Research On Risk Management Of Urban Marathon Events In China

In recent years,marathon events have developed rapidly,and marathons have been organized everywhere.As the main content and form of marathon,city marathon has become an important business card for urban development,as its role in expanding domestic demand,stimulating economic growth,and publicizing and promoting the city has become more and more prominent.However,while the number and scale of marathon events are growing rapidly,the difficulty of event organization and management is gradually increasing,and risky events are occurring frequently.From foreign experience,risk prevention and control has always been an important part of marathon organization and management,especially since the Boston Marathon bombing in the United States in 2013,the risk prevention and control of urban marathon races have been paid more and more attention to,and the security risk has become the focus of attention of the marathon races.From the domestic development point of view,the cancellation of the marathon event approval system,making a number of lower-qualified enterprises to enter the industry,coupled with the same event operating unit within a short period of time the phenomenon of intensively run the race gradually increased,resulting in the organization of the event unprofessional,lack of comprehensive security capabilities and other issues are more and more prominent,resulting in a great risk of hidden dangers.At present,the risk of urban marathon races has aroused widespread concern among government departments and the public,and the risk management of marathon races has become an important part of national safety production.Therefore,how to improve the risk management level of marathon,avoid potential risks as much as possible in the process of organizing the event,and ensure the smooth running of the event has become an important research topic,which is not only crucial to the promotion of the healthy and long-term development of the marathon,but also a practical need to promote the in-depth development of the national fitness and the transformation and upgrading of the city.Based on this,this paper adopts literature method,survey method,hierarchical analysis method and case study method to study the risk management of urban marathon events in China.Firstly,it elaborates the policy evolution and basic features of risk management of China’s urban marathon;secondly,it analyzes the risk formation mechanism and risk management process of China’s urban marathon;then,it compiles a list of risk factors of China’s urban marathon through risk identification;thirdly,it determines the risk evaluation index system of the urban marathon and its weights through risk evaluation and makes risk evaluation of the specific case of 2023 Wuhan Marathon;finally,it analyzes the risk response to marathon in the analysis of risk response.Finally,based on analyzing the general strategy and selection basis of marathon risk response,the specific enhancement countermeasures for risk management of China’s urban marathon are proposed.The findings of this paper mainly include the following five aspects:1.The policy evolution of risk management of China’s urban marathon mainly includes three stages: initial exploration,gradual development and accelerated improvement;the basic characteristics of risk management include four points: in terms of risk management awareness,passive problem improvement is the main focus,and active prevention is not strong;in terms of risk management main body,governmental organization and management is the main focus,and the degree of social participation is not high;in terms of risk management content,safety risk prevention is the main focus,and other risk prevention is insufficient;in terms of risk management process,risk response during the race is the main focus,and insufficient attention is paid before and after the race.In terms of risk management content,safety paid before and after the competition.2.Factors affecting the formation of risk in China’s urban marathon mainly include internal factors such as low management level of the operating unit,insufficient supervision of government departments,and poor preventive awareness of participants,as well as external factors such as the social environment and the natural environment.3.The risk evaluation index system of China’s urban marathon includes three first-grade indicators such as the risk of the pre-race preparation stage and the risk of the race operation stage,twelve second-grade indicators such as the risk of plan development and the risk of manpower preparation,and thirty-two third-grade indicators such as the risk of race process development and the risk of implementation plan development;the weight coefficients of the first-grade indicators are,in descending order,the risk of the race operation stage,the risk of the pre-race preparation stage,and the risk of the race finishing stage.The risk in the running stage and the risk in the preparation stage are crucial to the risk management of the whole city marathon event.4.The preparatory environment risk and plan-making risk in the pre-race preparation stage of the 2023 Wuhan Marathon are relatively high,the personnel safety risk,personnel management risk and material logistics risk in the mid-race operation stage need to be emphasized,and the human and material evacuation risk needs to be paid attention to in the post-run-off stage.5.The organizing committee of the race needs to choose general risk response strategies such as risk avoidance,risk transfer,risk control and risk assumption based on the importance of risk,adjust-ability of operation process,maturity of operation environment and acceptability of stakeholders;the enhancement strategies for risk management of urban marathon races in China include improving risk management awareness,expanding risk management subjects,improving risk management mechanism and strengthening risk management guarantee.
