| As a huge traditional energy province,Shanxi Province is typical in the coordinated development of economy,energy and environment.Since being identified as the national comprehensive supporting reform pilot zone for resource-based economic transformation and development in 2010,Shanxi Province has been exploring the economic transformation with industrial structure upgrading as the focus.Under the vital strategic background of "carbon peak and carbon neutral"("double carbon"),promoting the coordinated development of economy,energy and environment,and realizing the transformation to high-quality economy became a very important topic Shanxi Province has to face.As a traditional energy-rich province in China,Shanxi Province has consumed a large amount of resources in economic construction in the past,leading to environmental degradation and an urgent need to change its economic growth model.In the context of the transformation of the old and new dynamics in Shanxi Province,how to deal with the relationship between economy,energy and environment in Shanxi Province is a major issue facing the achievement of sustainable development and high-quality development.This proposition is especially important and urgent in the new journey of high quality development to realize the transformation of resource-based economy and to be the leader of energy revolution.Therefore,the coordinated economic-energy-environmental development of Shanxi Province has very important research value and practical significance.This paper takes the transformation of resource-based economy in Shanxi Province as an example to study the coordinated development of economy-energy-environment,analyze the obstacles in the development,and explore the path of the coordinated development of "3Es".Based on the literature on the coordinated development of economy,energy and environment,this paper draws on the analytical framework of sustainable development theory and constructs an analytical framework for the coordinated development of economy-energy-environment,showing that the "3Es" as a system have a positive feedback-promotion relationship and a negative feedback relationship among economy,energy and environment.It shows that as a system,the "3Es" have positive feedback-promotion relationship and negative feedback-contradiction relationship between economy,energy and environment,and the mechanism of coordinated operation is to achieve coordinated development through technology knowledge sharing and interaction,and through knowledge transfer,absorption,innovation and application.Then,the index system of regional "3E" coordination evaluation is constructed,and the level of coordinated economic-energy-environmental development in Shanxi Province is measured,and the "3E" coordinated development level of prefecture-level cities in Shanxi Province is evaluated and classified.The evaluation and classification of the "3E" coordinated development level of Shanxi prefectural cities were carried out.The VAR model was used to explore the dynamic relationship between the coordinated development of economy,energy and environment,and the impulse response and variance analysis were used to study the dynamic changes of the "3Es".Finally,based on the overseas exploration of the "3E" coordinated development model and the industrial development of Shanxi Province,a technology roadmap is designed and relevant policy recommendations are proposed for the coordinated development of "3E" in Shanxi Province.The main research conclusions in this paper are as follows:First,based on the scenario analysis,it is found that under the economic-oriented scenario,the economic level of Shanxi Province gradually increases,and its energy consumption and environmental pressure both show a significant growth trend,which is unsustainable due to its dependence on coal and traditional industries.In the environment-oriented scenario,the overall economy of Shanxi Province is still growing,but the growth rate is lower than that of the economy-oriented scenario in the short term,while the consumption of coal in the energy use structure is reduced and the pollutant emissions decrease significantly,making the scenario sustainable.Second,by using factor analysis,we found that there are three levels of "3E" coordinated development(balanced economic-energy-environmental cities,economically oriented cities,and energy-environmental lagging cities),in which cities with better mineral resources and better industrial development can balance the relationship between economic development and environmental protection,and have the highest level of coordinated economic-energy-environmental development.Third,according to the analysis of VAR model,from the macro level,the contribution of carbon emission intensity to energy intensity is greater than its contribution to economic growth,and the impact of carbon emission intensity on economic growth is slightly greater than that of energy intensity on economic growth.Both energy intensity and carbon emission intensity are the Granger reasons for economic growth.Factors such as industrial production mode,living energy use mode and so on will directly affect the industrial structure and the economic effect brought by the industry in Shanxi Province.From the micro level,the synergistic relationship between carbon emission intensity,energy intensity and economic growth will be cyclical to a certain extent with time.If the strategic trend is consistent with the law of industrial development,the synergistic effect between the three will have better synergistic results with the evolution of the time dimension.Four,this paper carries out the development roadmap design for 2020-2035 based on the development characteristics of economic,energy and environmental subsystems in Shanxi Province.In the economic drive subsystem,this paper proposes three development paths to cultivate strategic emerging industries,promote high-end and intelligent transformation of traditional industries,and improve modernization and diversification of service industries.In the energy support subsystem,this paper proposes four development paths for the energy support subsystem of Shanxi Province by accelerating the green,low-carbon,clean and efficient development and utilization of coal,increasing the proportion of clean energy in primary energy,promoting the cleanliness of electricity and developing hydrogen energy,and building a comprehensive energy utilization system.In the environmental bearing subsystem,this paper proposes four development paths of strengthening water resources protection,building a digital ecological protection mechanism,accelerating the formation of green development and lifestyle,and promoting waste recycling. |
