Research On Financial Support For Promoting The Integrated Development Of Urban And Rural Areas In Tibe

In the report of the 19 th National Congress of the Communist Party of China,it was proposed to "establish and improve the system,mechanism,and policy system for urban-rural integration development".The future development direction of national urban-rural relations is to adhere to the "implementation of rural revitalization strategy" and follow the development path of urban-rural integration.In the report of the 20 th National Congress of the Communist Party of China,it was emphasized that we should "focus on promoting urban-rural integration and regional coordinated development,and support the development of quality and appropriate growth of value in the economy".The development of the economy cannot do without the support of finance and capital.However,capital is profit oriented,and compared to rural areas,cities are more favored by capital.This requires policies to guide more capital to lean towards rural areas,promote rural revitalization,and improve the urban-rural gap to achieve urban-rural integration.This paper studies the relevant background and basic theories of urban-rural integration and financial support.Taking the current situation of financial support for urban-rural integration in Tibet as the research object,it only uses the method of data analysis,historical analysis,historical analysis method,inductive deductive reasoning method and model analysis method as the research methods.Relying on the endogenous growth theory,using the intermediary effect model,through the analysis of urban and rural land use efficiency,urban and rural industrial structure level Research on the level of urban and rural infrastructure construction,identifying key factors that have a significant impact;Using system dynamics methods,construct state variable equations and decision variable equations between key factors of financial support and urban-rural integration development indicators,and simulate and predict the future development trend of urban-rural integration in Tibet.Referring to the existing experience of financial support for urban-rural integration development at home and abroad,this study aims to explore effective financial support channels that are conducive to the development of urban-rural integration in Tibet Autonomous Region,and proposes suggestions and countermeasures for financial support for urban-rural integration development in Tibet Autonomous Region from multiple aspects.The main conclusions of the article are:(1)From the overall regression results of financial support for urban-rural integration development,it can be seen that financial support has a significant impact on urban-rural integration development.After decomposing financial support into Three indicators: financial measurement,financial performance,and financial structure,empirical testing shows that financial scale and financial efficiency can significantly promote urban-rural integration development,and financial efficiency plays a greater role in promoting urban-rural integration development,but the role of financial structure is not significant.(2)The intermediary effect model is used to empirically test and analyze the financial support mechanism for urban-rural integrated development.It is found that the efficiency of urban and rural land use,the optimization and upgrading of urban and rural industries,and the construction of urban and rural infrastructure play a part in financial support for the integration of development in Tibet.Among them,the intermediary effect of urban and rural infrastructure and urban and rural land use efficiency is relatively large,while the intermediary effect of industrial optimization and upgrading is not significant.(3)After simulating the future development of urban-rural integration in Tibet using a system dynamics model,it was found that enhancing financial support,upgrading industrial structure,and expanding infrastructure construction will significantly promote urban-rural integration development,and the impact of upgrading financial support industrial structure on urban-rural integration development has a scale increasing effect.(4)The core strategy of financial support for the integration of urban and rural development in Tibet is to upgrade the industrial structure through financial support.By proposing a series of suggestions such as financial support environment,measures,and policies,a joint force of financial support for the upgrading of Tibet’s industrial structure has been formed.The innovation points of the article are as follows:One is to take the financial support for urban-rural integration development in Tibet as the main research objective.Based on existing research,by selecting some indicator variables,we attempt to reflect and evaluate the level and quality of urban-rural integration development in Tibet,and quantitatively analyze the financial support for urban-rural integration development in Tibet,which has certain novelty.The second is to apply the system dynamics model to the research topic,expanding the time dimension of the research not only to include the past and present,but also to predict the future development of the object.By reviewing the historical status of the research object,evaluating its current effectiveness,and predicting its future development.The integrated development of urban and rural areas in Tibet is actually a dynamic process,with different development stages having different characteristics and financial needs.Based on model simulations,suggestions were made for future financial support for the development of integration between urban and rural areas in Tibet.In short,the integration of urban and rural areas in Tibet is the integration between towns inhabited by Tibetan,Han,Hui,and some other ethnic minorities,and mainly rural and pastoral areas dominated by the Tibetan ethnic group.It is achieved on a land with a small population,extremely fragile ecology,and less abundant natural resources.In the process of integration,it is necessary to achieve the integration of multiple ethnic groups,different cultures,different living habits,and different development methods.The country’s positioning of Tibet is an important strategic area and ecological security barrier.The core of the strategy of financial support for the integrated development of urban and rural areas in Tibet is to improve business models through financial support.The core conclusion proposed in this article also meets the country’s requirements and positioning for Tibet.Next,more in-depth and anatomical analysis and research can be conducted on the cities and counties below Tibet,in order to come up with some strategic ideas that are appropriate for the specific situation of the local cities and counties.
