In the implementation of the regional coordinated development strategy,the20 th Party Congress report proposed to build an urban pattern of coordinated development of large,medium,small and medium-sized cities and small towns with urban agglomerations as important units,and to implement an ecological development strategy of urban agglomerations based on functional differentiation positioning and structural complementarity and cooperation among neighboring cities.Compared to international large-scale urban agglomerations,the development level of high-tech services in China’s urban agglomerations is significantly lagging behind.The level of division of labor and cooperation in scientific and technological services in urban agglomerations is relatively low,and there are long-term problems such as low platform service efficiency and insufficient collaborative capabilities between various platforms and sub-platforms.The design of the platform operating mechanism lacks theoretical guidance and methodological support.Based on the application and development of related theories,this study aims to reveal the operating mechanism of the urban agglomeration S&T service platform ecosystem,analyze the constituent elements and theoretical framework of the operating mechanism of the urban agglomeration S&T service platform ecosystem,and provide key scientific basis and theoretical method support for improving the S&T innovation service system of China’s urban agglomerations.The main research work and conclusions of this study are as follows:Combining theories such as urban agglomeration growth pole and platform ecosystem,this study constructs the structure of urban agglomeration S&T service platform ecosystem.Then,based on the analysis of the components and relationships of urban agglomeration S&T service platform ecosystem,this study collects cases of S&T services in urban agglomerations,and uses the grounded theory method to analyze the operation process and laws of the urban agglomeration S&T service platform ecosystem,reveal the operating mechanism of the urban agglomeration S&T service platform ecosystem,and constructs the research framework of the operating mechanism of the urban agglomeration S&T service platform ecosystem.To meet the need for accurate and efficient supply and demand matching in the the urban agglomeration S&T service platform ecosystem,this study designs a supply and demand matching mechanism that includes three stages: demand perception,resource integration and service matching.In the process of demand perception,this study combines the nine screens of technology evolution in the TRIZ theory to design a method for predicting the frontier technology demand extension,which provides effective means to improve the accuracy of demand perception of frontier S&T services in the urban agglomerations.Then,this study designs a service matching model combining two evaluation methods,namely,multi-granularity linguistic information and interval number information,so as to improve the accuracy and efficiency of supply and demand matching.Based on the core category of value embeddedness of urban agglomeration S&T service platform ecosystem,this study constructs an analytical framework for the value embeddedness mechanism of urban agglomeration S&T service platform ecosystem.By analyzing the influencing factors of the value embeddedness of urban agglomeration S&T service platform ecosystem and through evolutionary game analysis with core cities and secondary cities as the main body,this study concludes that the trust,legalization,and improvement of the compatibility level of quality parameters in the S&T service in secondary cities will increase the active participation rate of the S&T service value embeddedness activities in urban agglomerations,and the improvement of operational resource investment level in core cities will lead to the decrease of the enthusiasm of secondary cities for value embedding.Based on this,this study reveals the value embedding realization process and provides the management suggestions.From two aspects of ecological niche synergistic service and system structure synergistic service,this study establishes the synergistic service mechanism of the urban agglomeration S&T service platform ecosystem.Introducing the ecological niche theory,this study establishes the analysis framework of ecological niche synergistic service among heterogeneous service platform groups in urban agglomerations from the resource,function and spatial dimensions of the service platform ecosystem,establishes a multi-intelligent body synergistic model conforming to the system network topological relationship,analyzes the ecological niche synergistic efficiency of the urban agglomeration S&T service platform ecosystem,and finally proposes the ecological niche synergistic service mechanism.In terms of system structure synergistic service,this study uses the similarity theory to prove that the platform ecosystem has fractal characteristics.Then,this study establishes the system structure synergistic service effect evaluation index system,and uses the fractal model to analyze the system structure synergistic service effect.The results show that in the stage of agglomeration,decentralization and integration of urban agglomerations,the basic investment in synergistic development,system synergistic operation and system synergistic effectiveness increase in succession,but the change of fractal dimension shows an inverted “U” shape,and the sharing level of of the S&T service in urban agglomerations increases at the beginning and then decreases.Based on the evaluation results,this study proposes the system structure synergistic service mechanism.Using the fs QCA approach,this study explores in depth the combined effects of six antecedents on the governance mechanism:endowment resource investment,policy tools,institutional arrangements,organizational resilience,digital foundation,and market openness.The results show that the two configurations of antecedent conditions for efficient governance mechanism in the urban agglomeration stage are resource-dependent configuration and policy-led configuration;the two configurations of antecedent conditions for efficient governance mechanism in the urban agglomeration dissolution stage are environment-dependent configuration and organization-coordinated configuration;the three configurations of antecedent conditions for efficient governance mechanism in the urban agglomeration integration stage are organizational digitalization configuration,market-oriented configuration,and competitive and cooperative balance configuration.Based on the configurational findings,this study proposes different governance paths for the three stages of urban agglomeration S&T service platform ecosystem.Finally,this study proposes four measures to ensure the supply and demand matching,value embedding,collaborative ability,and governance mechanisms.The operating mechanism of the urban agglomeration S&T service platform ecosystem revealed in this study and the further proposed theories and methods for the operating mechanism management can provide theoretical guidance and practical reference for the development and construction of the urban agglomeration S&T service platform ecosystem in China.
