Research On Performance Evaluation Of Community Home-Based Elderly Service Institutions From The Perspective Of Community

With the aggravation of the aging crisis,China government has established the socialized system for elderly services which is “based on the home,supported by the community and supported by Nursing Home”,and vigorously promotes the construction of the Community Home-Based Elderly Service Institution in various parts of China.With the comprehensive coverage of such institutions in urban and rural communities,it is urgent to supervise their operation and management activities through performance evaluation,so as to realize the production of home-based care services for aged and ensure the effective use of public financial funds.Therefore,in accordance with the logic of“theoretical analysis-model building-empirical research”,this study,on the basis of redefining the functions,attributes and the logic of performance of Community Home-Based Elderly Service Institutions,and taking the analytical framework by community theory and performance prism model,constructs the performance evaluation framework and index system of these institutions.The empirical test and model modification were carried out.The research conclusions mainly include:First,with the development of Community Home-Based Elderly Service Institutions,local governments have established a set of grade evaluation system for such institutions by imitating the grade evaluation system of social organizations.The grade evaluation system standardizes the operation of these institutions.But the grade evaluation system has defects of index design due to the misunderstanding of performance.Therefore,it is urgent to update and optimize the performance evaluation index of such institutions from a new perspective.Second,this study breaks out of the pattern of the current grade evaluation system of Community Home-Based Elderly Service Institutions,and analyzes the function,attribute and performance logic of these institutions from the perspective of community.According to the research,Community Home-Based Elderly Service Institutions are essentially a community that integrates various pension resources at the community level and provides or referrals various services for the elderly.Therefore,when evaluating them,they should not be regarded as an isolated institution or project,but need to understand the connotation of their performance from the perspectives of multi-dimension,fairness,economy,integration and accessibility.Thirdly,based on the inner coherence between community theory and performance prism model,the paper constructs the performance evaluation model of Community Home-Based Elderly Service Institutions from five dimensions,including community members’ satisfaction and contribution,development strategy,business process and service ability.Under the framework of the performance evaluation model,a set of evaluation index system with good reliability and validity is designed by Delphi Method and Analytic Hierarchy Process,which includes 5 first-level indexes,22 second-level indexes and 47 third-level indexes.Fourthly,in order to test the effectiveness of the evaluation index system designed by the research,the study takes Community Home-Based Elderly Service Institutions in Changsha City as samples to carry out performance evaluation.The evaluation results show that the index system can make up for the shortcomings of the current grade evaluation system and reflect the performance differences and operational problems more truly.Then,based on the case study of Changsha City,this study once again verified the applicability of community theory to the performance evaluation of Community Home-Based Elderly Service Institutions,and revealed the core role of common consciousness.The innovation of this study lies in that,firstly,logic of Community Home-Based Elderly Service Institutions performance is explained by community theory,which breaks the existing mechanical and isolated performance evaluation concept.Secondly,the performance prism model was introduced into the performance evaluation of Community Home-Based Elderly Service Institutions,which enriched the theoretical tools of performance evaluation of these institutions.It has important guiding significance and reference value to the relevant government departments and pension institutions.Future studies will test the effectiveness and stability of the evaluation index system designed by the research and optimize it.Based on the practice of home-based care for the elderly in Chinese communities,future studies will focuses on the influence mechanism of common consciousness in the community to deepen the community theory.
