Research On The Cultivation Of Consultation Culture With Chinese Characteristics

A country prospers when culture is strong,and a nation is strong when culture is strong.Cultural confidence is the most basic,profound and lasting force.The report to the 20 th National Congress of the Communist Party of China clearly points out that to build a modern socialist country in an all-round way,we must adhere to the socialist cultural path with Chinese characteristics and enhance our cultural confidence.As a unique cultural form formed in the practice of deliberative democracy in China,deliberative culture with Chinese characteristics is the spiritual product of deliberative democracy with Chinese characteristics,and the unity of thinking mode,behavior norm,participation consciousness and value judgment displayed by the deliberative subjects with Chinese characteristics.From the perspective of historical logic,the deliberative culture with Chinese characteristics is a cultural form in which the Communist Party of China has led the people to practice deliberative democracy in the course of its century-old history.It is not only derived from the inheritance and development of the classical Marxist theory of democracy,but also from the creative transformation and development of China’s excellent traditional deliberative culture and the summary of the practice of deliberative democracy of the Communist Party of China.Throughout the century-long struggle history of the Communist Party of China,the development of consultation culture has achieved positive results and formed original experience.In particular,entering the new era,the practice of deliberative democracy with Chinese characteristics has been carried out in an orderly manner at all levels and in all fields,gradually forming a sound cultural atmosphere for consultation.The cultivation of a good consultation culture will enable the whole society to form good consultation values,build consensus among all parties,draw the largest concentric circles,and gather powerful forces to realize the great rejuvenation of the Chinese nation.However,we are now in a crucial period of profound changes unseen in a century and the realization of the second Centenary Goal.Reform and development are daunting tasks and risks and challenges loom large.The more we are at a critical stage of reform,the more important it is for us to strengthen synergy and unite people.The more we are in a critical period of development,the more important it is to pool our wisdom and eliminate political apathy.Therefore,it is particularly important to cultivate a consultation culture that meets the requirements of The Times.Based on this,this paper adopts the methods of historical analysis,normative analysis and empirical analysis,and interdisciplinary research,starting from the theoretical perspective of the Sinicization of Marxism.In this paper,the connotation and theoretical origin of the cultivation of consultative culture with Chinese characteristics,the historical logic of the exploration of consultative culture by Chinese Communists,the realistic situation of the cultivation of consultative culture with Chinese characteristics and its optimization path are elaborated in depth and detail,in order to provide certain ideas for the cultivation of consultative culture with Chinese characteristics in the new era.We will further promote the extensive and multilevel institutionalized development of socialist deliberative democracy,transform the culture of consultation into a conscious action for the masses to participate in consultation,pool the wisdom and strength of all members,and ultimately form a majestic force in which Chinese people at home and abroad strive to work together and think in the same direction.Specifically,the structure of the paper is divided into six chapters:Chapter One,introduction.This part mainly introduces the background and significance of the topic selected in this paper,the research status quo,research ideas and methods,innovations and deficiencies of deliberative democracy and deliberative culture at home and abroad,defines the theoretical and practical significance of cultivating deliberative culture with Chinese characteristics,highlights the feasibility of this study,and lays an important foundation for the text research.The second chapter is the scientific connotation of the negotiation culture with Chinese characteristics.First of all,it clarifies deliberative democracy,deliberative culture,deliberative democracy with Chinese characteristics,and deliberative culture with Chinese characteristics.It emphasizes that deliberative democracy with Chinese characteristics is not only an important way for the leadership of the Party and the realization of people’s democracy,but also an important way for the people-oriented institutional arrangement and the development and consolidation of the united front.It is pointed out that the negotiation culture with Chinese characteristics is the unity of cultural form,thinking mode,behavior norm,participation consciousness and value judgment.Then,it systematically explains the negotiation culture with Chinese characteristics from two aspects: basic characteristics and constituent elements.Finally,the paper analyzes the characteristics of the cultivation of Chinese characteristic consultative culture from the perspective of connotation and function,and then has a more intuitive impression of the cultivation of Chinese characteristic consultative culture.The third chapter is the theoretical origin of negotiation culture with Chinese characteristics.This part mainly summarizes and concludes the theoretical origin of negotiation culture with Chinese characteristics from three aspects: classical Marxism,Sinicized Marxism and Chinese excellent traditional culture,thus laying an important theoretical basis for this study.Chapter four is the historical logic of the CPC’s development of consultation culture.This chapter reviews the development and process of consultative culture in four important periods,namely the period of the New Democratic Revolution,the period of socialist revolution and construction,the new period of reform and opening up and socialist modernization,and the new era of socialism with Chinese characteristics,and summarizes the main experience of the Communist Party of China in cultivating consultative culture in the past century.Furthermore,it points out the direction for better cultivating consultation culture with Chinese characteristics suitable for the development of The Times in the new era.Chapter five,the realistic situation of the cultivation of negotiation culture with Chinese characteristics.Over the past century since the founding of the Party,fruitful achievements have been made in cultivating a consultative culture with Chinese characteristics,especially since the 18 th National Congress of the CPC.The value recognition of consultative culture is increasing,the concept of consultative culture is taking root more and more at the grassroots level,the guiding power of consultative culture to citizens’ political participation is increasing,and the driving force of consultative culture to the modernization of national governance capacity is increasing.However,it is undeniable that at the critical period of realizing the second centenary goal,the cultivation of consultative culture with Chinese characteristics also faces the challenges of value diversification,weak grassroots field,bureaucratic block and digital democracy.Therefore,a more comprehensive understanding of the effectiveness,opportunities and challenges of the three aspects and grasp the current reality of the cultivation of consultative culture with Chinese characteristics will provide a new way of thinking for further promoting the cultivation of consultative culture.Chapter six,the optimization path of the cultivation of negotiation culture with Chinese characteristics.Without the support of consultative culture,deliberative democracy will lose its impetus for sustainable development.Therefore,we must take the cultivation of a consultation culture with Chinese characteristics as an important topic in the development of democratic politics,constantly foster a consultation culture suited to The Times and tasks,and foster a sound atmosphere for consultation in which people express their views freely and rationally and in accordance with regulations.First,the guiding position of Marxism,the leadership of the Communist Party of China,the people as the center,and the whole process of people’s democracy ensure that the cultivation of consultation culture with Chinese characteristics in the right direction.Second,we will improve the system and mechanism for cultivating consultation culture with Chinese characteristics from the aspects of rules,integration,identification and incentive.Third,we should strengthen the capacity building of consultative culture cultivation subjects from four aspects: the state,society,grassroots and citizens.The fourth is to build the platform of "You come to consult",the platform of "fingertips",the platform of exploration and communication,and the platform of cultivating consultation culture with Chinese characteristics at the level of new media matrix.The innovative ideas of this paper are as follows: First,it gives a new definition of the connotation of the consultative culture with Chinese characteristics.It is a unique cultural form formed in the century-old practice of deliberative democracy of the Communist Party of China,the spiritual core of deliberative democracy with Chinese characteristics,and the unity of the way of thinking,norms of conduct,consciousness of participation,and values displayed by the consultative subjects with Chinese characteristics.Second,focusing on the new era,we introduced the whole process people’s democracy value concept,highlighting the value guidance of the whole process people’s democracy concept to the cultivation of consultation culture with Chinese characteristics.Third,we should study the cultivation of consultation culture with Chinese characteristics from the perspective of national governance system and governance modernization.Fourth,on the basis of emphasizing the threat of digital technology to deliberative democracy,it proposes to build a brand new deliberative culture cultivation platform in the network information era.
