Excessive consumption of resource,energy security and environmental pollution pose new challenges to sustainable development.The rapid population growth and economic development make this issue become increasingly serious.Improving regional sustainable development capability has a great significance for promote regional economic development,social stability and technological progress.China’s development model has long depended on extensive investment in fossil fuels.The development model at the expense of regional environment needs to be changed urgently.Compared with traditional energy,new energy has the advantages of less pollution and large reserves.The development and utilization of new energy plays a key role in upgrading industrial structure,transforming energy structure and achieving sustainable development.In this study,the new energy industry agglomeration is divided into three elements,including technology,labor and capital.Then,the influence mechanism and path of the spatial agglomeration of new energy industry elements on regional sustainable development capability was discussed.Furthermore,it can provide a key entry point and theoretical basis for proposing policies to promote regional sustainable development.Based on the definition of related concepts and combined with relevant theories,this study constructed a theoretical framework model of the impact of spatial agglomeration of new energy industry elements on regional sustainable development capability.The evaluation model of regional sustainable development capability was constructed,which is used to analysis the status quo of regional sustainable development in China.Then,on the basis of testing the spatial characteristics of new energy industry and regional sustainable development,the overall and local impact of spatial agglomeration of new energy industry element on regional sustainable development capability are further study by using spatial econometric model and geographically weighted regression model.Finally,the policy suggestions,which is used to promote the regional sustainable development capability,are put forward.Firstly,the related concepts and theories of new energy industry element spatial agglomeration and regional sustainable development were deeply explored and analyzed by using the literature research method.The theoretical framework of the impact of spatial agglomeration of new energy industry element on regional sustainable development capability was constructed.In this paper,the related concepts of new energy industry element spatial agglomeration and regional sustainable development were defined firstly.Then,the mechanism and path of the impact of new energy industry element spatial agglomeration on regional sustainable development was researched by using the theory of sustainable development,location,the first and second laws of geography and new economic geography.Furthermore,considering the spatial effect that they have,the theoretical framework model of the impact of spatial agglomeration of new energy industry element on regional sustainable development capability was established.Secondly,the evaluation index system of regional sustainable development capability was constructed from five dimensions,including economy,society,science and technology,resources and environment.The status quo and change trend of regional sustainable development capability in various regions of China was tested by using projection pursuit model based on real coded accelerating genetic algorithm.The empirical results show that the influence importance degree order of regional sustainable development capability is society,economy,science and technology,environment and resource.There is an uneven spatial distribution about regional sustainable development capability in China.The sustainable development of developed areas,such as Beijing,Shanghai,Jiangsu,Guangdong and so on,is strong,while the remote and backward areas in Northwest China,such as Qinghai,Gansu,Xinjiang and so on,is weak.The sustainable development capacity of all regions in China is generally in the lower middle level.Thirdly,the spatial characteristics of new energy industry element and regional sustainable development capability were studied by using location entropy method and social network analysis method.The results show that new energy industry element and regional sustainable development capability have obvious spatial characteristics.The regional sustainable development capability has spatial correlation,that is,the improvement of regional sustainable development capability will have a positive impact on the development of other surrounding areas.The spatial association network of regional sustainable development is closely connected,and there is no strict hierarchy.Henan is at the core of the spatial correlation network,which has an important impact on the transmission of network information and the network development.The block division of the spatial spillover effect of regional sustainable development capability is affected by geographical location and resource endowment,showing an obvious geographical location division tendency.Fourthly,the overall impact of spatial agglomeration of new energy industry element on regional sustainable development capability was tested empirically by using spatial econometrics method.The research results show that the spatial agglomeration of new energy patent technology has a significant negative impact on the regional sustainable development capability;the spatial agglomeration of new energy practitioner has a significant positive impact on the regional sustainable development capability;the spatial agglomeration of new energy capital has a negative impact on the regional sustainable development capability,but it is not significant.Only the spatial agglomeration of new energy patent technology has significant indirect impact on regional sustainable development capability,and indirect impact is the main source of the impact of spatial agglomeration of new energy patent technology on regional sustainable development capability.Fifthly,the local impact of the spatial agglomeration of new energy industry element on regional sustainable development was tested by using geographic weighted regression model.The results show that the spatial agglomeration of new energy patent technology has a negative correlation with regional sustainable development capability,while the spatial agglomeration of new energy practitioner has a positive correlation with regional sustainable development capability.The coefficient estimate values of spatial agglomeration index of new energy patent technology and new energy practitioner are also different in different regions.Hence,the impact of spatial agglomeration of new energy industry element on regional sustainable development capability has varying degrees of spatial variability in different regions.Sixthly,based on the empirical research results,this paper puts forward policy recommendations that can effectively promote the regional sustainable development capability form the five perspectives,including promoting the open sharing of new energy technology,accelerating the cultivation of new energy talent,promoting the development of new energy industry,improving the development environment of new energy enterprise and implementing the reform of governance system for regional sustainable development.To sum up,based on the exploration of the mechanism and path of the impact spatial agglomeration of new energy industry element on regional sustainable development capability,this paper takes the spatial effect of new energy industry element on regional sustainable development capability into account in the model,and the empirical results can enrich the theory of regional sustainable development and provide valuable reference for the formulation of regional sustainable development policies.
