| The fundamental purpose of ideological and political education is to promote all-round progress of society and realize all-round development of human beings.In order to grasp objective laws of China’s service-oriented government construction we study characteristics,significance and value of China’s service-oriented government construction from the perspective of effectiveness of ideological and political education and we clarify the objectives,tasks and approaches of China’s service-oriented government construction.The construction of service-oriented government is conducive to enhancing the effectiveness of ideological and political education,while the improvement of effectiveness of ideological and political education improves the quality of service-oriented government construction at higher level.Only by getting through internal logic between effectiveness of ideological and political education and value of service-oriented government construction,and overcoming effectively dilemma between research horizon and research topic,we can form interactive pattern that goes to the same direction,supports and promotes each other effectively between effectiveness of ideological and political education and value of service-oriented government construction.If we want to improve effectiveness of ideological and political education,we need good external environment,which one is a credible government by serving people and satisfying people.At present,some problems such as formalism and bureaucracy exist in the government work,which damage the positive image of the government in people’s mind,reduce the credibility of the government,and then have negative effect on the effectiveness of ideological and political education.The purpose of studying construction of service-oriented government is to avoid affecting the effectiveness of ideological and political education due to the low credibility of the government;is to improve the credibility of the government,and then improve effectiveness of ideological and political education through the construction of service-oriented government.Therefore,we discuss several problems,such as how to form ideological and political education effectiveness and synthetic functional superposition of service-oriented government,how to implement development of thought to the government for the center with people in the process of public administration and make it into service-oriented government governance efficiency,how to enhance the government credibility and effectiveness of ideological and political education multiplication effect of problems,which become logic starting point and end-result of this article starting from important factors influencing effectiveness of ideological and political education,building around reality of service-oriented government.General Secretary Xi Jinping has put forward that must transform government functions,further streamline administration and delegating power,innovate the way of supervision,enhance government’s credibility and executive power in order to build service-oriented government that the people are satisfied with.This provides practical goals and principles for construction of service-oriented government in the new era.Service-oriented government is government governance model that takes the people common interests as starting point and assumes service responsibilities for purpose of serving the people.There is inherent compatibility between effectiveness of ideological and political education and construction of service-oriented government.The research on the construction of service-oriented government from the perspective of effectiveness of ideological and political education can give full play to construct function of effectiveness of ideological and political education on construction of service-oriented government,and effectively solve unity problem between ideological and political education theoretical education and improvement of practical efficiency of service-oriented government.The core purpose of ideological and political education is to cultivate people by virtue,to promote all-round progress of society and realize all-round development of people.The value of service-oriented government construction is to make idea,goal,principle and mechanism of ideological and political education integrated into government’s public service,and to practice people-centered governing concept.The construction of service-oriented government enables people to have greater sense of gain,happiness and security from sharing fruits of reform and development,better reflect people’s position of government governance,rapidly improve people satisfaction with ideological and political education of the Party and the government,and continuously translate this into effectiveness of government governance.Following idea of explaining concept--"constructing theory--tracing historyanalyzing reality--solving problems",this paper analyzes construction of service-oriented government from the perspective of effectiveness of ideological and political education.The first part is introduction that explains the significance of raising and researching the problem,that analyzes intrinsic logic to effectiveness of ideological and political education under the perspective of service-oriented government construction,that demonstrates research feasibility and important value of service oriented government construction under the perspective of the effectiveness of ideological and political education,which mainly to catch basic problem to effectiveness of ideological and political education under perspective of service-oriented government construction research.The first and second chapters explain mainly basic theory about service-oriented government construction research from the perspective of effectiveness of ideological and political education.The first chapter is to define core concepts about construction of service-oriented government from the perspective of effectiveness of ideological and political education,to explain relevance and interactivity between the effectiveness of ideological and political education and service-oriented government,which aims to explain the ideological and political education validity penetration into construction of service-oriented government.This can better provide thoughts lead and spiritual power for service oriented government construction.The second chapter focuses on theoretical basis and ideological resources about research on the construction of service-oriented government from the perspective of effectiveness of ideological and political education.This paper expounds theoretical basis about research on the construction of service-oriented government from the government theories of the founder of Marxism,Lenin and Sinicized Marxism.This paper expounds ideological resources about construction of service-oriented government in China from two aspects:the resources of governance in Confucian culture and the resources of governance in western political thought.The third and fourth chapters as the core part of the theoretical research mainly describe the basic requirements and historical development about service-oriented government construction from the perspective of effectiveness of ideological and political education from the static and dynamic aspects.On the one hand,it expounds the characteristics,significance and value of service-oriented government construction from the perspective of the effectiveness of ideological and political education.On the other hand,this paper makes diachronal investigation on the preliminary exploration,in-depth practice and innovative development of China’s service-oriented government construction from three time points before reform and opening up,after reform and opening up and in the new era.The fifth and sixth chapters are the research status and practical countermeasures.This paper makes real-time investigation on the construction of service-oriented government in China at the present stage from the perspectives of opportunities,problems and causes,and analyzes systematically importance,necessity and urgency of service-oriented government construction from the perspective of effectiveness of ideological and political education.The sixth chapter from concept,goal,principle,mechanism and other dimensions of the ideological and political education,makes countermeasures research for China’s service-oriented government construction in new era of China,play furtherly to the effectiveness of ideological and political education,promote better construction of service-oriented government.In the new era,China’s service-oriented government construction is not only manifested in the top-down administrative service concept for the people,but also manifested in the construction of the service capacity of the government’s internal system.We should include consciously government into object category of ideological and political education,and take construction of service-oriented government as an important means to improve the effectiveness of ideological and political education.It is fundamental purpose that builds service-oriented government,which satisfies with people and better reflect political position of governing for the people.We have always been committed to building a service-oriented government with the people at its center.This means that our government is the people’s government.We must be on the basis of serving the people,be responsible to the people and be supervised by the people,innovate administrative methods,improve service efficiency and enhance government executive power and credibility.Socialism with Chinese characteristics into a new era,service-oriented government should be based on the good life is to meet people’s growing needs through effective solve those outstanding problems that insufficient and unbalance developing,make new efforts for China’s economic and social development and national management modernization,especially for all people sharing reform development achievement.In building a service-oriented government that the people are satisfied with,we should keep innovating,forge ahead with courage,take the initiative,and do a good job. |
