| In recent years,China’s open economy is facing many deep-seated problems and contradictions that need to be solved urgently.Especially under the condition of profound changes in the international and domestic environment,it is urgent to change the development mode of open economy.At present,China has entered the stage of high-quality development,no matter in the determination of development ideas,the construction of key projects,the formulation of economic policies and the implementation of macro-control,the theme is to promote high-quality development.Therefore,the key to changing the development mode of open economy is to develop high-quality open economy.By promoting quality change,efficiency change and power change,we can effectively deal with the challenges of external risks,so as to better connect the domestic market and the international market,improve the ability to allocate global resources,and achieve more balanced,full and all-round development.However,at present,the ways to promote the development of high-quality open economy are mainly focused on improving the institutional environment,expanding the opening up of the service industry,coordinating regional development,scientific and technological innovation,and expanding imports.There are few studies on industry promoting the development of high-quality open economy,and industry,as the foundation of economic development,is obviously one of the indispensable factors in the development of high-quality open economy.And under the action of industrial agglomeration mechanism,it is more helpful to produce new technology,new business type and new model through scale effect and knowledge spillover effect.Therefore,it can not only make up for the weaknesses of the industrial chain,enhance the modernization level of the industrial chain,ensure the integrity and safety of the domestic industrial chain supply chain,but also realize the doubling of the efficiency of different production factors.give better play to the role of industry in promoting the development of high-quality and open economy.So from the point of view of industrial agglomeration and industrial collaborative agglomeration,this paper empirically analyzes whether there are differences in the impact of different types of industrial agglomeration on high-quality open economy,whether industrial collaborative agglomeration has a synergistic effect of one plus one more than two on high-quality open economy,and whether different regional industrial agglomeration and industrial collaborative agglomeration have a heterogeneous impact on high-quality open economy.It has certain reference significance for guiding national and local governments to formulate policies for the development of high-quality open economy.Based on the consideration of the above problems,this paper makes a theoretical and empirical study on the impact of industrial agglomeration and industrial collaborative agglomeration on high-quality open economy.The main research methods and conclusions are as follows:(1)At the national level,most of China’s producer services have the characteristics of natural monopoly,such as low degree of marketization,more administrative intervention,low degree of opening to the outside world.And At present,the proportion of advanced manufacturing industry is low,and the demand for producer services is mainly low-end business,which makes the agglomeration scale and level of producer services low.As a result,the agglomeration of producer services has a negative impact on the high-quality open economy.However,the collaborative agglomeration of manufacturing and producer services has a positive impact on the high-quality open economy,and from the point of view of the regression coefficient,the promoting effect of collaborative agglomeration on high-quality open economy is significantly greater than that of industrial agglomeration alone on high-quality open economy.It shows that producer services can effectively reduce or avoid the loss of resources and productivity caused by spatial mismatch through coordinated agglomeration with manufacturing industry,stimulate the leading role of producer services in scientific and technological innovation,product innovation,management inno vation,market innovation and business model innovation.Realize the jump of the industrial chain in the joint development of manufacturing and producer services,and have a superimposed multiplier effect on the high-quality open economy.(2)At the national level,affected by the high leverage ratio of the resident sector and the imperfection of the income distribution system,the consumer demand of our residents is insufficient,which suppresses the further expansion of the scale of the consumer service industry.At the same time,the insufficient supply of high-quality products and services in China leads to the flow of a large number of middle and highend consumption overseas,which squeezes the domestic enterprises and brand market,which is not conducive to the adjustment and upgrading of the internal structure of the consumer service industry.As a result,China’s consumer service industry shows the characteristics of low-level quantitative scale expansion,and has a negative impact on the high-quality open economy.However,the cooperative agglomeration of manufacturing and consumer services has a positive impact on the high-quality open economy,and from the point of view of the regression coefficient,the promoting effect of collaborative agglomeration on high-quality open economy is significantly greater than that of industrial agglomeration alone on high-quality open economy.It shows that through the collaborative agglomeration of consumer service industry and manufacturing industry,it is helpful for enterprises to establish new production modes such as "demand customization+participation in manufacturing" and "product+service",and promote personalized customization and flexible production.increase product categories,improve product quality and create product brands.Thus,it not only effectively meets the differentiated consumer demand,further stimulates and releases the potential of domestic consumption,and removes the restriction on the development of consumer service industry due to insufficient demand and supply.moreover,in the linkage between manufacturing and consumer services,it helps to achieve the dynamic balance of demand-driven supply and supply-creating demand,and give full play to the role of consumer service industry agglomeration in promoting high-quality and open economy.(3)From the regional level,manufacturing agglomeration,producer services agglomeration and consumer services agglomeration in the eastern region all play a significant role in promoting the high-quality open economy.However,the cooperative agglomeration of manufacturing and producer services,manufacturing and consumer services has a significant negative impact on the high-quality open economy.On the one hand,it shows that with the continuous improvement of the opening level of the service industry in the eastern region,the professional level and high-end level of the service industry have been significantly improved in the fierce market competition.In addition,with the continuous improvement of the per capita disposable income in the eastern region.the consumption capacity and willingness are strong,and the demand for middle and high-end consumer goods is getting higher and higher,which effectively promotes the expansion of consumption scale and the upgrading of consumption structure.On the other hand,it shows that there are obvious differences in comparative advantage industries among the provinces and cities in the eastern region,in which Beijing,Shanghai and Hainan have constructed an economic development pattern dominated by the service industry.Jiangsu,Zhejiang and Guangdong have constructed an economic development pattern dominated by advanced manufacturing.Therefore,the level of industrial coordination and agglomeration is low,but from the perspective of the development level of high-quality open economy in the eastern region,this industrial layout model does not restrict the development of the eastern region.On the contrary,it makes the development level of high-quality open economy in the eastern region in the forefront of the country.So the eastern region is more suitable to develop high-quality open economy by promoting industrial agglomeration.(4)From the regional level,the agglomeration of producer services and consumer services in the central and northeast regions has no significant impact on the high-quality open economy,but the collaborative agglomeration of manufacturing and producer services,manufacturing and consumer services has a significant positive impact on the high-quality open economy.It shows that because the opening level of the service industry in the central and northeast regions is lower than that in the eastern region,its effective competition is insufficient,the level of specialization is not high,and the effective demand for producer services in the manufacturing industry is not high.restricts the further expansion of its agglomeration scale.In addition,the wage level in the central and northeast regions is relatively low,which suppresses the increase of consumer demand to a certain extent,making the agglomeration of consumer services smaller.However,from another point of view,although the agglomeration scale of producer services and consumer services is small,and the impact on highquality open economy is not significant,however,the level of collaborative agglomeration of producer services,consumer services and manufacturing is higher,which effectively plays a more significant role than single industry agglomeration through cooperative division of labor.Therefore,the central and northeast regions are more suitable to develop high-quality open economy by promoting industrial coordination and agglomeration.(5)From the regional level,the agglomeration of producer services in the western region has no significant impact on the high-quality open economy,while the agglomeration of consumer services has a negative impact on the high-quality open economy.The agglomeration of public services has a positive impact on the highquality open economy.The collaborative agglomeration of manufacturing and producer services and the collaborative agglomeration of manufacturing and consumer services all have a negative impact on the high-quality open economy,while the collaborative agglomeration of manufacturing and public services has a positive impact on the highquality open economy.It shows that for the western region with low level of industrial development,low level of urbanization and large income gap between urban and rural areas,the key to promoting the transformation and upgrading of manufacturing industry lies neither in the support of producer services nor in the coordination of consumer services.the key lies in the support of technology,talents and policies,and the agglomeration of public services can significantly enhance the attractiveness of talents.The western region is more suitable to develop a high-quality open economy by promoting manufacturing agglomeration,public service industry agglomeration and coordinated agglomeration of manufacturing and public service industries.Combined with the research conclusion of this paper,in order to speed up the development of high-quality open economy in China,the following countermeasures and suggestions are put forward:(1)At the national level,we should vigorously develop advanced manufacturing industries,expand the opening up of producer services,promote the upgrading and upgrading of consumer services,and build a relatively complete industrial chain.(2)From the regional level,innovation should be used to promote the transformation and upgrading of manufacturing industry in the eastern region,and new technologies,new business type and new models should be used to cultivate new momentum for the growth of producer services in the eastern region.Consumption upgrading needs to promote the quality development of consumer services in the eastern region,technological upgrading to create new manufacturing advantages in the central and northeast regions,and dual-core drive to promote the coordinated agglomeration of industries in the central and northeast regions.To make up for the shortcomings of development and promote the expansion and structural optimization of the manufacturing industry in the western region,in order to share and accelerate the equalization of public services in the western region. |
