| At present,China is already in the stage of deep aging.The existing family elderly care and institutional elderly care can hardly meet the needs of the elderly,and in 2008,China began to promote community elderly care services at home in various places.The community home care model enables the elderly to be in a familiar living environment and enjoy professional senior care services.However,the development of community elderly care services in China is still in the primary stage.The government is not in place to supervise the entry,operation and exit of community home care service institutions,and lacks a proven supervision mechanism.This paper argues that selecting scientific performance evaluation methods and constructing a reasonable performance evaluation system can monitor the implementation effect of policies related to community home care services.Promote the healthy and sustainable development of community home care service institutions and improve the service quality.This paper first defines the concepts of community-based home care services and performance evaluation.Explain the theory required for this paper.To sort out the relevant studies on community-based home care services and their institutional performance evaluation.Second,it shows the necessity and urgency of constructing a performance evaluation system in this paper by analyzing the degree of aging,the current situation of institution construction and the problems of existing performance evaluation in the new city of Xi’an.Third,the performance evaluation system was constructed from the four dimensions of the balanced scorecard by analyzing the objectives of community home-based elderly service organizations in Xincheng District,Xi’an.The weights are assigned to them by hierarchical analysis.The evaluation scheme is improved in terms of evaluation subjects and processes.Fourth,seven representative community home-based elderly service organizations in Xincheng District of Xi’an were selected as the study sample.The data were obtained through field research and questionnaire survey to evaluate their performance.Finally,the research content of this paper is used to propose suggestions for constructing a performance evaluation system for community home-based senior care service organizations,and reasonable countermeasures for the development of community home-based senior care service organizations are proposed based on the performance evaluation results.The research results of this paper are:(1)The main problems in the existing evaluation system are summarized through an in-depth study of community home-based elderly care service institutions in Xincheng District,Xi’an.It is proposed that the performance evaluation system of community home-based elderly service institutions should be improved in terms of diversification of evaluation subjects,multidimensional evaluation contents and diversification of evaluation methods.(2)Based on the evaluation results of community home-based senior care service institutions in the new city of Xi’an,countermeasures are proposed to the government and community home-based senior care service institutions in promoting the development of the institutions.They mainly include expanding funding sources,strictly examining the use of funds,promoting the healthy development of community home-based senior care service institutions,and improving the professionalism and stability of the senior care service team. |
