High-tech industries,as a key field to foster new drivers of economic development,is an important part of china’s innovation-driven strategy,which plays a pivotal role in promoting the optimization of economic structure and realization of carbon neutrality in high-quality economic development.Although,with the rapid expansion of high-tech industries,China is at the forefront of technology in some areas,the productivity of high-tech industries is still not optimistic.Under the constraint of dual carbon target,it is more difficult to expand for hightech enterprises in some fields.In particular,high-end manufacturing has a characteristic of high energy intensity and pollution emissions.In addition,it should note that cross regional flow of technology,capital,raw material and labor force makes the development of high-tech industry show a significant spatial correlation characteristic and regional development is uneven,therefore,it is necessary to analyze the spatial spillover effect of Green Total Factor Productivity in high-tech industries(HGTFP),it is of great significance to identify the driving force of sustainable development of high-tech industries,promote regional coordinated development and realize high-quality economic growth.To sum up,in order to enhance the Green Total Factor Productivity in high-tech industries,this paper takes high-tech industry as empirical research object,it defines the connotation of green total factor productivity and spatial spillover effect in high-tech industry.After revealing the formation mechanism of spatial spillover effect,it constructs a measurement index system for Green Total Factor Productivity in high-tech industries and measures Global Malmquist Luenberger index of high-tech industry.Furthermore,it not only analyzes the spatial spillover effect of Green Total Factor Productivity in high-tech industries and its direct and indirect effect of influence factor,but also conducts spatial heterogeneity analysis for Green Total Factor Productivity in high-tech industries.Based on the results of theoretical and empirical analysis,this paper put forward some countermeasures and suggestions.The specific contents are as follows:Firstly,this paper defines the specific industries covered by high-tech industry and analyzes its characteristics,it elaborates the connation of green total factor productivity and spatial spillover effect;Then,it elaborates the theory of innovation and development,the theory of industrial technology innovation,the theory of sustainable development,the theory of new economic geography,and theory of new economic growth;Finally,it establishes the research framework of spatial spillover effect of HGTFP.Secondly,this paper analyzes the mechanism of the spatial spillover effect of green total factor productivity in high-tech industries.First of all,it reveals the formation mechanism of spatial spillover effect of Green Total Factor Productivity in High-Tech industries from perspective of the characteristics and generation process of spatial spillover effect;Next,it analyzes the relationship between each influence factor and Green Total Factor Productivity in High-Tech industries,which include inclusive finance,government intervention,and production factor inputs;Finally,it analyzes the spillover effect from perspective of short term effect and long term effect by considering time lag effect.Thirdly,this paper measures the Green Total Factor Productivity in High-Tech industries.Based on the characteristics of general production and R&D activities in the development of high-tech industry,it constructs measurement index system by considering both economic and social benefits,and energy consumption and environment pollution.By using non-radial DEA method,global frontier model and Global Malmquist Luenberger index to measure HGTFP,it describes the temporal and spatial characteristics of HGTFP and its decomposition index(technological efficiency change and technological change).Furthermore,it analyzes technical gap rate(TGR)of each region,as well as the input redundancy and insufficient output.Fourthly,this paper empirically analyzes the spatial spillover effect of HGTFP from perspective of spatial correlation.By selecting variable,it constructs static panel model,static spatial panel model and dynamic spatial panel model;Then,based on introducing spatial correlation method and constructing spatial weight matrix,it empirically tests the spatial lag coefficient and time lag coefficient of HGTFP,as well as short term direct effect and indirect effect,long term direct effect and indirect effect of each explanatory variable.Finally,it conducts robustness test by adjusting HGTFP measurement method and changing spatial weight matrix.Fifthly,this paper conducts empirical analysis for spatial spillover effect of HGTFP from perspective of heterogeneity.First of all,it analyzes heterogeneous influence of various variables on GTFP in different stages of high-tech industry by applying spatial quantile regression model.Then,it uses spatial panel threshold effect model to analyze the heterogeneity of the impact of explanatory variable on HGTFP with input scale changed.Finally,it conducts a test by using dynamic spatial panel model for subsamples from east,middle,west and northeast regions,in order to analyze the heterogeneity of spatial spillover effect of HGTFP in different regions.Sixthly,this paper puts forward some countermeasures and suggestions to improve HGTFP under the spatial spillover effect.It proposes some feasible policy suggestions for the government and high-tech industries from four aspects: optimize input-output structure to fill the technological gap,deepening economic and social development to give full play to the direct effect,strengthening regional exchanges and cooperation to give full play to the indirect effect,recognizing their own development stage and implementing differentiated measures.
