Research On The Implementation Of The Elderly Education Policy In Yinchuan City

With the increasing aging of the population in contemporary China,the political,economic and social impact has been highlighted.Since 1980s,China has taken a number of measures to actively respond to the challenges of population aging,and the development of the elderly education industry is one of the ways.Yinchuan old age education started in 1991.In the 30 years of development,the municipal Party committee and the municipal government provided strong policy support.The industry of elderly education has been developing vigorously and the social recognition has been increasing.But through the investigation,it is found that compared with the developed areas,Yinchuan still has a big gap in the implementation of the elderly education policy.Therefore,it is of great significance to study and analyze the problems that hinder the implementation of the policy of the elderly education in Yinchuan and put forward the optimization suggestions.This paper first introduces the background and significance of the research,introduces the research ideas and methods,and introduces the current situation of the implementation of Yinchuan old age education policy by using Smith policy implementation process model theory.It analyzes the implementation of Yinchuan elderly education policy from four aspects:ideal policy,implementing organization,target group and environmental factors The paper also puts forward four suggestions for optimizing the implementation of the policies,including improving the policy of the elderly,improving the efficiency of the implementing agencies,promoting the policy identification of the elderly and creating a good environment for the implementation of the policies,in order to provide some opinions on the development of the elderly education in Yinchuan.
