| With the continuous development of social economy,the world has entered a risk society,and various unexpected public events occur from time to time.Municipal social governance plays a crucial role in connecting the national governance system,solving the most direct and efficient governance level at the grassroots level,and is in a strategic position to promote the modernization of grassroots governance.The implementation of the recovery period for public health emergencies by the municipal government and the level of response to public health emergencies are directly related to whether the crisis can be resolved and are crucial for restoring normal social order.Therefore,studying the implementation of policies for the recovery period of municipal governments in response to sudden public health emergencies and proposing effective improvement suggestions is a very meaningful and urgent topic.When the normal prevention and control of COVID-19 is in the recovery period of public health emergencies,N City has issued a series of policies to calm social emotions and promote the resumption of production of enterprises,but there are undeniable problems in the implementation of the policy.This paper studies the normalization of policy implementation in the recovery period of COVID-19 epidemic in N city through the Smith policy implementation model,from the policy itself-the normal prevention and control policy of COVID-19 epidemic in N city;Executing entities-government functional departments and government staff;Conduct a systematic analysis of the target group-residents of N city,as well as environmental factors-economic and social environments.The rationality and feasibility of N city’s epidemic prevention and control policies were demonstrated by deconstructing,comparing and categorizing the emergency management policy texts issued by N city government during the epidemic period using Nvivo 12.0.This article analyzes the mechanism of the policy implementation in N city during the recovery period of sudden public health emergencies due to inadequate policy system,insufficient execution ability of policy execution subjects,low participation of policy execution target groups,and insufficient support of policy execution environment.It is believed that the current difficulties in policy implementation during the recovery period of municipal public health emergencies are due to the intensification of social conflicts such as the conflict of personal values caused by risk society,the existence of technical barriers,the poor linkage mechanism between governments,and the insufficient guarantee of policy implementation.This article proposes measures to improve the emergency management system,enhance policy execution capabilities,increase the attention of target groups,and strengthen policy environmental protection for the above difficulties and their causes. |
