Under the condition of Information War,which is featured by dynamic and changeable combat environment,heterogeneous and pluralistic combat platform,and complex and diverse combat tasks,it brings higher requirements for the design and adjustment of command and control(C2)organizational structure.In traditional research,the research emphases are mainly focused on design phase,including task-platform relationship design and tactical decision entity-platform relationship design,but lack of studies on adaptive adjustment of C2 organizational structure.Besides,there are few related research involving the level of communication entity,thus,the systematicness and integrity of the research are relatively inadequate.The military theory and combat practice in the era of Information War show that,carrying out the design and adjustment of C2 organizational structure,including task execution,command coordination and communication support,and highlighting the optimality and timeliness in the design phase and adjustment phase respectively to ensure the adaptability of C2 organizational structure,is the key to maintaining operational advantage.In the face of increasing complex combat tasks and environments,and in view of the current situation that there is still a lack of systematic and in-depth research on the degign and adjustment of adaptive C2 organizational structure,the paper explores to construct an overall research framework,and studies the key technical problems in the framework from three aspects,i.e.,model establishment,algorithm solving and simulation verification.The detailed research work is as follows.1.The overall framework of adaptive C2 organizational structure design and adjustment is proposedThe design and adjustment of adaptive C2 organizational structure is a complex military modeling and solution problem with multiple types of problems coupled,multiple relationships interwoven and multiple attributes affected.If there is no overall adjustment framework and process,conflicts will inevitably occur in the process of problem solving.In order to solve this problem,this dissertation analyzes the design,adjustment and overall process of adaptive C2 organization structure based on the traditional "three-stage" organization design framework.We have proposed an integrated C2 organizational structure design overall framework and adjustment process that meets the requirements of pre-war planning and in-war planning.These provide overall guidance for the integrated solution to the problem of adaptive adjustment of C2 organizational structure.2.Adaptive C2 organizational structure task-platform relationship design method is improvedIn view of the current C2 organizational structure task-platform relationship design method,the resource redundancy control is not ideal,and there is a problem that high priority tasks occupy too much resource.In view of the current C2 organizational structure task-platform relationship design method,resource redundancy control is not ideal,and there are too many high-priority tasks that occupy too many resources,we improve the adaptive C2 organizational structure task-platform relationship design method.By introducing relevant measures such as task execution accuracy and resource redundancy,this method establishes a single task platform scheduling mathematical model that balances task execution accuracy and resource redundancy and a scheduling model that maximizes the execution accuracy of all tasks.We design the solution method of mixed integer branch and bound method and m-best algorithm of fusion equilibrium strategy respectively.The verification results show that the improved method can effectively improve the overall task execution accuracy,and the solution algorithm is feasible and effective.3.Adaptive C2 organizational structure tactical decision entity-platform relationship design method is proposedIn view of the existing methods that do not consider the tactical decision-making entity’s ability differences and knowledge limitations,we define and quantify the decision-making entity’s knowledge constraints,internal and external workloads and other related measures.A tactical decision entity-platform relationship model with knowledge constraints to minimize the root mean square of decision entity workload is proposed.A discrete genetic algorithm containing heuristic information is designed.The problem that the hierarchical clustering method caused by knowledge constraints is no longer applicable during the model solving process is solved.Simulation verification results show that the proposed design method has better practicability and stability.4.An adaptive C2 organizational structure task-platform relationship adjustment method is proposedIn view of the shortcomings of the current research on the adjustment method of C2 organizational structure task-platform relationship that meets the planning constraints,based on the analysis of the impact of emergencies on task execution,we fully consider the constraints of the task-platform relationship adjustment,and propose an adjustment model that minimizes mission completion time as an optimization goal.A genetic algorithm with adaptive adjustment of crossover and mutation probability of 0-1 integer coding is designed to solve the model.The verification results show that the designed adaptive genetic algorithm can effectively solve the problem model and has better algorithm performance.5.The adjustment method of adaptive C2 organizational structure tactical decision entity-platform relationship is proposedBased on the proposed adaptive C2 organizational structure task-platform relationship adjustment method,the two types of emergency events,task plan change and decision entity failure are distinguished.And a model is established that minimizes the root mean square of the workload of all tactical decision entities.In addition to considering the adjustment cost and the constraints of the tactical decision entity-platform relationship,we also consider the adjustment range constraints,and specifically design a solution method based on the discrete firefly algorithm.Simulation verification results show that compared with other comparison algorithms,this algorithm has better solution quality and less time-consuming.6.Adaptive C2 organization structure communication entity relationship adjustment method is improvedAiming at the problem of simple description and insufficient practicality in the current adjustment of the communication entity relationship,comprehensively considering the three types of constraints of edge-increasing,connectivity,and cost,an adjustment model with the optimization goal of maximizing comprehensive support capability established is established.A discrete artificial bee colony algorithm based on double-string coding is designed to solve the problem.The verification results show that the improved method has better repair effect and less time-consuming algorithm regardless of whether it encounters random attack or malicious attack.
