| This study focuses on the evolution and practice of the functions of Chinese trade unions,aiming to explore in depth the responsibilities and functions of Chinese trade unions in the development of China’s economy,politics,society,and culture.Firstly,this article studies the theoretical basis for the development of trade union functions in China.The trade union ideas of Marxist classic writers and the Chinese style Marxist trade union theory are the theoretical foundations for the establishment of trade union functions in China.Then,by studying and sorting out the development process of the functions of Chinese trade unions,we summarize and analyze the development and evolution paths of the functions of Chinese trade unions in four historical periods: the period of the New Democratic Revolution,the period of socialist revolution and construction,the new period of reform and opening up and socialist modernization construction,and the new era of socialism with Chinese characteristics.During the period of the New Democratic Revolution,the task of Chinese trade unions was to carry out revolutionary struggles around national liberation and national independence.Their main functions included educating and guiding workers,safeguarding their rights and interests,and organizing worker movements;During the socialist revolution and construction period,the central task of Chinese trade unions was to develop production,and their main functions included participating in national economic construction,uniting and educating workers,safeguarding the interests of workers,and maintaining social stability;In the new era of reform and socialist modernization,the basic responsibility of Chinese trade unions is to provide rights protection services,including maintenance,construction,participation,and education functions;In the new era of socialism with Chinese characteristics,the main functions of Chinese trade unions are still maintenance,construction,participation,and education,but the connotations and practical methods of each function have been expanded.On this basis,this paper summarizes the basic experience of the development of the functions of trade unions in China,that is,the leadership of the CPC has ensured the correct direction of the development of trade unions’ functions,the workers and staff are the relying force for trade unions to play their functions,serving the overall situation of the Party and the country is the central task of trade unions,safeguarding the legitimate rights and interests of workers is the essential requirement of trade unions’ functions,and the continuous promotion of reform and innovation is the source of power for trade unions’ development.Based on the research on the development and evolution of the functions of Chinese trade unions,this article comprehensively sorts out the practical approaches to the functions of Chinese trade unions.Combining with the actual work of trade unions,it deeply and meticulously explores the practical mechanisms,institutional carriers,and methods of trade union maintenance functions,construction functions,participation functions,and education functions.After sorting out and analyzing the development and practical path of the functions of Chinese trade unions,this article studies the internal mechanism and influencing factors of the "four in one" functional system of Chinese trade unions.The functional system of Chinese trade unions consists of maintenance function,construction function,participation function,and education function,each of which complements and promotes each other,forming a highly unified organic whole.Among them,maintenance function is the basic function,and other functions are extensions of maintenance function.The factors that affect the development of trade union functions in China include: nature and role determine the positioning of trade union functions,political status affects the effectiveness of trade union functions,historical background determines the direction of trade union functions,and legal rights determine the content of trade union functions.Since entering the new era of socialism with Chinese characteristics,major social contradictions have changed.With the prosperity of the Internet economy,new forms of employment have developed rapidly,which has impacted the traditional employment model and labor relations.The situation of the workforce has constantly changed,bringing new opportunities and challenges for trade unions to perform their duties and play their roles.In response to these challenges,this article proposes solutions from the aspects of innovative rights protection methods,promoting skill enhancement,improving institutional carriers,and facilitating communication channels.In order to fulfill their maintenance functions well,trade unions need to innovate their rights protection strategies and means,update and improve laws and regulations for new employment forms,clarify new forms of labor relations,strengthen vocational training for new employment forms,formulate working conditions and environmental standards,improve rights protection mechanisms,strengthen research and data collection,etc;In order to fulfill its construction function well,trade unions should accelerate the construction of a skills development system for employees,optimize the labor and skills competition system,and do a good job in providing service guarantee for the skilled talent team,in order to provide skilled talent support for the country’s industrial transformation and upgrading and high-quality development;In order to fulfill its participation function well,trade unions should actively build organizational platforms,broaden the channels for employees to participate in democratic management of enterprises,including innovating grassroots trade union formation methods based on the characteristics of new business formats,providing differentiated services to improve the attractiveness of trade unions,accelerating the democratic construction of new market entities,and promoting democratic management of enterprises;In order to fulfill its educational function well,trade unions should innovate measures for ideological education of employees,facilitate communication channels between trade unions and employees,develop personalized education plans,build a platform for employee growth,and build a trade union education brand.Overall,this study has important theoretical and practical significance for understanding the development and practice of the functions of Chinese trade unions.I hope that through this study,some useful thoughts and suggestions can be provided for the development of Chinese trade unions. |
