China’s rapid urbanization has not only promoted the development of China’s economic level and improved people’s quality of life,but also led to the rapid expansion of urban population,function and scale,and the profound changes in urban development mode,industrial structure and regional layout.The urban operation system is becoming more and more complex,the expansion of urban infrastructure is not enough,and the urban safety risk is increasing.Many research reports point out that in the process of urbanization,fire safety,as a part of urban safety,has become a very challenging problem.Although governments at all levels attach great importance to fire safety,with the development of urbanization,the increase of fire hazards,the increase of disaster causing factors,the enhancement of fire risk and complexity,and the difficulty of prevention and fire fighting,all-round challenges are put forward to urban fire safety management.The "overall national security concept" points out the direction of high-level development of fire safety.In 2018,a very important reform is the establishment of Ministry of Emergency Management of the People’s Republic of China,which aimed to help improving the level of fire safety management,and brought fundamental changes and great challenges to the system of fire safety management.Therefore,this paper takes the vulnerability of fire safety management system under the background of urbanization as the research object,mainly including the following research contents:Firstly,based on the theories and methods of sustainable development theory,system theory and emergency management theory,by summarizing and combing the relevant theoretical literature,combined with 318 fire safety evaluation cases in Chongqing,this paper defines the connotation of urban fire safety management,and analyzes the current situation of fire safety management system.The comprehensive evaluation method is used to construct the evaluation model of urban fire safety management system suitable for China’s national conditions.Secondly,through correlation analysis and regression analysis,this paper evaluates and analyzes the effectiveness of China’s fire safety management under the background of urbanization,and identifies the key urbanization indicators affecting the level of fire safety management from the dimensions of population urbanization,land urbanization,economic urbanization and social urbanization,which are urban population density,house completion value,the proportion of built-up area and the proportion of education investment in GDP.Starting with regional differentiation,this paper analyzes the similarities and differences between urbanization and fire safety management at the national and regional levels.Thirdly,based on the perspective of vulnerability theory,combined with the previously constructed evaluation model of urban fire safety management system and the key urbanization indicators affecting the level of fire safety management,the vulnerability evaluation index system of urban fire safety management system is established from the dimensions of sensitivity,adaptability and recoverability,including9 primary indicators and 27 secondary indicators.Furthermore,the vulnerability coefficient and vulnerability evaluation index weight of fire safety management system are also confirmed.Then,it makes an empirical analysis on the vulnerability evaluation index system and theoretical model of urban fire safety management system,comprehensively uses expert investigation method,entropy weight method and other research methods to judge the vulnerability level of urban fire safety management,and identifies the key factors affecting the vulnerability of urban fire safety system.The calculation results show that the vulnerability coefficient of urban fire safety management system is 1.3330,and the system as a whole is in a highly vulnerable state.The fire safety management system has little tolerance for vulnerable events,which is very prone to fire safety problems.At the same time,four secondary indicators,including urban historical factor risk,urban development model risk,system reform risk and natural disaster risk,that have a greater impact on the sensitivity coefficient in the vulnerability index system of urban fire safety management system,and six secondary indicators that have a greater impact on the recovery and adaptability coefficient of the system are identified,which are fire planning and design,fire fund guarantee,fire emergency plan,fire organization structure,fire safety assessment and fire information construction.Finally,guided by the analysis results of the key elements of vulnerability evaluation of urban fire safety management system,from the perspective of sustainable development and based on the perspective of social,economic and environmental sustainable development,this paper puts forward a series of ways to improve the level of urban fire safety management in China,so as to improve the vulnerability of urban fire safety management system.The innovation of this paper is to study the vulnerability of urban fire safety management system,analyze the impact of urbanization on fire safety management,design the theoretical framework of urban fire safety management system analysis,evaluate the vulnerability level of urban fire safety management system,identify the key factors affecting the vulnerability of the system,and put forward some suggestions to improve the level of urban fire safety management.The research results not only have a certain theoretical contribution to enrich the research in related fields,but also have a certain reference significance to guide China’s urban fire safety management.
