The sustainable development of economy and the normal operation of human society have been affected by global climate change.And it has been important tasks for all countries that reduce greenhouse gas emissions and mitigate climate change.The UN panel on climate change(IPCC)points out that human activities are the main cause of global climate change.Among all human activities,manufacturing production plays a vital role in all countries,that not only promote the economic development but also emits a large amount of greenhouse gas and aggravate the change of global climate.To achieve the sustainable development goals,it is imperative to transform the traditional production model to a green production model.The meaning of green production is that we should achieve the reduction of greenhouse gas emissions represented by carbon dioxide while stabilizing or increasing the output in manufacturing industry through a more efficient way.The existing literature generally supposes that technological innovation is an effective way to increase the carbon efficiency of manufacturing industry,while there are few papers that specially measure the green technological innovation in manufacturing and investigate its influential factors.In economic reality,different technological innovation could lead to different environmental performance:low-carbon technological innovation and non-low-carbon technological innovation.We could arrive the opposite goals when we promote the development of green production by the non-low-carbon technological innovation,lacking of theoretical research on special technology.So it's important to evaluate the low-carbon technological innovation of manufacturing and investigate the theoretical relationship between low-carbon technological innovation and manufacturing green production,which has the essential theoretical and practical significance to solve the issue of global climate change and realize the transformation of manufacturing production.As the above,we adopt the knowledge stock method to calculate low-carbon technological innovation of manufacturing.And we use the stochastic frontier analysis method with fixed effect to measure the static carbon efficiency indicator and the dynamic carbon productivity indicator to evaluate the manufacturing green production.Based on these indexes,we investigate the impact of low-carbon technological on carbon efficiency of manufacturing by econometric regression model with fixed-effect.In consideration of data integrity and consistency of statistical caliber,we select the manufacturing data of 28 OECD countries during 1995 to 2014,and we use regression mode to draw the general conclusions,combined with the conditions of low-carbon technological innovation of China,we propose policy implications for green production in China's manufacturing industry.After empirical research,we arrive these conclusions:(1)The level of knowledge stock of low-carbon technology in the manufacturing sector of OECD countries increased from 1990 to 2014.The three low-carbon technologies with high level of knowledge stock are low-carbon technology in metal processing,low-carbon technology in chemical industry and low-carbon technology in production process.(2)The growth rate of carbon efficiency of manufacturing is opposite to the trend of the growth rate of greenhouse gas emission intensity of manufacturing.(3)The value of carbon productivity of manufacturing industry in OECD countries is greater than 1,which represents the carbon efficiency of the manufacturing in countries is the continuously increasing from 1995 to 2014.(4)The results of regression analysis show that low-carbon technology innovation in the manufacturing industry contributes to green production in the manufacturing industry,while the improvement of human capital,participation in the EU-ETS,strengthening of environmental policies,improving industrial structure and increasing capital investment contribute to the improvement of carbon efficiency in the manufacturing.Combined with the situation of low-carbon technological innovation of China,we propose four policy implications for green production of manufacturing in China:(1)From the perspective of international comparison,the level of low-carbon technology innovation of manufacturing in China is relatively low,and we should take measures to encourage the development of low-carbon technology innovation in the manufacturing.Based on the development status of OECD economies,should invest more research and expense in manufacturing process low-carbon technology and chemical industry low-carbon technology in China.(2)We should improve human capital to provide labor force for the transformation of the manufacturing's green production in China.(3)We should continue to improve the construction of the national carbon trading market and provide a market mechanism for trading environmental rights and interests in green production in the manufacturing sector.(4)Optimizing the industrial structure of manufacturing and provide industrial environment and industrial policy supports for the green transformation of manufacturing industry.The contribution of the paper is that we specially study the impact of low-carbon technological innovation of manufacturing on green production in manufacturing,compared with the study that investigate the impacts of generally technological innovation and low-carbon technological innovation in macro level on green production.We extend the existing research on specific technologies and industries.By limiting the research samples to specific technologies and specific industries,we eliminate the interference of the differences between technologies and industries on research conclusions,and the study provides more solid empirical support for the theoretical viewpoint of low-carbon technology innovation promoting green production.
