| China’s western region is a special regional system,which is an important strategic repository for China’s strategic resources,an ecological and environmental security barrier and an "One belt and one road" strategic hinterland.It is also the most backward region in China’s economic development and the most vulnerable ecological environment.Promoting the green development of industries in the western region is an important task of the new round of Western development,and also an important grasp of achieving high-quality economic development in the western region.It is also the only way to resolve the contradiction between the economic and social development and the protection of resources and ecological environment in the western region.It is an epochal subject of great practical significance to study the greening of industry in the western region.This paper comprehensively applies theories of green development theory,industrial structure optimization theory,green efficiency theory,etc.,and comprehensively adopts normative analysis methods and empirical analysis to study the industrial greening of the western region.This paper follows the overall analysis and research framework of "status analysis – green evaluation – analysis of structural adjustment effects – analysis of efficiency-driven effects",this paper combs the evolution of industrial development of the western regions since the founding of the People’s Republic of China,and analyzes industrial growth,industrial structure,and energy consumption,etc.Based on the DPSIR model,the evaluation index system of industrial greening of the western region was constructed,and the level and characteristics of industrial greening of the western region from 2000 to 2016 were objectively evaluated.The three indicators of industrial greening indicators of "comprehensive index – state factor – energy consumption and pollutant emission index" are the dependent variables,and the industries accounting –Industrial Employment Adjustment Index and Industrial Value Added Adjustment Index are independent variable,and the system GMM estimation method is used for panel regression.The effect of industrial structure adjustment in the western region on industrial greening is empirically analyzed.Based on the assessment of agricultural non-point source pollution emissions,Industrial "Three Wastes" Emissions,service industry carbon dioxide and sulfur dioxide emissions,the unexpected outputs were included in the traditional productivity analysis framework,and the spuer-efficiency SBM model was used to assess green efficiency in the western region with unexpected outputs.The green efficiency of industry and service industry,as well as the traditional efficiency without considering undesired output,through the comparative analysis and the gray correlation analysis of green efficiency and industrial green index,analyze the development of agriculture,industry and service industry in the western region.The effect of efficiency on industrial greening.Combined with the analysis results of this paper,this paper also propose the general idea,structural adjustment path and efficiency improvement path and countermeasures of industrial green development based on the experience of industrial green development of developed regions.The main conclusions of this thesis are as follows:1.During the period of 2000-2016,the comprehensive level of industrial greening in the western provinces showed a trend of volatility.The overall score of the western region increased from-4.7693 in 2000 to 6.8190 in 2016.The gap of industrial greening level among provinces of the western region has shown an increasing trend.After 2007,the driving force for industrial greening in the western region will increase rapidly;after 2011,the pressure of industrial greening in the western region began to ease;the green production level in the western region shows an increasing trend;After 2006,the western region’s actions to promote industrial green development continued to increase.2.The increase of industrial proportion in the western region,the adjustment of industrial employment structure and the adjustment of industrial added value have a negative impact on industrial greening.The industrial development in the western region is non-green,and the increase in the proportion of the tertiary industry had helped to improve the industrial greening index.The increase of the proportion of industry in the western region and the adjustment of industrial added value has a negative impact on the "state" factor.The impact of the industrial employment adjustment index is not significant.The internal adjustment of the industrial structure in the western region is non-green,failing to achieve the green development of industrial development.The increase of the proportion of industry,the increase of the proportion of the tertiary industry,the adjustment of industrial employment structure and the adjustment of industrial added value are all conducive to reducing the energy consumption per gdp in the western region.The increase of the proportion of industry in the western region,the adjustment of industrial employment structure and the adjustment of industrial added value have significantly increased the discharge of wastewater per industrial added value,while the increase of the proportion of the tertiary industry has helped to reduce the discharge of wastewater per unit of industrial added value.The increase of the proportion of industry in the western region,the adjustment of industrial employment structure and the adjustment of industrial added value have significantly increased the emission of pollutants per unit of industrial added value,while the increase in the proportion of the tertiary industry has helped to reduce the emission of pollutants per unit of industrial added value.The increase of the proportion of industry in the western region has significantly increased the amount of solid waste generated by industrial added value.The change of the proportion of the tertiary industry,the industrial employment adjustment index and the industrial added value adjustment index have no significant impact on the amount of industrial solid value added solid waste.3.During the period of 2000-2016,the agricultural green efficiency in the western region was less than 1,the agricultural green efficiency was lower than the traditional agricultural efficiency,and the agricultural growth in the western region was generally non-green,and the growth rate of agricultural non-point source pollution was higher than that of agricultural production.During the period of 2000-2016,the industrial green efficiency of the western region was lower than 1,and it showed a downward trend.The industrial green efficiency in the western region was lower than the industrial traditional efficiency,and the gap first expanded and then narrowed.The industrial growth in the western region is non-green.During the period of 2000-2016,the green efficiency of the service industry in the western region was also less than 1.The gap between the green efficiency of the service industry and the traditional efficiency of the service industry was large,but there was a trend of gradual reduction.The productivity of the service industry in the western region was not green.The green efficiency and industrial greening level of the western regions have a high degree of gray correlation,most of which are above 0.6.The green efficiency of major industries in the western region has a greater impact on industrial greening.Compared with the existing literatures,this study has the following characteristics or innovations:1.Further expand and enrich the concept and connotation of industry greening.Closely following the essence and connotation of green development and industrial upgrading,the theoretical analysis framework of industrial greening is constructed.It is proposed that the core of green industry lies in "greening" of industrial structure and "greening" industry efficiency.The greening of industry is defined as "green transformation of industrial system through technological innovation and upgrading,and the content of industrial structure is adjusted to actively develop new green industries and promote green industrial structure and production.Efficient utilization of resources and reduction of environmental pollution." It is pointed out that the four major characteristics of industrial greening are product greening,structure greening,technology greening and efficiency greening.The four driving forces of promoting green industry are market demand pulling force,resource and environment binding force,technological innovation driving force and government environmental regulation force.2.We constructed an industrial greenization indicator system that can better reflect the green development connotation and the nature of industrial upgrading.Based on the connotation of green development and industrial upgrading,this paper constructs an indicator system for industrial greening in the western region based on the DPSIR model.Different from the index system construction method that mainly considers the green production mode of the industry,the comprehensive index of industrial greenization constructed in this paper can comprehensively reflect the level of greening of the industry,the "drive","pressure","state","impact" and "response" under the industrial green comprehensive index can respectively reflect the "driving force" of industrial green development,the "pressure" of industrial green development,tthe "influence" of industrial green production status,industrial green development and "action intensity" of industrial green development.We provide a useful industrial green evaluation index system for regional industrial green evaluation.In this paper,the construction of the industrial greening index system also expanded and enriched the connotation of industrial greening.3.Based on the two core elements of "industrial structure"and "industrial green efficiency",this paper constructs an empirical analysis framework of industrial greening with structure and efficiency as its dual core.On the basis of clarifying the inherent logical connection between industrial structure adjustment,green efficiency and industrial green development,this paper constructs the structural and efficiency analysis paradigm of industrial green development,and empirically analyzes the "green effect" of industrial structure adjustment and the "efficiency-driven effect" of green development.With the goal of greening the industry of the western region,we put forward the general idea of "structure adjusting and efficiency improving" to promote greening,and propose path and mechanism for structural adjustment and efficiency improvement for the development of industrial greening of the western region. |
