| Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has not only closely followed the pulse of the times,but also listened to the voices of the people,and he scientifically judged the current new situation of my country’s ecological environment.Finally,Xi Jinping put forward a series of new thesis and measures of ecological civilization construction,such as "harmonious coexistence between man and nature" " Lucid waters and lush mountains are invaluable assets " " Harmonious Co-Existence Between Human and Nature ".Then a series of ecological civilization construction of the new assertion,new measures,have formed the Xi Jinping’s Thought on Ecological Civilization.This though has become an important scientific guide to promote the construction of ecological civilization in China.Xi Jinping’s thought on ecological civilization carries forward the theoretical character of Marxism of advancing with the times,on the one hand,it responds to the people’s aspirations for a better ecological environment,on the other hand,it responds to the major historical issue,that’s to say,where mankind should go at this point in history,it is also a Chinese and contemporary expression of Marxism’s view of ecological civilization.Since the 18 th National Congress of the Communist Party of China,it has adhered to the Party’s strategy for the governance of Xinjiang in the new era,and it guided by the value concept of " Lucid waters and lush mountains are invaluable assets and a world of ice and snow are also golden mountains",then it focused on solving various outstanding problems in the field of ecology and environment,and taken the Central Environmental Protection Inspector’s "look-back" as a taking point.And the government in Xinjiang followed closely Xi Jinping’s thought on ecological civilization to promote high-quality development,and he also accelerated the reform of the ecological civilization system,insisted the nationwide battle to prevent and control pollution.What’s more,it Stick to the concept of the "natural ecological security boundary",thereby it constantly summarizes the practical experience of ecological civilization construction to ensure that Xi Jinping’s thought on ecological civilization is fully implemented in Xinjiang.Finally to ensure that Xi Jinping’s thought of ecological civilization takes root in Xinjiang and promote the construction of ecological civilization in Xinjiang to achieve new progress.This research follows the principle of theory to guide practice,with rich practice theory logic concept and structure of the hierarchy to study systematically Xi Jinping’s ecological civilization thought practicing in Xinjiang.A comprehensive review of the theoretical origins of Xi Jinping’s thought on ecological civilization is a basic prerequisite for the study of Xi Jinping’s thought on ecological civilization.Based on this,the article systematically elaborates on the theoretical origins of Xi Jinping’s thought on ecological civilization from four perspectives,it mainly includes Marx and Engels’ thought on ecological civilization,the thought on ecological civilization of Chinese Marxists,the ecological wisdom in excellent traditional Chinese culture and the ecological thinking of Western societies.The key to the study of Xi Jinping’s thought on ecological civilization in Xinjiang is to accurately grasp its main contents and understand its profound ideological connotations and core meanings.The article summarizes Xi Jinping’s thought on ecological civilization in three dimensions: "why should build an ecological civilization? " "what kind of ecological civilization should be build? " and "how should build an ecological civilization?".The historical logic of the development of human civilization,the realistic logic of examining the global ecological crisis and the people’s logic of sharing the fruits of green development together constitute the main elements of Xi Jinping’s "why should build an ecological civilization?"."Harmonious coexistence" is the core interest of ecological civilization,a new interpretation of "community of life",the distinctive mark of "Chinese modernization",and the ideal state for the construction of an "Earth home".From a multi-dimensional perspective of Xi Jinping’s letters,speeches and reports,it is not difficult to find the concepts of green development,strict rule of law,ecological culture,ecological livelihood and systemic governance,they are the logical unfolding of Xi Jinping’s strategic deployment of "how to build an ecological civilization".The new era has given birth to new ideas,and new ideas have guided new practices.In line with the practical requirements of Xi Jinping’s thought on ecological civilization,Xinjiang has been promoting the construction of ecological civilization from five directions: Green development,ecological rule of law,ecological culture,ecological livelihood and systemic governance,and this has formed a number of practical samples such as "Aksu Three North Protected Forests" "Tarim River Basin" and "Gongliu County in Yili,Xinjiang".The remarkable changes in the various indicators of ecological civilization construction are the best evidence of the effectiveness of ecological civilization construction practices in Xinjiang.In this regard,the article focuses on five aspects of Xinjiang’s ecological civilization construction: The increasing proportion of green economy,the increasingly perfected system of ecological civilization,the remarkable achievements in ecological culture,the increasing sense of ecological gain among the people of all ethnic groups,and the continuous manifestation of a pleasant ecological environment.The Communist Party of China’s ability to sum up its experience is the strength and advantage of its eternal vitality.Therefore,the article systematically summarizes some valuable experiences formed in the process of Xinjiang’s ecological civilization construction: adhere to the Party’s leadership of ecological civilization construction in Xinjiang;Promoting a people-centered ecological civilization;Adhering to the use of the rule of law in ecological civilization to escort Xinjiang’s "Lucid waters and lush mountains ";adhere to the development concept of "ice and snow is also a mountain of gold and silver";adhere to the belief in governance to continue the "spirit of Ke Ke Ya";insist on transforming ecological advantages into rich people’s capital and guiding the people of all ethnic groups in Xinjiang to build a beautiful Xinjiang.These summaries of experience are not only full of regularity and reflect the regional peculiarities of Xinjiang,but also are the "code of success" behind the remarkable achievements in the construction of ecological civilization in Xinjiang.At the same time,some leading cadres have deviated in their view of political performance,some enterprises need to strengthen their awareness of ecological civilization,public participation in the construction of ecological civilization needs to be enhanced,and the ability of the military and the land to coordinate governance has poor ability.Finally,concludes with an attempt to use the methodology of dialectical materialism to plan the future development of ecological civilization construction in Xinjiang as a whole,In view of the practical difficulties in ecological civilization construction,the paper presents four dimensions to promote new progress in ecological civilization construction in Xinjiang,they are establishing a green political performance concept,strengthening green social responsibility,building a participatory system and enhancing the capacity for collaborative governance. |
