Research On The Path Of Poverty Reduction With Chinese Characteristics

Since the founding of the Communist Party of China(CPC),the CPC has united and led the people of all ethnic groups across the country in a relentless struggle to overcome poverty and realize common prosperity.In the gradual process of boosting the development of anti-poverty,the CPC has made world-renowned achievements in poverty reduction,and has also gradually formed the path of poverty reduction with Chinese characteristics.Therefore,the exploration of the path of poverty reduction with Chinese characteristics has woven throughout a century of anti-poverty development led by the CPC.After the founding of the People’s Republic of China,the establishment of the socialist system laid a solid institutional foundation for all people to truly overcome poverty;after the reform and opening-up,China entered a new period of socialist modernization,during which various systems of poverty reduction were gradually formed and developed,the practice of poverty reduction was gradually advanced,the effectiveness of poverty reduction was gradually demonstrated,and thus the path of poverty reduction with Chinese characteristics gradually emerged in line with actual conditions in China;after the 18th CPC National Congress,the Party Central Committee,with Comrade Xi Jinping at the core,attached even greater importance to the issue of poverty,placed poverty alleviation at a strategic level in the governance of China,for which it had taken a series of extraordinary new initiatives to alleviate poverty and made a historic achievement with the goal of eliminating absolute poverty,which is a great achievement in the history of poverty reduction in China and a great miracle in the history of poverty reduction in the world,further enriching and expanding the theoretical connotation and practical effectiveness of the path of poverty reduction with Chinese characteristics.On this basis,the thesis studies the path of poverty reduction with Chinese characteristics,with a view to further exploring the theoretical and practical issues related to the path of poverty reduction with Chinese characteristics.The research uses the method of unification between logic and history,system analysis and multidisciplinary research methods to systematically explain and analyze the path of poverty reduction with Chinese characteristics,providing an overview of the path of poverty reduction with Chinese characteristics in terms of its concept,basic categories,background of formation and development and its historical process.Besides,the research also analyzes the theoretical resources of the path of poverty reduction with Chinese characteristics,and provides a detailed discussion of the practical path taken,the values embedded and the historical contributions created by the path of poverty reduction with Chinese characteristics in separate chapters.To be specific,there are six chapters in total.Chapter one is the introduction.As the logical starting point of the research,this chapter briefly introduces the research background,research significance,literature review,research design and research methods.In addition,the innovations and limitations of the research are pointed out.Chapter two provides a general overview of the path of poverty reduction with Chinese characteristics from four aspects.Firstly,the concepts of poverty,poverty reduction,the path of poverty reduction are explained respectively;secondly,the basic categories of the path of poverty reduction with Chinese characteristics,including the main contents,distinctive features and inspiration for the governance of relative poverty,are elaborated;thirdly,the historical backgrounds which cover both the domestic background and international background of the formation and development of the path of poverty reduction with Chinese characteristics are elucidated;fourthly,the historical process of the path of poverty reduction with Chinese characteristics is reviewed from the four stages of its practical development,namely the exploration stage,the formation stage,the improvement stage and the development stage.Chapter three introduces the theoretical resources of the path of poverty reduction with Chinese characteristics from four aspects.Firstly,the theories of classical Marxism,containing the Marx and Engels’ anti-poverty theory,the Marxist justice theory,the social security theory and the theory of the principal status of the people,are described;secondly,the theories of the sinicization of Marxism are illustrated in terms of the theory of the essence of socialism,the theory of sharing development concept,the theory of people’s livelihood protection and the theory of poverty governance;thirdly,theories embedded in traditional Chinese culture which include the thought of people’s livelihood,the thought of moderate prosperity,the thought of enriching the people and the thought of great harmony are involved;fourthly,the theories put forward by foreign scholars,covering the intergenerational transmission of poverty theory,vicious circle of poverty theory,empowerment theory and human capital theory,are elaborated.Chapter four reveals the practical path of poverty reduction with Chinese characteristics from six aspects,including the combination of party committee guidance and government leadership,the combination of reform,innovation and opening-up,the combination of social participation and the main body of the masses,the combination of development-oriented poverty alleviation and security-oriented poverty alleviation,the combination of general supporting policy and special supporting policy,and the combination of consolidating the achievements of poverty alleviation and fully revitalizing the countryside.Chapter five explains the value orientation embedded in the path of poverty reduction with Chinese characteristics from four aspects.Firstly,the protection of the basic rights of the poor are under discussion,such as the protection of their rights to survival,development and participation;secondly,the fundamental people-centred position is highlighted due to the poverty reduction for the people,the reliance on the people for poverty reduction,and the adherence to putting the people first;thirdly,the concept of common prosperity in sharing the fruits of development is illustrated by the concept of shared-by-all,the concept of comprehensive sharing,the concept of coconstruction and sharing and the concept of gradual sharing;fourthly,the goal of common prosperity is emphasized as the achievement of common prosperity is an essential requirement of socialism,an important goal of socialist modernization and a guarantee of the confidence of the socialist system.Chapter six elaborates on the historical contribution of the path of poverty reduction with Chinese characteristics from four aspects.Firstly,it describes the significant achievements of the path of poverty reduction with Chinese characteristics,containing the complete elimination of poverty among the rural poor,the dramatic changes in the overall appearance of formerly impoverished areas,a new mindset adopted by those who have been lifted out of poverty,and the improvement in the relationship between the Party and the people;secondly,the theoretical value of the path of poverty reduction with Chinese characteristics is reflected in promoting the innovative development of Marxist poverty reduction theory,further development of theories of poverty reduction with Chinese characteristics,and the enrichment and development of international anti-poverty theories;thirdly,the basic experience gained from the path of poverty reduction with Chinese characteristics is exemplified by the Party’s leadership to strengthen organizational guarantee,the mobilization of the whole society to unite forces,the main body of the masses to stimulate internal motivation,the precise strategies to improve the effectiveness of poverty reduction,greater investment to strengthen financial support,poverty alleviation and relief to create a social atmosphere,and strict requirements to finish tasks;fourthly,the world significance of the path of poverty reduction with Chinese characteristics is pointed out for promoting the historical development process of global poverty governance,building a brand new sample of the world poverty governance,and contributing Chinese wisdom to the cause of human anti-poverty.
