Under the background of international financial crisis and scientific and technological competition,China’s strategic emerging industry is a multi-industry aggregation strongly supported and promoted nationwide by the national policy makers.Because of the particularity of its development background,the innovation of strategic emerging enterprises has characteristics that distinguish them from ordinary enterprises.Its development is highly dependent on technological innovation and requires the formation of core intellectual property rights.As an important embodiment of the innovation achievements and strategic capital of enterprises,high-quality operation of patents has become an important task for the high-quality development of strategic emerging enterprises.At present,the number of patent operation activities and service demand of strategic emerging enterprises in China have increased sharply,but the quality and efficiency of patents and their operation are still low.In order to promote the rapid integration of patent operation of strategic emerging enterprises into the overall economic and social development,the Chinese government has launched projects such as patent navigation pilot project,patent operation pilot project,and 1+2+20+n intellectual property service system construction.The aim is to provide service support for enterprises in key fields such as strategic emerging industries by building a high-level patent operation platform,thus realizing high-quality and efficient collaborative operation of patents.Facing the demand of strategic emerging enterprises for highquality patent operation,it is an important task to cultivate and develop a large number of high-level patent operation platforms that adapt to China’s innovation and development as soon as possible.With the rapid growth of the number of patent operation platforms in China,the research on the design and construction of patent operation platform architecture is increasing.However,there is little research on how to construct and improve the patent operation platform service mechanism to support strategic emerging enterprises to realize the value of patent operation,which has become an important problem that needs to be solved urgently for patent operation platforms.Based on the strategic height of innovation and development of strategic emerging enterprises in China,this paper defines the relevant concepts of strategic emerging enterprises,patent operation services,patent operation of strategic emerging enterprises,patent operation platform,reviews and combs the theories of platform ecosystem,innovation services,and resource arrangement analyzes the innovation characteristics and patent operation behaviors of strategic emerging enterprises,and summarizes their patent operation characteristics and motivations.The case study method is adopted to identify the service elements of patent operation platform and analyze the relationship between the elements.Taking the patent operation pilot platform in the service field including strategic emerging industries as a sample,this paper applies the grounded theory to reveal the service process of “service module development-service model selection-service value realization” of the patent operation platform for strategic emerging enterprises,and the service law of “service content matching-resource capacity matching-value proposition matching” with supply and demand matching as the underlying logic.By summarizing the above research results,the patent operation platform service mechanism framework for strategic emerging enterprises is proposed.Based on the key influencing factors of new service development,this paper proposes the research ideas and contents of the patent operation platform service module development mechanism for strategic emerging enterprises,including three parts,namely,patent operation activities and service demand identification,service module layout,and service module development.In the part of patent operation activities and service demand identification,this paper applied the grounded theory to sort out the patent operation activities of strategic emerging enterprises,clarify their patent operation service needs,and establish a matching framework between patent operation activities and service needs based on the innovative service theory.In the service module layout part,the patent operation service module is divided according to the patent acquisition stage.In the service module development part,personalized and standardized service development strategies are proposed according to the service characteristics of each service module.Based on the above research results,the mechanism model is refined.This research provides reference for the platform to establish a supply-demand matching service system,improve service provision efficiency,and reduce service development costs.Based on the platform ecosystem theory and game theory,this paper discusses the tactics choice of patent operation platform service mode on the basis of considering the platform’s right status,competition,complementarity and dependence between platforms and platform complementors.By establishing a theoretical model and comparing different service modes,service prices,service levels,service demand,service commission ratios and profit of service actors,the service mode selection tactics under different scenarios are proposed.This research provides reference for patent operation platform to select service mode based on its own resources and capabilities and establish a sustainable development service subject relationship network.Based on the resource arrangement theory and platform ecosystem theory,the grounded theory is applied to identify the service value realization elements of the patent operation platform for strategic emerging enterprises,which can be summarized into four dimensions of basic service resources,service capabilities,resource arrangement behavior and service value.Then,the structural equation model is used to verify the influence relationship between the various elements,and it is found that the basic service resources have a significant positive impact on the value of patent operation services.Acquisition and bundling,service capabilities,and utilization behaviors play an incomplete intermediary role,respectively.Finally,the mechanism model is refined according to the research results.This research provides reference for the platform to adopt reasonable resource arrangement behavior to integrate service resources and capabilities and maintain competitive advantage.In terms of research contributions,this paper adopts the perspective of platform “aggregation” and “service” function integration,systematically reveals the service process of patent operation platform,and increases the comprehensiveness of platform service process disclosure;Based on the key influencing factors of new service development,this paper constructs a patent operation platform service module development mechanism for strategic emerging enterprises,thus expanding the theoretical research scope of new service development.By exploring the model and strategy of patent operation platform service mode selection for strategic emerging enterprises,the multilateral relationship characteristics after the establishment of the platform ecosystem are shaped,which makes the research context closer to reality.Furthermore,this paper constructs and verifies the service value realization mechanism of patent operation platform for strategic emerging enterprises from the behavioral perspective,and enriches the empirical research results of the resource orchestration theory. |
