With the deepening of reform and opening up and the continuous improvement of the socialist market economy system,the number of migrant workers’ mobile party members in China has been growing and has become a key target of ideological and political education work.Migrant workers’ mobile party members are not only an important part of the Party membership,but also the backbone of the migrant workers’ group,playing the role of a bridge and link between the grassroots Party organizations and the migrant workers’ group.The ideological and political quality of migrant workers’ mobile party members is directly related to the image of the Communist Party of China and the government,the performance of the pioneering role of party members and the construction of the Party’s advanced nature and purity.It can be said that the ideological and political education work of the Party is not only an important way to govern the Party and the country,but also an important approach to strengthen the construction of the migrant workers’ mobile party members.However,because of their mobility,the migrant workers’ mobile party members are on the periphery of ideological and political education work,and sometimes there is the phenomenon of "empty field",resulting in the education and management work often forming a high "collection and dispersal area" and a low "reservoir".The huge contrast between the high "collection and dispersal area" and the low "reservoir" of education and management.Therefore,it is necessary to make a realistic concern and theoretical response to this,which is a major issue of the times to further strengthen the ideological and political leadership of ideological and political education work.This study starts from the logical way of thinking that "theory and practice" and "history and reality",closely follows the problems and characteristics of the ideological and political education work of migrant workers’ party members in China,based on the relevant theories of classical Marxism and the theories on ideological and political work of the successive leading groups of the Communist Party of China.It also draws on the knowledge and methods of sociology,pedagogy and social management to conduct theoretical and practical discussions in macro and micro dimensions on the components of ideological and political education for migrant workers’ party members,which is in order to promote the standardization and scientificization of ideological and political education for migrant workers’ party members.On the premise of a basic overview of the subject study,this paper defines the basic connotations of migrant workers,migrant workers’ mobile party members and migrant workers’ mobile party members’ ideological and political education.Combining the new changes and requirements of the world,national and Party conditions,it argues for the necessity of carrying out ideological and political education for migrant workers’ party members in terms of the comprehensive quality of migrant workers’ party members,the Party’s advanced nature and purity,helping to revitalize the countryside and the trend of socialisation of ideological and political education;it discusses the dominance of the education subject,the consciousness of the education object,the effectiveness of the education mediator and the positivity of the education loop.It also discusses the components of strengthening the ideological and political education of migrant workers’ mobile party members,laying the practical foundation and theoretical basis for the promotion of the ideological and political education of migrant workers’ mobile party members.At the level of combining theory and practice,this study provides theoretical guidance,value guidance and action guidelines based on the relevant theories of ideological and political education,in response to the problem of "absence" of ideological and educational work in the practice of ideological and political education for migrant workers’ mobile party members in the new era.On the premise of systematically sorting out the relevant classical discourses as the theoretical support for the ideological and political education of migrant workers’ migrant party members,the theoretical origins of the ideological and political education of migrant workers’ party members are analysed from classical Marxist theories such as the theory of comprehensive human development,the theory of building proletarian parties and the theory of inculcating socialist consciousness;from the theories of Mao Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao,Xi Jinping and other successive leaders of the Communist Party of China on the ideological and political work of the Party.At the same time,new ideas are proposed by drawing on the knowledge and methods of sociology,education and social management,so as to better build a platform for communication between ideological and political education and migrant workers’ mobile party members.Furthemore,to promote the orderly implementation of ideological and political education for migrant workers’ mobile party members.At the level of combining history and reality,this paper takes the historical nodes in the Brief History of Reform and Opening up as the basis for dividing,and systematically sorts out the main situation,the main problems and the main countermeasures adopted for the ideological and political education of migrant workers’ party members in four historical periods,namely,the period when reform and opening up was in full swing,the period when reform and opening up broke new ground,the period when reform and opening up deepened scientific development,and the period when reform and opening up entered a new era.The actual situation,the main problems and the main countermeasures taken are summarized and condensed into the experience of strengthening the awareness of responsibility of Party Organizations for the education and management of party members,focusing on the synergy between phased education and developmental education,focusing on the content of education to bring into play the pioneering and exemplary role of party members,focusing on the scientificity and diversity of education methods and and the importance of building a team of educators,we can provide an effective historical basis for the comprehensive management of the current realities of ideological and political education for migrant workers’ mobile party members.This paper investigates the practical situation of ideological and political education for migrant workers’ mobile party members in some regions and analyses classic cases of education and training for migrant workers’ mobile party members in the education and training of Party members nationwide.The positive results of the ideological and political education of migrant workers’ mobile party members are discussed in terms of the degree of attention,institutional mechanism,educational positions and methods.At the same time,the problems in the ideological and political education of migrant workers’ mobile party members are highlighted,such as insufficient motivation for learning among education targets,insufficient standardization of organization and management,low scientific level of education implementation,and weak execution of education effect evaluation.The problems of ideological and political education for migrant workers’ mobile party members are the result of multiple factors,and it is necessary to explore the deep-seated influencing factors in terms of the continuity and systematicity of education and management,the depth of theoretical research,the strength of the motivation mechanism,and the quality of the education targets themselves.In a nutshell,based on the basic overview of ideological and political education for migrant workers’ mobile party members,theoretical resources,practical history and analysis of the current situation,this paper proposes five strategies to enhance the ideological and political education of migrant workers’ mobile party members,including the basic principles,basic ideas,responsible subjects,main contents and guarantee mechanisms.Firstly,in terms of effectively grasping the basic principles of education,it is proposed that the principles of direction,standardization,motivation and realism should be adhered to.Secondly,in terms of accelerating the basic ideas of education,it is proposed that the leading role of the Party organization should be strengthened,the motivation of migrant workers’ mobile party members should be stimulated,the adaptability of the education environment should be emphasized,the relevance of education contents should be highlighted and the science of innovative education methods should be started.Thirdly,in terms of positioning the main body responsible for education,it is proposed to strengthen the responsibility of co-management by the Party organizations mainly in the inflowing areas and the Party organizations in the outflowing areas.Fourthly,in terms of expanding and deepening the main contents,it is proposed to strengthen education on ideals and beliefs,education on modernity,moral,spiritual and psychological education,etc.Fifthly,in terms of systematically constructing a guarantee mechanism for education,it is proposed to build a new pattern of urban-rural integrated grassroots party building,improve the implementation of the education and training system mechanism of migrant workers’ mobile party members,and improve the implementation of the evaluation and supervision mechanism of the effect of migrant workers’ mobile party members.Through this systematic project,it will not only improve the construction and comprehensive quality of the migrant workers’ mobile party members,but also solve a series of difficulties and bottlenecks in the ideological and political education work of migrant workers’ mobile party members.It will effectively improve the effectiveness of the ideological and political education work of migrant workers’ mobile party members,and make due contribution to maintaining the Party’s advanced nature and purity,helping the construction of rural revitalization and achieving the great goal of common prosperity. |
