact on regional innovation efficiency are put forward.(2)Through the measurement analysis of spillover effect of factors,synergistic effect of subjects,industrial agglomeration effect and regional innovation efficiency,this dissertation reveals the spatial dynamic change rule of three dimensions of science and technology innovation effect in China and the development status and evolution law of regional innovation efficiency.First,through the construction of SBM-DEA model to measure the regional innovation efficiency of China’s provinces and cities,the results show that in the investigation period,China’s regional comprehensive innovation efficiency and pure technological innovation efficiency are on the rise,scale innovation efficiency is on the decline,and China’s regional innovation is still dominated by scale innovation.Second,by applying the improved gravity model to measure the flow intensity of innovative elements,the results show that the trend of R&D personnel and R&D capital flows among different areas,R&D personnel flow caused by the spatial spillover effect superior to the R&D of capital flows,and the economic development level is higher the elements of regional spillover effect than the low level of economic development zone.Third,through the establishment of complex system coordination degree model to study the synergy degree of measure,the elements of analogy method is adopted to government support and financial institutions to support the measure,respectively,according to the results of various provinces and cities in our country from the cooperative conditions generally showed a trend of rise and gradually improve,but overall production coordination level is low,and there are obvious regional differences.In addition,in regions with higher levels of economic development,the degree of support from financial institutions is relatively high,while the degree of support from government is relatively low.Fourthly,by using location entropy index and Herfindall-Hirschmann index method,the level of industrial specialization agglomeration and industrial diversification agglomeration are measured respectively.The results show that the region with higher level of economic development has higher level of industrial diversification agglomeration and lower level of industrial specialization agglomeration.The regions with lower level of economic development have higher level of industrial specialization and lower level of industrial diversification.(3)By empirically testing the relationship between S&T innovation effect(spillover effect of factors,synergistic effect of subjects,industrial agglomeration effect)and regional innovation efficiency,the dissertation reveals the main restraining factors and regional differences of innovation efficiency in provinces and cities and three regions(east,central and west)in China.Based on the panel data collected from30 provinces and cities in China,this dissertation empirically tested seven research hypotheses about the effect of science and technology innovation on regional innovation efficiency by constructing a spatial econometric model,and made further analysis at the sub-regional level.The results show that,firstly,R&D capital flow has a significant positive effect on regional innovation efficiency,while R&D personnel flow is not significant.From the perspective of sub-regional level,there are obvious regional differences in the impact of R&D personnel flow and R&D capital flow on the regional innovation efficiency.Among them,R&D personnel flow has a significant positive impact on the innovation efficiency in the central region,and R&D capital flow has a significant positive impact on the innovation efficiency in the western region.Second,industry-university-research collaborative innovation and financial institution support have a significant positive impact on regional innovation efficiency,while government support is not significant.From the regional level,the main body synergy effect on regional innovation efficiency exist obvious regional differences,among them,the collaborative innovation of industry,to the innovation efficiency of the central region has a significant role in promoting,government support for the innovation efficiency of the western region has a certain role in promoting,financial institutions to support for the innovation efficiency of the central region has a significant role in promoting.Thirdly,industrial specialization agglomeration has a significant positive effect on regional innovation efficiency,while industrial diversification agglomeration has no significant effect.From the regional level,industry specialization of agglomeration and diversified agglomeration effect on regional innovation efficiency exist obvious regional differences,among them,the industry specialization of agglomeration of innovation,in the western region in efficiency has a significant role in promoting,diversification of industry agglomeration in the eastern region innovation efficiency has a significant role in promoting.Through the in-depth study of the influence mechanism between the effect of science and technology innovation and the efficiency of regional innovation,the relevant empirical research of regional innovation is enriched.(4)From the perspective of sub-dimension and sub-region,this dissertation systematically puts forward the "three dimensional improvement path" of regional innovation efficiency.On the one hand,through theoretical and empirical analysis,from the three dimensions of scientific and technological innovation effect,the dissertation systematically puts forward the improvement path of regional innovation efficiency: first,to break through the "fence" of factor flow between regions,break through the restriction of factor flow,and clear the channel of factor flow to promote the free flow of factor between regions;The second is to build a regional "ecosphere" of main body coordination,coordinate various main bodies,give full play to its functional advantages,and realize multi-directional linkage and multi-level interaction;Third,optimize the "structure chain" of inter-regional industrial transfer,improve the optimal allocation of inter-regional industrial agglomeration,strengthen the construction of inter-regional innovation platform,build the industrial structure chain of "R&D-transformation-production",and promote the "double integration" of industrial chain and innovation chain.On the other hand,on the premise of fully considering the regional differences,further from the perspective of sub-regions,the improvement of regional innovation efficiency is targeted to put forward: one is to lead innovation to promote the optimized development of the eastern region;the other is to take advantages to promote the comprehensive development of the central region;the third is to strengthen measures to promote the characteristic development of the western region. |
