Research On The Reform Of Russian Agricultural Syste

This paper is mainly based on research about four aspects of the Russian agricultural system reform-the land system,tax system,subsidy system and insurance system,reviewing the history of Russian agricultural system reform in different periods,using the literature analysis,comparative study method to summarize the reasons of the agricultural system reform,content,analyze the influence on the Russian agricultural development and national economy,using the hierarchical analysis and case analysis to evaluate the effectiveness of the Russian agricultural system reform.Analyze the condition of 1990—2021 by electing typical data that can reflect the agricultural development situation of different periods,including agricultural output,total sown area,food output,agricultural enterprise organization,evaluation of Russian agricultural reform,analysis results show that the Russian agricultural system reform results and domestic and foreign political and economic environment is positive relationship,domestic political and economic environment impact is greater than the foreign political and economic environment.Using the Analytic Hierarchy Process to evaluate the effectiveness of the agricultural system reform in Russia in 2006,2016,and 2021,find that t the efficiency of agricultural management is most affected by the effectiveness of the agricultural system reform,at 0.4774,and the domestic and foreign environment was least affected by the reform effectiveness,at 0.0437;construct a comprehensive evaluation model of Russian agricultural system reform and thinking on the breadth and depth of Russian agricultural system reform.Finally,it is of great significance for the Russian government to promote the reform of the agricultural system,which has a far-reaching impact on the country’s economy,society and environment,and looks forward to the future development prospects of Russian agriculture.
