Under the GDP assessment and promotion mechanism,all localities tend to formulate higher economic growth targets to release capability signals to superiors.The“competition of scales” among regions results in the setting of growth goals that are generally too high,which in turn imposes constraints on economic development,especially when the promised targets cannot be achieved according to the normal market development laws,radical economic development methods and short-term goals will appear.In the critical period of negative growth of the economically active population,optimizing the regional allocation of talents and releasing the potential of talents has become the key to maintaining the sustainable growth of our country’s economy.In the stage of high-quality development,all regions have changed their development goals from GDP growth to innovative growth.So,what impact will short-term economic growth target constraints and long-term innovation-driven development have on the regional allocation of talents? Can innovation drive reverse the imbalance of regional talent allocation? Based on this,research is conducted on the regional allocation of talents under the constraints of economic growth goals in different development stages,in order to excavate the root cause of the imbalance of regional allocation of talents,and to gather new ideas for improving the regional allocation of talents and promoting high-quality regional development in the new era.Based on the data of 30 provinces and cities in our country from 2003 to 2019 and the 258 cities included,through literature review,qualitative and quantitative comparative analysis,empirical analysis and other methods,the cause and effect of the regional allocation of talents are excavated.The main conclusions of this paper are as follows:(1)During the inspection period,the gap in talent scale between provinces and cities gradually widened,high-level talents and scientific research talents gathered in developed areas,and low-level talents gathered in backward areas;provincial capital cities in each province had the highest scientific research talents,and the gap between the scientific research talents and the non-provincial capital cities is gradually widening.During the investigation period,the regional allocation of high-level talents showed a trend of spreading from the central and western regions to the east,and the regional allocation of low-level talents showed a trend of spreading from the eastern region to the central and western regions;whether it is at the provincial or municipal level,the spatial allocation of scientific research talents shows a trend of evolution from the central and western regions to the eastern region.(2)Research on the effect of growth target constraints on talent regional allocation,and find that growth target constraints have an inhibitory effect on talent regional allocation.The mechanism test found that growth target constraints inhibited the improvement of the regional allocation of talents by hindering the improvement of marketization level and aggravating the urban environmental pollution.Heterogeneity analysis found that the inhibitory effect of the growth target on talent regional allocation weakened with the decrease of target constraint intensity.(3)Discuss the role of innovation drive on talent regional allocation,and find that innovation drive can effectively improve talent regional allocation.The mechanism inspection found that innovation-driven promotes the improvement of talent regional allocation level by promoting industrial agglomeration and talent flow.Heterogeneity analysis found that the higher the degree of innovation drive,the stronger the marginal effect on the regional allocation of talents;the study also found that the effect of innovation drive on the regional allocation of talents has a nonlinear effect due to the influence of industrial agglomeration and talent flow.(4)The short-term economic growth target constraints,long-term innovation drive and talent regional allocation are incorporated into a unified framework,and it is found that the introduction of innovation driving can reverse the disadvantage of growth target constraints on talent regional allocation.Heterogeneity analysis found that the interaction between growth target constraints and innovation-driven interaction on growth target constraints and the talent regional allocation effects was more pronounced in provincial capital cities.The study also found that there is a single threshold effect on the effect of growth target constraints on the regional allocation of talents,which is affected by the level of innovation driving.(5)The expansion analysis found that innovation-driven is conducive to breaking the situation of people going to high places,and the regional allocation of talents can effectively promote high-quality economic development.In addition,the regional allocation of talents has a threshold effect on the effect of high-quality economic development due to innovation-driven and growth target constraints.(6)Finally,relevant suggestions are put forward according to the research conclusions,in order to speed up the transformation of our country from quantitative demographic dividend to qualitative demographic dividend,and provide reference for the realization of high-quality development.
