At present,the topic of platform government organization has gradually attracted much attention in the field of public management in China and has become a cutting edge issue in the research of government organization.Platform-based organization can theoretically overcomes the departmental walls and insulation of traditional bureaucratic organizational structures,provide integrated services to service recipients,and respond flexibly to complex external environments.From the perspective of practice,the construction of the Chinese government platform has transitioned from the simple government website construction stage to the integrated government service platform stage.The platform has become the organizational mechanism of government operation.The Chinese government organizational structure has shown a trend of platformization.The platform-based government organization has become a new government organizational form.In this context,the empowerment mechanism of platform-based government organizations and the impact of platform-based government organization empowerment on government performance have become urgent issues that need to be studied.Taking platform government organizations as the research object,this thesis carried out the study through the combination of theoretical analysis and empirical testing,focusing on the core issue of "the impact of platform-based government organization empowerment on government organization performance" from the perspectives of digital competence and job characteristic of civil servants.Firstly,based on the characteristics of the internal structure of platform government organizations,the empowerment logic of platform government organizations is summarized and refined at the organizational level after giving the elaboration of the concept and internal structure of platform government organizations.Based on the interpretation of the empowerment performance and empowerment logic of platform-based government organizations,the impact effect of platform government organization empowerment on government organization performance and its role path were empirically tested and analyzed using questionnaire survey and structural equation model analysis methods from the perspectives of digital competence and job characteristic,based on867 valid sample data of civil servants in Jiangsu,Zhejiang and Shanghai,Shanxi-Gansu and Hunan Provinces.This thesis attempts to answer the following questions:(1)How to define the concept of platform-based government organization and describe the organizational structure?(2)How do the structural characteristics of platform-based government organizations empower government business departments and staff,and what is the enabling logic?(3)From the perspective of digital competence,does the empowerment of platform-based government organization promote the performance of government organizations? What is the specific performance and influence path?(4)From the perspective of job characteristic,does the empowerment of platform-based government organization promote the performance of government organizations? What is the specific performance and action path?(5)In regions with different levels of platform-based government,is there a significant difference in the impact of platform-based government organization empowerment on government organization performance?The following main conclusions were drawn in this thesis:(1)At the organizational level,the empowerment logic of platform-based government organizations can be understood from two dimensions: empowerment level and empowerment logic type.Based on the depth of the impact of digital technology on government organizations,the empowerment level from low to high is digital technology empowerment—transmission,storage and computing technology transformation empowerment—government transformation empowerment;Based on the characteristics of the platform-based government organization structure and its function logic,the enabling logic can be divided into five types: sharing logic,reorganization matching logic,parallel logic,simplified logic and control logic.(2)The survey found that the overall empowerment degree of China’s platform-based government organizations is relatively high.However,the degree of empowerment is different in the three types of regions.The order of empowerment in various regions is low platform level areas > medium platform level areas > high platform level areas.(3)The study confirms that the empowerment of platform-based government organizations significantly promote the improvement of government organization performance.From the perspective of digital competence,the catalytic role of platform-based government organization empowerment is manifested in the promotional impact of three types of digital competences improvement,such as information and data literacy,communication and cooperation ability,and problem-solving ability,on the performance of government organizations.Among them,the improvement of problem-solving ability is the most direct and powerful influencing factor,whereas the improvement of information and data literacy,communication and cooperation ability are the basic influencing factors,which need to affect the performance of government organizations through the high-order ability of problem solving.From the perspective of job characteristic,the facilitating role of platform-based government organization empowerment is manifested in the significant impact of task characteristics and social characteristics on the performance improvement of government organizations,among which the influence of task characteristics is stronger.(4)Both contextual performance and task performance are agencies that the empowerment of platform-based government organizations to influence the performance of government.contextual performance is a strong mediator,whereas task performance exists as a weak mediator.Platform-based government organization empowerment mainly improves the performance of government organizations by improving the contextual performance of civil servants,such as help,collaboration and other behaviors.From the perspective of digital competence,the mediating effect of the four approaches,information and data literacy→problem solving→contextual performance→organizational performance,communication and cooperation→contextual performance→organizational performance,communication and cooperation→problem solving→contextual performance→organizational performance,problem solving→contextual performance→organizational performance,are significant,showing that the impact of each digital competence dimension of platform-based government organization empowerment on government organization performance is realized through the mediation of contextual performance.From the perspective of job characteristic,the mediating effect of task characteristics→contextual performance→organizational performance,social characteristics→contextual performance→organizational performance is significant.It means that the task characteristics and social characteristics mainly directly promote the performance of government organizations by improving the contextual performance of civil servants.The influence of platform-based government organization empowerment on promoting the task performance of civil servants,such as the efficiency and quality of individual work completion,is weak.In addition,it is only reflected in the empirical research from the perspective of job characteristic,which is manifested as the really weak effect of three action paths,such as task characteristics→task performance→organizational performance,task characteristics→contextual performance→task performance→organizational performance,social characteristics→contextual performance→task performance→organizational performance.(5)In two types of regions with different levels of platform of government organizations(Jiangsu,Zhejiang,Shanghai and Shaanxi-Gansu),there are significant differences in the impact of platform-based government organization empowerment on government organization performance.This difference manifests itself differently in the perspectives of individual numerical abilities and job characteristic.From the perspective of digital competence,in Shaanxi and Gansu regions,where the level of government organization platform is low,the role of platform-based government organization empowerment on government organization performance is more significant and strong.But,the impact path of the two types of regions is similar,and both are only mediated by contextual performance.From the perspective of job characteristic,in Jiangsu,Zhejiang and Shanghai,where the level of government organization platform is relatively high,the promotion role of platform government organization empowerment is more significant and strong.Meanwhile,there are great differences in the influence paths of the two types of regions.In Shaanxi and Gansu regions,there is only a single impact path of task characteristics→ contextual performance →organizational performance,and contextual performance is a single impact mediator.However,the influence path is diversified in Jiangsu,Zhejiang and Shanghai.There are three main influence paths,such as task characteristics→task performance→organizational performance,task characteristics→contextual performance→organizational performance,task characteristics→contextual performance→task performance→organizational performance.In addition,the contextual performance and task performance are manifested as both single intermediaries and double-chain intermediaries.
