Provincial undergraduate universities assume the important function of applied knowledge production and are the important driving force of regional economic and social development,while disciplines are the important carriers for universities to realize their functions.The foundation of discipline construction in provincial undergraduate universities is generally weak,and the administrative subject plays a dominant role in discipline governance.The discipline development and knowledge production cannot meet the needs of talent training and serving the society well,nor can they adapt to the change of knowledge production mode under the impact of the new scientific and technological revolution.Under the background of national "double first-class" construction,provinces and regions have also set up provincial "double first-class" construction projects,and practically attract a number of provincial undergraduate universities to participate in it.How to accelerate the discipline reform and development is an urgent problem facing provincial undergraduate universities.From the perspective of pedagogy,the existing research mainly analyzes the elements of discipline construction,and then discusses the discipline construction in universities.There are fruitful research results in this aspect.Some scholars began to pay attention to the discipline governance from the perspective of power allocation,holding that the administrative subject has too much power in the discipline governance and the power of other subjects is weakened,and put forward that under the new knowledge production mode,the discipline governance of universities should be participated by multiple subjects and governed by consultation.However,there is still a lack of in-depth,solid and practical research results on how to divide the multiple powers and establish the corresponding subjects.On the basis of the existing research results,this research is carried out along the idea of "allocation purpose,allocation basis,how to allocate,allocation results,causes of problems and optimization of allocation ".The first is to explain "allocation purpose and allocation basis".Power allocation is always carried out for a certain purpose and under the guidance of certain values.The process of power allocation is also the process of making value judgment.Therefore,the allocation of discipline governance power in provincial universities must obey its ultimate purpose and follow a certain value system.Knowledge production is the ultimate goal and the highest value criterion of discipline governance power allocation in provincial universities.At the same time,according to the attribute of discipline governance power,the allocation value of discipline governance power is divided into three value dimensions: academic value,social value and managerial value.Academic value can be divided into innovation value and freedom value,social value can be divided into application value and public value,managerial value can be divided into efficiency value and rule of law value.Thus,a multi-dimensional and multi-level value system with knowledge production as the core is formed,which is named "value ring model".Based on the "value ring model",this paper establishes the necessary value order which should be followed in the allocation of discipline governance power in provincial undergraduate universities.The second is to analyze "how to allocate".The combination of the theory of decentralization and checks and balances and the theory of knowledge production mode provides a suitable theoretical basis for the decomposition of discipline governance power in provincial undergraduate universities.The combination of the theory of knowledge production mode and the value ring model provides the basis for the recognition of subjects of discipline governance power.The theory of network governance provides support for the design of coordination and interaction mechanism among discipline governance power(subjects).On the basis of the above decomposition of discipline governance power,establishment of corresponding power subjects and construction of coordination and interaction between relationship among them,the framework of discipline governance power allocation in provincial undergraduate universities is finally formed,which is called the "five-power division framework" in this study."five-power division framework" follows the principle of decentralization and balance of "power is restricted by power" and the idea of multi-subject coordination and mutual promotion to participate in knowledge production under the new mode of knowledge production,including discipline guidance power,decision-making power,execution power,participation power and evaluation power."five-power division framework" breaks the single "vertical-horizontal" analysis paradigm of power allocation in the past,and constructs a network power allocation paradigm that includes the internal,external and upper and lower power in universities.The follow-up investigation will focus on the "five-power division framework" to explore the problems existing in the specific power allocation.The third is to survey "allocation results ".According to the "five-power division framework",this paper investigates the current situation of the allocation of discipline governance power in provincial undergraduate universities.The investigation is divided into two parts: policy sorting and case study.In the policy combing part,this paper combs and analyzes policies,regulations and other normative documents concerning the allocation of discipline governance power in China.This paper summarizes the basic characteristics of the allocation of discipline governance power in provincial undergraduate universities from the vertical and horizontal dimensions,that is,the vertical aspect is mainly reflected in the decentralization and gradual centralization of power,and the horizontal aspect is reflected in the deviation of formal decentralization and substantive decentralization.In the part of case study,in-depth interview,literature and observation are used to obtain data.Through field investigation,it is found that the main problems in the allocation of discipline governance power of provincial undergraduate universities are as follows: In the allocation of discipline guidance power,the government’s direct management function is excessively strengthened;In the allocation of decision-making power,the decision-making space of academic subject is squeezed in multiple directions.;In the allocation of discipline execution power,The coordination and service of discipline management departments need to be strengthened;In the allocation of discipline participation power,the industry subjects and teachers and students are weak;In the allocation of discipline evaluation power,the professionalism and independence of the evaluation organization is lacking.Through the analysis of these problems,this study concludes that there is a systematic imbalance in the allocation of discipline governance rpower in provincial undergraduate universities.Without a meaningful improvement in this imbalance,it will be difficult to achieve the decentralization reforms we are pursuing,and ultimately the promotion of knowledge production and the development of innovative talents.The last is to solve "causes of the problems and optimization of allocation".Combined with field investigation and existing literature analysis,this study explores the causes from five aspects: value,management system,interdepartmental coordination mechanism,discipline participation mechanism and evaluation system.According to this analysis dimension,this study puts forward the strategy thinking of optimizing the allocation of discipline governance power in provincial undergraduate universities.The first is to reshape the allocation value of discipline governance power,including adjusting the conflict of value,strengthening the awareness of rule and power and responsibility,and improving the multi-dimensional discipline governance literacy of the subject;The second is to deepen the reform of the discipline management system,including the reform of streamlining administration and delegating power to lower levels and innovating the mode of resource allocation.The third is to improve the coordination mechanism among discipline departments,including reconstructing the coordination mechanism between decision-making and execution bodies,and straightening out the coordination mechanism among discipline execution departments;The fourth is to improve the discipline participation mechanism,including exploring the discipline participation mechanism of industrial subjects and smooth the discipline participation channels for teachers and students;The fifth is to improve the discipline evaluation system,including reviewing the limits of discipline evaluation and setting the discipline evaluation standards by category.
