| The steady advancement of the "Belt and Road" has created a large shortfall of talent,presenting challenges to Chinese higher education.The ultimate goal of "Belt and Road" initiative based on a global vision is building a community of shared future for mankind.In reality,it is the Chinese expression,Chinese wisdom and China plan for the global governance deficit.The requirements of the "Belt and Road" for the quality of talents are the ability to communicate in a cross-cultural context and professional capabilities in a cross-regional context.Through arrangement of various economic and trade investment data and comprehensive analysis of relevant policies of the countries along the route and in-depth investigation of enterprises related to the "Belt and Road" construction,drawing the type of talent demand,geographical distribution and quality characteristics,finally forming the training model for Chinese Compound talent,which comprises six elements:First,the training concept:talent training needs to establish a "global outlook" concept and a sense of "all humanity"to suit the vision of building a community of shared destiny for mankind.Second,the training goal:The immediate goal of talent training is to provide talent support for the construction of the "Belt and Road".Third,the training subject:Universities are no longer the only entities for talent training in the new situation,and the main entities are to be transformed into a consortium of Chinese and foreign governments,universities,think tanks,enterprises and social organizations.Fourth,the training content:Talent training should be based on the findings of surveys and focused on improving students’ Chinese communicative competence;moreover,it should be combined with the professional knowledge required by the "Belt and Road" and implement the "Chinese+" policy and guidelines.Fifth,the training method:The different national conditions of the countries along the"Belt and Road" require talent training to be carried out in a country-specific manner.Last,the evaluation system:On the premise of meeting the five international talent training standards,the talent training evaluation system should be built by all parties concerned so as to ensure the training of talents.The "Belt and Road" Chinese compound talent training model constructing is a complex systematic project.Therefore,the complex dynamic theory is used in this research.Based on the "Belt and Road"construction needs,it focuses on the six major elements of talent training.The "Belt and Road"Chinese comprehensive talent training research is investigated and analyzed comprehensively and multi-layered and according to the different levels and different fields involved in the "Belt and Road" initiative,a three-dimensional talent training model is constructed.First,macro-level talent training model which is from the perspective of top-level design.It analyzes and constructs the dynamic elements related to the "Belt and Road" initiative,and responds to the national top-level strategy’s talent training issues.Second,the meso-level regional talent training model.According to the different backgrounds of the "Belt and Road" construction institute and the six major regions,the largest common divisors that influence the cultivation and cultivation of the region are extracted,and six regional talent training models are respectively constructed to deal with regional talent training issues.Finally,the micro-level country Individualized talent training model.65 countries along the"Belt and Road" will produce 65 different talent training models.This article cannot be exhaustive.This paper selects Indonesia,a country that is more representative along the "Belt and Road",as a case study object.It is clarified through field surveys and data analysis The complex and dynamic relationship between the various elements of talent training finally builds a nationalized Chinese talent training model.The three-layer model of "Belt and Road" Chinese compound talent training is a layer-by-layer relationship,which is also a progressive and detailed relationship,and the expression form of the talent training model will change with the changes in each element of talent training.This not only reflects the characteristics of complex dynamic system theory,but also the inevitable requirement for talent training in the "Belt and Road",under the complex international environment.In addition to the six elements,the model also needs to utilize big data mining,database construction and AI technology to improve the efficiency of personnel training.The demand-oriented training model for international Chinese talent provides academic support and practical references for the construction of the "Belt and Road" education community. |
