The report of the 20 th Party Congress proposed the need to accelerate the construction of a strong network country and digital China.Deepening the reform and construction of digital government is not only an inevitable requirement to adapt to the trend of information development and accelerate the construction of digital China,but also a concrete manifestation of the modernization of the national governance system and governance capacity.However,with the advancement of the government’s digital reform process,the digital divide between the modern digital governance concept and the status quo of traditional public services still exists.In response,the government has opened a new round of digital transformation reform,i.e.,digital government construction,which has achieved remarkable results.From the objective environment level,the arrival of digital government era seems to be the inevitable result of big data development,but from the individual subjective level,the emergence of digital government,for the public,satisfies their needs to bridge the digital divide;for the government,it is an adjustment and improvement on the way to realize the modernization of governance model.So,what new breakthroughs have digital government made compared to previous reforms that have been effective? In this regard,this paper attempts to focus on the question of "Why can digital government restructure the government governance model? Based on the question of "Why can digital government reshape the government governance model?",this paper tries to further clarify the mechanism of the transformation of government governance model driven by digital government construction.From the perspective of the existing research process,the existing research on the construction of digital government has some problems,such as relatively single analysis dimension,insufficient refining degree of successful construction experience,weak logical correlation degree among various construction elements,and lack of systematic discussion on the underlying logic of the construction of digital government.Based on the need to enrich the research system and strong realistic concern,this study is divided into two parts to discuss the practical logic of digital government construction.On the one hand,by summarizing the existing theoretical and practical approaches of digital government construction at home and abroad,it lays the groundwork for the subsequent research and determines the analytical framework of this paper.First of all,the existing researches are reviewed and investigated according to the classification criteria of "theoretical guidance path","Realistic dilemma of digital government construction","optimization strategy of construction" and "construction logic".To understand the overall research context,key research directions and future research trends,so as to systematically reflect on the limitations of current research.In order to make up for the shortcomings of existing studies,this paper starts from the three dimensions of demand,structure and platform,and selects government responsiveness theory,government process reengineering theory and holistic governance theory as theoretical support,thus constructing a new analytical framework.Firstly,digital government can identify and meet the diversified needs of society accurately and precisely.Secondly,the digital government can timely adjust the governance structure and system within the government,and realize the digital transformation of the governance structure through the establishment of corresponding institutions and mechanisms.Finally,relying on intelligent technology to strengthen the interaction between the society and the government,so as to meet the needs of the government itself,the public and enterprises,and bridge the new digital divide in the new era.On the other hand,through the use of literature analysis and case analysis,through the domestic and foreign practical cases of the construction of digital government,especially the construction of Guangdong Province,to extract the practical logic of the construction of digital government.The former can help us identify the essential problems faced by the construction of digital government in the process of promotion,and the feasible game-breaking ideas on the theoretical level.The latter provides a typical practice template for solving the problem.Firstly,based on the theoretical analysis framework,this paper puts into perspective three key fields for digital government to realize its own governance structure,namely,social demand identification,government governance structure empowerment and support system construction,endogenous driven logic,organizational optimization logic,and technology support logic.The integration of "management" or "service","one-way" or "participation","differentiation" or "unified" construction difficulties.Secondly,by virtue of the experience extracted from the successful construction cases at home and abroad,the theoretical feasibility of demand anchoring,structural empowerment and platform coupling in the construction process of digital government is explored.It further summarizes the demand-anchored logic including the three cores of thinking update,government-social interaction and consensus aggregation,the structural enabling logic including the three cores of idea leading,resource integration and role reconstruction,and the platform coupling logic including construction support,architecture design and security protection.Next,the paper focuses on the practical case of digital government construction in Guangdong Province to carry out an empirical mapping of the above theoretical logic.Starting from optimizing demand anchoring from the perspective of government responsiveness,deepening structure enabling from the perspective of process reengineering,and strengthening platform coupling from the perspective of holistic governance,this paper summarizes the local practice logic of digital government construction.Finally,based on the consideration of the possibility of demand anchoring,the feasibility of structural enabling,and the feasibility of technical support,the paper puts forward the ideal path of the matching of government and social needs driven by the "triple logic",the incision of the transformation of government governance structure,and the future path of the construction of digital government,such as the measures to consolidate the government coupling platform.In general,from three dimensions: anchoring for social demand,empowering for government structure and technology platform that runs through the improvement of government-society coupling relationship,this study has carried out a good deconstruction of the construction of digital government in terms of guiding path exploration,communication strategy,technology application combing and structural coordination measures,and mined the underlying logic of the construction of digital government from multiple angles and aspects.In addition,in the process of writing,this study pays high attention to the specific practical content and achievements of digital government construction in Guangdong Province,and provides a large amount of materials and information in the practice of digital government construction for citizens and decision makers,the connection and optimization of the relationship between government and society,etc.,both in the time dimension of the research content and in the spatial dimension of the research object.All of them provide solid material support,which reflects the content and effect of digital government construction in Guangdong Province comprehensively and truly,and also provides information support for further exploration and development of digital government construction.
