Research On The Influence Mechanism Of Global Value Chain Regionalization On Industrial Structure Upgrade

With the continuous weakeness of global economic growth,some countries or regions have begun to promote the trend of de-globalization.All the countries are constantly adjusting their industrial structures and economic development models and the Global Value Chain is showing a trend of reconstruction.The industrial chain of the international production division network has increasingly showed the trend of fragmentation under the impact of trade protectionism and the COVID-19 outbreak.At the same time,regional economic cooperation has brought about new development opportunities,and some developed and developing countries have begun to build a national value chain production system.Diversified regional economic cooperation models will become an important means for countries or regions to prevent risks and resist international economic uncertainty.The international production network has shown a regionalized and diversified development model.On the one hand,it is affected by the historical factors of the international industrial division of labor.On the other hand,it is affected by the market development status,geographical factor endowments and production technology between different countries or regions.Firstly,this paper draws on the theoretical model of monopolistic competition to study the impact of market-scale value chain regionalization on the upgrading of industrial structure.The results show that:(1)The regionalization of market-scale value chains has a significant U-shaped relationship with the upgrading of industrial structure.When the income gap effect is greater than the scale effect,the regionalization of market-scale value chains will hinder the upgrading of the industrial structure of the country where the value chain is embedded;When the income gap effect is smaller than the scale effect,the regionalization of the market-scale value chain will promote the upgrading of the industrial structure of the country where the value chain is embedded.(2)Firstly,for the full sample of countries or regions,the value chain regional production network embedded in the high-income country group will have a significant U-shaped impact on the industrial structure upgrade of the country or region.The regionalized production network of the chain will significantly inhibit the upgrading of the industrial structure of the country or region.Secondly,when high-income countries embed a regionalized production network in a value chain similar to their own income level,there will have a significant U-shaped impact on the upgrading of domestic industrial structure;when high-income countries embed a regionalized production network in a value chain that has a large income gap with its own income level,there will have a significant nagative impact on domestic industrial structure.Thirdly,when low-income and middle-income countries embed a regionalized production network in a value chain that are similar to their own income levels,there will have a significant negative impact on the upgrading of domestic industrial structure;when low-income and middle-income countries embed a regionalized production network in a value chain that have a large gap in income levels,there will have a significant inverted U-shaped impact on the upgrading of domestic industrial structure.(3)From an overall point of view,the regionalization of market-scale value chains mainly affects the upgrading of industrial structure through the downstream degree.The regionalization of the value chain of high-income countries will have a significant U-shaped impact on the upgrading of industrial structure mainly through the downstream degree;the regionalization of the value chain of the group in middle-income countries will have a negative impact to the industrial structure through the superimposition of upstream and downstream degrees.Secondly,the influence of the regionalization of the geographical distance value chain on the upgrading of industrial structure is studied through the linear analysis model.The results show that:(1)The regionalization of the geographical distance value chain has a significant U-shaped relationship with the upgrading of industrial structure.When the crowding-out effect is greater than the sum of the industrial correlation effect and the innovation driving effect,the regionalization of the geographical distance value chain will hinder the country’s industrial structure upgrading;on the contrary,it will promote the upgrading of the industrial structure.(2)For the full sample,it will have a significant negative impact on the industrial structure upgrading embedding in the North American value chain regional production network;it will have a significant U-shaped impact on the industrial structure upgrading embedding in the European value chain regional production network;and it will have a significant inverted U-shaped impact on the industrial structure upgrading embedding in the East Asia value chain regional production network.(3)From an overall point of view,the regionalization of the geographical distance value chain mainly affects the upgrading of the industrial structure through the downstream degree.The regionalization of the value chain in North America will have a significant negative impact on the upgrading of the industrial structure through the superposition of upstream and downstream degrees;the regionalization of the value chain in Europe will have a significant U-shaped impact on the upgrading of the industrial structure mainly through the downstream degree;the regionalization of the value chain in East Asia has a inverted U-shaped impact on the upgrading of the industrial structure through the superposition of upstream and downstream degree.Finally,this paper uses the knowledge innovation and diffusion model to study the impact of technological monopoly value chain regionalization on the upgrading of industrial structure.The results show that:(1)The regionalization of technological monopoly value chains significantly hinders the upgrading of the industrial structure of countries through industry lock-in and path dependence effects.(2)The regionalization of technology monopoly value chains has a more negative impact on the industrial structure of the upgrading of high-tech than low-tech and medium-tech countries.(3)From an overall point of view,the regionalization of technology monopoly value chains mainly affects the upgrading of industrial structure through the downstream degree.The regionalization of technology monopoly value chains have a significant negative impact on the upgrading of the industrial structure of high-tech countries through the superimposition of upstream and downstream degrees;while the regionalization of technology monopoly value chains will affect low-tech and middle-tech countries through downstream degrees.Based on the above research conclusions,this paper provides policy implications for countries or regions on how to use Global Value Chain regionalization to promote industrial structure upgrading.Firstly,give full play to the domestic resource endowment and regional market scale advantages,and actively participate in and integrate into the regional production network of the Global Value Chain.Secondly,make rational use of geographical location advantages,and promote regional division of labor and industrial structure upgrading with the help of the industrial correlation effect and innovation-driven effect within the regionalized production network.Thirdly,grasp the law of international industrial transfer,comply with the development requirements of the regionalization of the Global Value Chain,and accelerate the improvement of the national technological innovation system.Last but not least,continue to make efforts in expanding regionalized multilateral trade and industrial cooperation in the regionalized governance system of the value chain,and promote high-quality economic development.
