After the two World Wars,the political and economic pattern of the world underwent significant changes.The international communication order changed from the British-centered colonial communication system to the new monopoly of the world news communication dominated by the United States of America,the "new imperialism"American took place of the traditional colonial powers such as Britain,France and Germany to gain stronger international communication influence.In the context of the important junction of the alternation and overlap of the old and new international communication order,the national strategic communication of USA during World War Ⅱmade great contributions in the fields of war mobilization,intelligence collection and wartime propaganda,which laid a good foundation for the establishment of the international status dominated by USA in the postwar world and was crucial to the formation of international public opinion and the transformation of the international communication order during the transition of power.This research focuses on the practice of national strategic communication of USA during World War Ⅱ,trying to solve the central problem of "how the national strategic communication of USA during World War Ⅱ assisted its national strategic objectives".Based on the study of historical background,this research deeply digs the original archives of the Office of Wartime Information,the Office of Strategic Services and the military psychological warfare during World War Ⅱ.By means of literature research,case analysis and discourse analysis,and on the basis of answering the question "how USA established the national strategic communication network during World War Ⅱ",this research analyzes how the strategic communication of USA during World War Ⅱ helped it win the war and enhance the international friendship and understanding of USA.This article attempts to provide explanatory basis for theoretical issues such as soft power and the role of strategic communication by analyzing and exploring the paths of USA national strategic influence during World War Ⅱ.Specifically,the first chapter examines the top-level design of USA national strategic communication during World War Ⅱ from two aspects:organization and goal.Chapter two and Chapter three explain how USA national strategic communication during World WarⅡ assisted the war process from the aspects of media,ways and communication paths.Chapter Four,Chapter Five and Chapter six analyze and explain how USA national strategic communication during World War Ⅱ helped USA enhance international friendship and understanding from three dimensions:relationship management,discourse output,and self-projection.This research holds that during World War Ⅱ,the national strategic communication of USA formed a communication mechanism with the president as the supreme leader,the theater commander as the general person in charge,and the military and civil institutions coordinating and interacting.Guided by the national strategic objectives of the United States,it carries out target decomposition and setting,relies on the specific operational suggestions of relevant civilian agencies,integrates the foreign propaganda,psychological operation and cultural diplomacy activities of USA under the unified execution leadership of military commanders,and effectively coordinates the national military operations of USA.This paper finds that during World War Ⅱ,the national strategic communication of USA adopted the guiding principle of "Asia-Europe coordination,global synchronization",effectively integrated the strategic objectives among allies globally,and promoted the victory of the anti-fascist war.The study also found that during World War Ⅱ,USA established mechanisms for information cooperation and collaboration among allies in its communication relationship management,shaping itself as a policy maker,decision participant,and conflict coordinator among the allies.Through the way of connecting common ground,identifying opposition,and assuming "us" in the war narrative,USA actively shaped the allies’ recognition of the anti-fascist united front.Finally,USA conducted deliberate self-image projection in its external discourse output,shaping an image of a model democratic country,a defender and selfless internationalist of alliance common interests and values.This is an attempt to shape USA into a qualified alliance and world leader through the above structured communication relationship to control the flow of information and the presetting and remodeling of self-identity in the output of discourse content.In conclusion,USA conducted systematic strategic communication practices at the national level during World War Ⅱ which effectively integrated various tools of power to create favorable international conditions and a good public opinion atmosphere for its strategic rise.The national strategic communication practice of USA during WWII leveraged the power of the alliance,on the one hand,by continuously strengthening allies’identification with the anti-fascist allied organizations,effectively attacking the morale of the Axis powers and assisting in the victory of the anti-fascist war.On the other hand,through active association with the alliance,by utilizing the international reputation of the anti-fascist alliance and the self-image shaping of USA,it further strengthened USA’s world leader status and expanded the scope of its strategic influence...
