The holistic approach to national security,as an important part of Xi Jinping’s thought on socialism with Chinese characteristics for the new era,contains national security values,work ideas and mechanism paths with Chinese characteristics,and is a scientific theory that guides national security work.Under the guidance of the holistic approach to national security,emergency management of natural disasters,accidents and calamities,public health incidents,social security incidents and other types of major emergencies has become an important part of national security work.Today’s world is in a situation of great change that has not been seen in a hundred years,and the use of a new generation of digital technology and integrated innovation is also telling us that we are in the era of human-machine synergy,cross-border fusion,and co-creative digital intelligence.The frequent occurrence of major emergencies makes the development of the times more and more uncertain and challenging.The characteristics of major emergencies,in comparison to general emergencies,encompass a wide and extensive impact,severity and complexity of harm,as well as unpredictability and uncertainty.Emergency management needs to innovate management methods and technical means in the process of constantly adapting to new situations and challenges,and fully demonstrate the unique advantages of digital and intelligent governance.That is,through the use of advanced digital intelligence technology to explore the potential value of data,analyze the information flow pattern,to provide support for the development of digital,intelligent and wisdom of emergency management,so as to accelerate the comprehensive construction of the emergency management system in the new era.In the era of digital intelligence,information dissemination breaks the boundaries of time and space,breaks through the fusion of virtual and real,and the characteristics of immediacy and sharing become more and more significant.The public can more conveniently access event information and understand its development in real time.However,due to the fragmentation of event information and related knowledge,it is difficult for the public to perceive the whole picture of the event.However,as a key force in responding to major emergencies,the public’s knowledge of the event directly affects the timeliness and effectiveness of emergency management.Moreover,the positive interaction between online public opinion and governmental public decision-making is also related to the stability and resilience of the society,and the public is expected to perceive and understand the development of the event rationally,so as to avoid decision-making mistakes due to the lack of knowledge about the event.Therefore,this study is committed to taking the massive data generated by major emergencies as the basis,and through the innovative integration and application of digital intelligence technology,assisting the public to obtain key intelligence that can guide individual behavioral decisions within a short period of time,thus enhancing their scientific knowledge of the event and their cooperation,promoting the scientific nature of group decision-making,and collaboratively solving complex problems to improve the overall emergency response capability of the society.This research integrates multidisciplinary ideas from intelligence,management,computer science,cognitive psychology and other disciplines to define the related concepts of major emergencies,public cognition,and intelligent intelligence services.Based on sorting out and summarizing the current research status of domestic and international scholars on the three themes of public cognition,intelligence needs,and intelligence services in the context of major emergencies.Incorporating the theories of cyber-physical-social ternary world theory,cognitive theory,sense-making theory,comprehensive information emotional theory,representation theory,information synergy theory,and super-network theory,technical models such as SKEP model,BERT model,Bi GRU model,CRF model,Text CNN model,ELECTRA model,LLM model,and GAT model,as well as literature research,natural language processing,domain analysis,case analysis and other research methods,to carry out the research on smart intelligence service oriented to the problem of constructing public perception of major emergencies.Specifically,this study involves five main parts: chapter 3,chapter 4,chapter 5,chapter 6,and chapter 7.The specific contents are as follows:(1)A framework for smart intelligence services oriented to public perception of major emergencies is systematized.Chapter 3 is the general chapter of Chapter 4,Chapter 5,Chapter 6 and Chapter 7.Based on cognitive theory,sense-making theory,comprehensive information emotional theory,cyber-physical-social ternary world theory,representation theory,etc.,it integrates the external situation of major emergencies and the internal psychological process of the public,and then it organizes the logic of public cognition construction,and explains the compatibility between public perception and the smart intelligence service in the situation of major emergencies.It then proposes a specific framework logic for enhancing public awareness through the means of smart intelligence services,providing theoretical support and practical guidance for the subsequent chapters.(2)Intelligence needs preferences oriented to public perception of major emergencies are analyzed.The premise of smart intelligence service is to explore the intelligence needs of intelligence users.Chapter 4 is based on the data of the major natural disaster event “7-20” in Zhengzhou,Henan Province,the TF-IDF algorithm,LDA model and UIE model are comprehensively utilized to analyze the current status of the public’s intelligence needs from the three aspects of the subject of the needs,the topic of the needs,and the characteristics of the needs,which takes into account the subjective nature of the public’s perception of the event and the objectivity of the automated data processing.The conclusion part summarizes the specific requirements of the public for intelligence content through the perception of intelligence needs,provides theoretical guidance for the design of smart intelligence service system architecture,and empowers the realization of smart intelligence service in order to accurately meet the public’s needs.(3)A smart intelligence service system oriented to public perception of major emergencies has been constructed.Based on the concept of distributed cognition,information synergy and super-network theory,chapter 5 takes data fusion-driven,information synergy network,and knowledge organization-driven as the basis of construction,and designs the service modules of information synergy,need identification,sentiment analysis,intelligence generation,and intelligence recommendation with independent functions,as well as the functions of early warning monitoring of public sentiment evolution,inference presentation of public intelligence needs,intelligent generation of event-critical intelligence,and intelligent recommendation of event-critical intelligence,which lays the basis for the effective realization of the subsequent intelligent intelligence services.(4)A study on the realization of smart intelligence services for public awareness of major emergencies was launched.Chapter 6 takes the major natural disaster event of "7-20" heavy rainstorm in Zhengzhou,Henan Province as a case study,and calls and builds technical models such as SKEP model,BERT model,Bi GRU model,CRF model,Text CNN model,ELECTRA model,LLM model,GAT model,etc.,to construct a knowledge graph for the contextual data of this particular event.We have realized the functions of public sentiment analysis,intelligence demand inference presentation,intelligence intelligent Q&A generation and intelligence recommendation in Henan rainstorm event.And with the specific example of "self-help measures" to link the whole service process,to discuss and analyze.This realization process reflects the feasibility and applicability of the smart intelligence service system,which can provide support for public intelligence decision-making and promote the implementation of the concept of human-centered artificial intelligence in the emergency management of major emergencies.(5)A safeguard strategy for smart intelligence services oriented to public perception of major emergencies is formulated.Chapter 7 proposes that it is crucial to establish and improve the corresponding safeguard mechanisms and optimization strategies to further ensure the safe and efficient operation of the smart intelligence service,the enhancement of the quality of the intelligence service,and the strengthening of the emergency response capability.Smart intelligence service guarantee mechanism consists of intelligent technology construction mechanism,multiple subjects cooperation mechanism,data security and privacy protection mechanism,intelligence service evaluation mechanism.The optimization strategy of smart intelligence service includes the establishment of a sound legal and regulatory protection system,the construction of an artificial intelligence security governance system,the improvement of the intelligence talent team construction system,and the improvement of the feedback system of smart intelligence service in these four aspects.On the theoretical level,this research reveals the high degree of compatibility between public perception and smart intelligence service,reflects the key role of intelligence in emergency response to major emergencies,provides a new perspective for the orderly development of emergency management,and also enriches the theoretical system of major emergencies.On the practical level,this research takes the Henan rainstorm event as an example,based on the call and construction of multivariate deep learning model,realizes the landing practice of intelligence service,promotes the implementation of the idea of supporting emergency response with group wisdom,promotes the intelligent and intelligent development of emergency management,and contributes to the actual realization of the AI development concept of "human-centered artificial intelligence".The concept of "human-centered artificial intelligence" AI development has also contributed to the practical realization of the concept.In the future,we will deepen and improve the theoretical framework and empirical research.
