Research On The Mechanism And Realization Path For Integration And Synergy Of Technological Innovation And Standardization

Technological innovation and standardization are important driving forces for the highquality development of China’s economy.Facing the increasingly fierce market competition,the traditional cooperation between technological innovation and standardization has been difficult to seize the opportunity.Only through the integration and synergy of the two can they occupy a favorable position,thus promoting the healthy growth of enterprises,industrial transformation and upgrading and high-quality economic development.At present,the integration and synergy development of technological innovation and standardization has become a national strategy,and the existing literature has fully affirmed the necessity and importance of the integration and synergy research of technological innovation and standardization.However,they mainly solve a specific problem in the process of integration and synergy development of technological innovation and standardization,and lack of systematic and comprehensive analysis of the logical mechanism of integration and synergy development of technological innovation and standardization.In particular,there are few researches on macro-level integration and synergy measurement,performance and path of technological innovation and standardization,and related research problems need to be solved urgently.Based on the collaborative development theory,the supply-side structural reform theory and the absorptive capacity theory,this paper takes the integration and synergy of technological innovation and standardization as the research object and probes into the integration and synergy mechanism and realization path of both.Specifically,around the thinking of “logical mechanism-measurement level-development performance-promotion path”,this paper studies the logical mechanism of the integration and synergy between the two from the perspective of supply-side structural reform,examines the evolution track and convergence characteristics of the integration and synergy,tests their integration and synergy performance,and explores the promotion path of the integration and synergy,which provides theoretical guidance and reference for decision makers to formulate the development strategy of standardization innovation and promote the deep integration and synergy development of technological innovation and standardization.The main conclusions of this paper are as follows:(1)The mechanism for integration and synergy of technological innovation and standardization.It focuses on the logical mechanism of supply-side structural reform driving the integration and synergy of technological innovation and standardization,research has shown that: From the external environment,first,we should focus on management system,market promotion system and supervision system,increase system supply,and create a good integration and synergy ecology;Second,it is necessary to promote “Made in China 2025”and “China Standard 2035” around the strategic level,and create new technologies,new products and new standards at the tactical level to increase industrial supply and improve the efficiency of the industrial supply system;Third,we should focus on technology,talents and capital,increase the supply of factors,and promote the optimal allocation of resource factors.From the internal core,it is necessary to thoroughly implement “technical innovation + standardization”,clearly and accurately define the main contents of “5W1H”of opportunity identification(What),integrated synergy purpose(Why),technology life cycle(When),integrated synergy path(How)and integrated synergy subject(Who),and pay more attention to promoting technical innovation through standardization process related to development(EBN),accelerate the integration and synergy of technical innovation and standardization,and continuously enhance the core competitiveness.(2)The measurement for integration and synergy of technological innovation and standardization.It focuses on the evolution track and its convergence of the integration and synergy of technological innovation and standardization,research has shown that: At the national level,the level of integration and synergy of technological innovation and standardization is generally on the rise,but its development level is lower than that of coordination.From the regional perspective,the integration and synergy development of the eastern region is strong;The degree of integration and synergy development in the central and western regions fluctuates,and the degree of integration and synergy development in the northeast region fluctuates the most,which needs to be further improved.From the provincial level,there is obvious regional heterogeneity in the integration and synergy development of technological innovation and standardization in each province.The eastern region has obvious advantages,followed by the central region,and the western region and the northeast region are unbalanced.In addition,the differences in the integration and synergy development level of technological innovation and standardization in the whole country and four regions are characterized by σ-convergence,absolute β-convergence and conditional β-convergence.(3)The performance for integration and synergy of technological innovation and standardization.It focuses on the interaction between technological innovation performance and standardization performance,research has shown that: On the whole,there is a significant positive correlation between standardization performance and technological innovation performance,and the promotion effect of standardization on technological innovation is greater than that of technological innovation on standardization.As far as regional samples are concerned,there are obvious regional differences between standardization performance and technological innovation performance.Standardization performance in the eastern,central and western regions has a significant positive impact on technological innovation performance,with the western region being larger than the eastern region and the central region being in the middle.The technological innovation performance in the western region has a significant positive impact on standardization performance,while other regions are not significant.It can be seen that technological innovation and standardization in the four regions have not yet achieved benign integration and synergy interaction,and mainly focuses on the one-way promoting effect of standardization on technological innovation.Therefore,the integration and synergy performance of technology innovation and standardization in China needs to be further improved.(4)The path for integration and synergy of technological innovation and standardization.It focuses on the mediation effect of absorptive capacity(knowledge integration capacity and technology integration capacity)between technology innovation performance and standardization performance,research has shown that: Standardization performance has a significant positive effect on technological innovation performance.Whether it is knowledge integration ability or technology integration ability,standardization performance has a significant positive effect on absorptive capacity,absorptive capacity has a significant positive effect on technological innovation performance,and absorptive capacity plays a partial intermediary role in the influence of standardization performance on technological innovation performance.Therefore,by improving the ability of knowledge integration and technology integration,it is helpful to promote the integration and synergy of technology innovation and standardization.Based on the above research conclusions,this paper puts forward the following policy implications.First,we should dig deep into the advantages of “technological innovation +standardization” and promote the integration and synergy of the two with the supply of highquality elements.Second,we should improve the efficiency of resource allocation and speed up the development of technological innovation and standardization.Third,it is necessary to speed up the pilot demonstration and help strengthen the driving force for the integration and synergy development of the two.Fourth,it is necessary to intensify policy tilt and promote a higher level of regional coordinated development.Fifth,it is necessary to coordinate the comparative advantages of the east and enhance the leading power of the integration and synergy development of the two.Sixth,we should make full use of the resource endowment to promote the integration and synergy development of the two and gradually converge.Seventh,it is necessary to optimize the structure of knowledge elements and consolidate the knowledge base of the integration and synergy of the two.Eighth,we will accelerate technology integration and build the advantages of integration and synergy between the two.The government should implement the scientific standardization innovation policy according to the actual situation of the region,deepen supply-side structural reform,realize the integration and synergy of technological innovation and standardization,and promote high-quality economic development.
