Research On The Cultivation Of Rule Of Law Literacy For University/college Students In The New Era

The rule of law literacy is one of the most basic ideological and political qualities for university/college students.Cultivating and improving the rule of law literacy for university/college students is not only a practical need to help them grow into talents and move towards the society,but also a basic project to comprehensively promote the rule of law and realize the modernization of national governance.At the same time,it is also an important theoretical and practical problem that universities/colleges must pay attention to in implementing the fundamental task of fostering virtue through education.The report of the 20 th National Congress of the Communist Party of China(CPC)pointed out: "We will encourage all our people to truly revere,readily observe,and firmly defend socialist rule of law." Only when university/college students have a correct understanding of the socialist rule of law can they respect it emotionally,believe in it in their heart,adhere to it in their will,and defend and abide by the law in their behavior.The rule of law literacy for university/college students in the new era is a quality and ability system composed of such elements as legal cognition,legal emotion,legal will,legal belief and legal behavior.The rule of law literacy for university/college students should be cultivated through certain conditions,environment,education,platform resources,etc.,with theoretical,formative,systematic,practical characteristics.In different periods of revolution,construction,reform and socialism with Chinese characteristics entering a new era,the CPC has taken different approaches to cultivate the rule of law literacy for university/college students,which not only highlights the new requirements of the era for talent cultivation due to the situation,but also provides practical values to the cultivation of the rule of law literacy for university/college students in the new era.It is found that the cultivation of the rule of law literacy for university/college students has achieved remarkable results through the empirical investigation.For example,the educational philosophy for the rule of law literacy is gradually shifted from the knowledge level into the concept and spirit of the rule of law.The importance of legal education in ideological and political courses for university/college students comes to prominent,and its effectiveness is further enhanced.Under the guidance of the government,society,schools and families jointly participate in the cultivation of the rule of law literacy for university/college students.The overall level of university/college students’ rule of law literacy is improving,and the cultivation contents and methods also show new changes and new characteristics.However,there are still some problems in the process of cultivating the rule of law literacy for university/college students in the new era,including the individual subject consciousness and endogenous motivation of some university/college students is fall short of,the legal emotion is weak,the legal will is not firm,and the knowledge and action are disconnected;Family participation in the cultivation of the rule of law literacy for university/college students is insufficient,such as improper educational methods and insufficient educational atmosphere.In high school,the problems are insufficient supply of legal education and single cultivation mode.While in the society,the legal climate is not strong enough.To improve the cultivation efficiency of the rule of law literacy for university/college students in the new era,individuals,families,schools and society need to form a joint force and create a "Four-in-One" collaborative cultivation mode.Firstly,it is necessary for individuals to stimulate the subjectivity of self-cultivation and improve the initiative,enthusiasm and autonomy of self-cultivation by actively participating in the practice of rule of law,correcting the learning motivation and strengthening self-learning.Secondly,it is necessary for the family to change the educational concept and mode,optimize the family growth environment and enhance the relationship between home and school to strengthen the efficiency of cultivating the rule of law literacy for university/college students.Thirdly,colleges and universities should actively promote the coordination between ideological and political courses and professional courses,political workers and professional teachers,school learning and lifelong learning,explicit education and implicit education in the legal education.Finally,it is necessary for the society to actively create a good economic,political,cultural and medium environment to provide a strong legal atmosphere for the cultivation of the rule of law literacy for university/college students.
