The Chinese unionis a corporation led by the Party Committee, which aims to maintain the legitimate rights and interests of workers,highlight the master position of the working class. Meantime, the union shall carry out groups’work based on the communist party’s central task, becoming a bridge and link between the party and the masses. The grass-roots trade union organizations that act as an important part of the trade union organization system, as well as fulfill the function of the trade union organization before the others’, not only face and deal with labor disputes, also need to explore a suitable way for China’s national economic and social development in the process of problem-solving. For the socialist marketing economy, diverse kinds of enterprises become the main body of production and management. Labor relationship as a form of relationship shall be emphasized most. The scientific dealing with labor management relations, for the stability of the social order and the harmonious social relations is very crucial, Grass-roots trade union organizations because of its most close to the workers, also as the subject of dealing with labor relations and labor dispute. The work of Grass roots trade union in a certain extent determines whether the union can truly represent the workers, and seek interests and welfare for workers. To effectively safeguard rights, the key is to establish a rational system of grass- trade union work, also strict implementation of the system.Therefore,this paper selects a company named YingKou Forging Company, which is founded in 1949and located in the northeast old industrial base, and select the companies’famous grass-roots trade union as the unit of analysis, trade union work system asthe research object, Through field and literature research, by the historical longitudinal perspective, make a detailed description of different country-governed period, including the planned economy period, the restructuring of state-owned enterprises period, the market economy period, the specific institutional arrangement of grass-roots trade union organizations of enterprises, especially the operation mechanism and the way the core functions play, trying to findthe core factor that influence and trade union work system, also the dynamic mechanism in which institutional arrangement of the grass-roots trade unions work changes. In order to provide valuable suggestions for the grass-roots trade unions to carry out work under social management background.The first part, an introduction, mainly introduces the background of the thesis and the related literature review, research significance, research ideas and research methods; second part, briefly introduces the research site, namely the present situation and development process of Forging Company and the evolution of the Forging Company Union; third part, describes the arrangement of related system of trade unions during plan economy period, fromthe trade unions’operation mechanism, construction of the trade union team, the way the function play, of three aspects are discussed in detail; the fourth part, also from the above three aspects on system construction of the enterprise’s trade union in the restructuring period of the enterprise; the fifth part introducesthe construction of the enterprise trade union’s system during private joint-stock company; The sixth part is the conclusion; mainly discuss the mechanism and dynamic factors of enterprise grass-roots trade union system transition.
