With the continuous warming of the global climate,the increasing shortage of energy and the increasingly serious environmental deterioration,China and the world’s economic development and environmental protection will face new challenges.With the proposal of the concept of green low-carbon economy and the in-depth study of relevant theories,countries increasingly accept the concept of green low-carbon economy and begin to explore the development mode of green low-carbon economy.The report of the 19 th National Congress of the Communist Party of China clearly puts forward that by 2035,the quality of ecological environment will be fundamentally improved and the goal of a beautiful China will be basically achieved.By the middle of this century,we will comprehensively improve the construction of ecological civilization.This means that China should transition to green low-carbon development.Developing green low-carbon economy has become a new mode of economic growth.In September 2020,China proposed that carbon dioxide emissions should reach the peak by 2030 and strive to achieve carbon neutrality by 2060.The central economic work conference in 2021 believes that we should correctly understand and grasp carbon peak and carbon neutrality,and pay close attention to tackling key problems of green low-carbon technologies.Realize the transformation from “double control” of energy consumption to “double control” of total carbon emission and intensity as soon as possible.Green development is a problem that must be faced by the sustainable development of the country and the high-quality development of the society.Everyone has the responsibility to form,practice and carry forward the green consciousness,transform the green consciousness into green behavior,and then promote the green development of our country.Both firms and residents should actively,consciously and autonomously practice green low-carbon behavior.According to the endogenous growth theory and optimizing control theory,starting from China’s national conditions and based on the endogenous growth law under the new change of endogenous factors when firms and residents actively,consciously and autonomously practice green low-carbon behavior has become a common form,this paper constructs a new endogenous growth model driven by green low-carbon behavior,makes theoretical and empirical analysis on the model in the case of carbon neutrality scenario,problem-oriented green innovation knowledge system and sudden disasters,and obtains a series of new effects,also,discusses the research and development(R&D)of green low-carbon emission reduction policy suggestions in line with China’s actual national conditions,which has important theoretical value and practical significance.Based on the endogenous growth model and based on the law of the development of green low-carbon behavior in the economic system when firms and residents actively,consciously and autonomously practice green low-carbon behavior has become a common form,this study considers the new endogenous factors driven by green low-carbon behavior,studies the growth law of the economic system,and establishes a new endogenous growth model driven by green low-carbon behavior,optimizes the model,and proposes three scenarios of green low-carbon behavior.Through the optimization of government budget,welfare function and the nine optimization solutions of the new model in green low-carbon behavior pattern,this study compares three scenarios which are the government’s green low-carbon behavior,private green low-carbon behavior motivated by the government and private green low-carbon behavior motivated by anarchy.By optimizing the three scenarios with green low-carbon behavior,it is found that that private green low-carbon behavior motivated by the government is an optimal system to achieve the highest growth rate and welfare level.This study also makes empirical research under three policies,puts forward three green low-carbon behavior parameters that policy makers need to consider,and carries out numerical simulation respectively according to the data of the United States and China,then compares the results of numerical simulation between the two countries,and obtains the comprehensive effects of green low-carbon behavior which are growth welfare effect and knowledge diffusion effect.Under the carbon neutrality scenario,based on the new endogenous growth model driven by green low-carbon behavior,this study introduces the carbon neutrality double input level based on the perspective of the initiative,consciousness,and self-discipline of firms and residents to practice green low-carbon behavior.By constructing a balanced economic system of green low-carbon behavior,this study explores the new endogenous growth power in production and consumption,and finds that there exists a carbon neutrality realization regulation of green low-carbon behavior in the new system.Based on the penetration capacity of green low-carbon behavior,this study studies the endogenous growth law of economic system driven by the evolution of carbon neutrality double input level.Furthermore,the carbon neutrality effects which are the endogenous effect of carbon neutrality double input level and the effect of carbon neutrality realization regulation are obtained by the empirical analysis.Under the problem-oriented green innovation knowledge system,based on the new endogenous growth model driven by green low-carbon behavior,this paper introduces the vitality of science and technology innovation and the ability to coordinate science and technology strength of green development,builds green innovation knowledge system,studies the new endogenous growth law driven by green innovation knowledge system based on the perspective of the initiative,consciousness,and self-discipline of firms and residents to practice green low-carbon behavior.This study constructs a green development equilibrium model of economic system from the aspects of production,household and government intervention,discusses the relationship between economic growth driven by green development behavior and new motive power of science and technology innovation.Through empirical analysis and research,it is found that the behavior growth jump of green development forced to improve new motive power of science and technology innovation,and the innovation effect and internalization effect of green development are obtained.In the case of sudden disasters,based on the new endogenous growth model driven by green low-carbon behavior,this paper runs sudden disasters through the beginning and end of the model based on the perspective of the initiative,consciousness,and self-discipline of firms and residents to practice green low-carbon behavior.Maximizes utility,constructs Hamilton function to obtain the economic growth rate,further analyzes the economic growth rate,and obtains the positive growth and negative reduction effects and government financial distribution regulation.Also,human capital is divided into healthy human capital and educational human capital in order to explore the relationship between healthy human capital and educational human capital,then,this study obtains the health risk effect and capital contribution constraint effect.The innovation of this paper is reflected in that based the endogenous growth law under the new change of endogenous factors when firms and residents actively,consciously and autonomously practice green low-carbon behavior has become a common form,this paper constructs a new endogenous growth model driven by green low-carbon behavior,constructs three different economic systems under three different situations,namely,carbon neutrality scenario,problem-oriented and sudden disasters,and studies the endogenous growth law of the economic system driven by the evolution of carbon neutrality double input levels,the endogenous growth law driven by the green innovation knowledge system,and the endogenous economic growth law when health,education and sudden disasters are transformed into endogenous factors in a specific period.This paper establishes a scientific and reasonable mathematical analysis model and determines the research method of combining qualitative and quantitative,theoretical and empirical analysis.Through the comparative analysis of theory and demonstration,the research results in line with the actual development of China are given,which provides policy suggestions for scientifically promoting the realization of carbon peak in 2030 and carbon neutrality in 2060.
