Research On Construction Of The Village Cadre Team In Enshi Prefecture Under The Perspective Of Rural Revitalization

The village cadre team,being an important component of the Party’s cadre team,which possesses crucial and special cadre group in the grass-roots cadre team in China’s rural areas,wherein its establishment should take the construction theory of Marx,Engels,Lenin,Stalin and the Chinese Communist Party as the theoretical source and fundamental adherence.The classical construction theory of Marx and Engels elucidated the advancement of proletarian party and the communists involving the responsibilities of civil servants within proletarian party as “social public servant”.It provides theoretical foundation for progressive education within the establishment of village cadre team as well as cultivating consciousness of “social public servant” and strengthening sense of responsibility.Lenin and Stalin highly affirmed the important position of the cadre team by attaching great importance to the construction of the cadre team,in which the construction theory of cadre team possess characteristic of strong pertinence and guidance throughout the whole part in every regard,thus offering theoretical direction towards the establishment of village cadre team.The of the teams of village cadres and adapted to the development demands of different historical periods.China’s agricultural and rural development and the construction for the team of village cadre were in an initial and exploratory stage in the initial period of founding of the People’s Republic of China.During this period,the local government strengthened the cultural education,policy learning and business training for the village cadres as well as improving the ideological and political understanding of the village cadres,which have played an important role in implementing national policies,uniting the masses,and organizing and leading the villagers to carry out manufacture as well.In the early days of reform and opening up,the Party formulated relevant laws and regulations for village-level organizations to strengthen ideological guidance and policy guidance for the construction of village cadres,and ensured that the village cadres to play an active role in the operation of the reformed village-level organizations confronting with the reform and adjustment of rural grassroots organizations in accordance with the principle of villager autonomy.Within the new rural construction,the Party and the state have revised and improved a series of laws and regulations on the construction of villagelevel organizations in response to the actual needs of rural reform and development in the new era,thus formulating and implementing a series of policies for the construction of the village cadre team to strengthen the development of work practices,the construction of a clean government and the construction of security mechanisms within the teams of village cadre so as to promote the improvement of the work level of the village cadre team.The rural revitalization strategy has put forward new requirements for the "agriculture,rural areas and peasantry" work teams in order to achieve the overall goal of comprehensive rural revitalization.It must be able to adapt to the development needs of the rural revitalization strategy in terms of their quality and ability towards the village cadres as the backbone of the "agriculture,rural areas and peasantry" work force at the grass-roots level.The construction of the village cadre team has shown a more scientific,precise and standardized development trend driven by the new requirements of the rural revitalization strategy and guaranteed by a series of policies and measures at the percentage.Enshi Tujia and Miao Autonomous Prefecture(hereinafter referred to as Enshi Prefecture)is located in the contiguous destitute area of Wuling Mountains,which is the only minority autonomous prefecture in Hubei Province and the only povertystricken area in Hubei Province.Under the targeted poverty alleviation policy of the Party and the state,Enshi Prefecture has achieved the goal that all eight national-level poverty-stricken counties and 729 poverty-stricken villages have been successfully listed with all 1.09 million poor people have been lifted out of poverty.The rural revitalization has entered a critical period of consolidating and expanding the achievements of poverty alleviation linking with rural revitalization effectively as well at the present stage,Enshi Prefecture needs to adhere to the problem orientation on the basis of summarizing the experience and effectiveness of the construction of the village cadre team,and to further strengthen the construction of the weak links of the village cadre team by fully putting to good use of the important role of village cadres in the process of rural revitalization.Enshi Prefecture has attached great importance to the construction of the village cadre team for a long period of time through a series of measures involving the improvement of the selection mechanism,the implementation of the guarantee mechanism and the exploration of the management mechanism,thus fruitful local experience has been formed that has effectively promoted the optimization of the structure of the village cadre team and the development of the village.The improvement of the quality of the cadre team and the more standardized performance of the village cadre team have greatly promoted the development of the village cadre team in Enshi Prefecture.However,from the perspective of five dimensions of rural industry revitalization,talent revitalization,cultural revitalization,ecological revitalization,and organizational revitalization,weak links and practical problems still exist in the construction of the cadre team in Enshi Prefecture for specific performance of ability improvement,the construction of reserve talents for the cadre team of rural talent revitalization,the improvement of civilized awareness of the cadre team in rural culture revitalization,the improvement of the development concept of cadre team of rural ecological revitalization and the improvement of service efficiency of cadre team of rural organization revitalization question.Hence,Enshi Prefecture needs to envisage the disparity between the current situation of the construction of the village cadre team and the requirements of the rural revitalization strategy,thus taking precise measures for the problem.Firstly,it is necessary to strengthen the construction of training,incentive and assistance mechanisms to enhance the competence of the village cadres.The second is to improve the source construction of the village cadre team to ensure the stability of the village cadre team.Thirdly,strengthening the self-construction of the village cadres as well as improving the personal qualities of the village cadres.The fourth is to strengthen ideological construction and improve the development concept of the village cadre team.Last is to improve the service level of the village cadre team by strengthening organizational construction.The construction level of the village cadre team in Enshi Prefecture will be effectively improved and the key role of the grassroots in the implementation of the rural revitalization strategy will be given full play via closely combining the construction goals of the village cadre team with the strategic path of rural revitalization through identifying problems,disparities and applying precise policies in the five specific paths of rural revitalization.
