Study On The Multi-entity Environmental Responsibility Synergy

Due to the externality of economy,ecological environment,as a social public good,can easily become a sacrifice of economic development to some extent.With the increasing severity of resource depletion,environmental pollution and ecological destruction,issues related to the fulfillment of environmental responsibility have become the focus of social attention and a hot spot for academic research.The report of the 19 th Party Congress incorporates the construction of ecological civilization into the thought and basic strategy of socialism with Chinese characteristics in the new era,bringing new opportunities and challenges to the construction of ecological civilization and the institutional mechanism of ecological environmental protection in the new era.General Secretary Xi Jinping pointed out that "building an environmental governance system with the government as leader,enterprises as principal part,social organizations and the public as participants" is to form a modern environmental governance system in which multiple subjects work together to govern.Based on the above background,this paper conducts an in-depth study on the synergy of environmental responsibilities of multiple subjects under the perspective of synergistic governance of multiple subjects.This paper is based on "literature tracking-theoretical discussion-mechanism analysis-empirical simulation-policy suggestion",and systematically researches on the synergy of environmental responsibility of multiple subjects.Based on two aspects of all-regions and all-directions,this paper focuses on the evolutionary characteristics of intra-regional evolutionary game and cross-regional social networks,and empirically examines influencing factors of environmental protection inspectors and environmental justice.It puts emphasis on answering the core question of how to build a multi-entity environmental responsibility synergy system in an all-region and allround way.Initially,a multi-entity environmental responsibility index system is constructed on the basis of clarifying the connotation of each subject’s environmental responsibility.Applying the data of 120 prefecture-level cities and above in China from 2008 to 2019 as samples,the two-stage entropy method and synergy model are utilized to discuss the space-time distribution characteristics of multi-entity environmental responsibility level.The research finds that:(1)The multi-entity environmental responsibility index system constructed from nine dimensions of supervision and management,environmental quality,social integration,compliance,green management,environmental performance,green low-carbon,environmental participation and environmental supervision passed the reliability test,and is consistency and validity.(2)The level of China’s multi-entity environmental responsibility synergy shows an irregular "N" type growth over time,with the spatial characteristics of "the east and the west leading,the northeast following,and the middle catching up".Meanwhile,the overall difference shows a wave-like decline with polarization in the region.Furthermore,multi-entity environmental responsibility synergy is an asymmetric game process of multiple stakeholders.Based on the interest relationship between each environmental responsibility subject,the game analysis method is used to explore the action mechanism and evolution path of the strategic choice of the environmental responsibility subject within the region.The results show that:(1)the stable strategy of environmental responsibility synergy among enterprises,government and public is actively fulfilling responsibilities,actively fulfilling responsibilities,and participating in environmental protection,then synergy of multi-entity environmental responsibility in the region is achieved;(2)By strengthening government environmental regulation,corporate environmental governance,and public environmental participation,these entities are urged to fulfill their respective environmental responsibilities and achieve a stable equilibrium.Moreover,each subject of environmental responsibility cooperates and coordinates with each other in a complex system,and then forms a stable social network through the synergistic effect.Introducing the network analysis method and the gravity model,the social network characteristics and influencing factors of crossregional multi-entity environmental responsibility synergy are systematically discussed.It finds that:(1)the overall spatial network of multi-entity environmental responsibility synergy in China has a structural patten of "dense in the east,sparse in the west",with significant spatial correlation,non-equilibrium,heterogeneity and spatial spillover effects.In addition,it can be divided into four sections playing different roles.(2)Spatial adjacent relationship,geographical location,environmental protection technology,environmental quality,and energy consumption are the main factors that generate the synergistic spatial relationship of multi-entity environmental responsibility in China.Besides,environmental protection inspectors,as a sharp sword to implement environmental responsibility,supervise the administration,regulates the enterprises,and guide the public.Drawing on the idea of the event research method,the impact of environmental protection inspectors on the synergy of multi-entity environmental responsibilities is researched inserting the progressive double difference method with the central environmental protection inspectors as an exogenous shock.The study shows that:(1)environmental inspectors have a significant positive impact on the synergy of multi-entity environmental responsibility.This positive effect is more pronounced in cities with higher political constraints,higher pollution levels,and less financial pressure.(2)By strengthening the rigid constraints on local environmental law enforcement,exerting the "punishment effect" on enterprises,and mobilizing public participation,environmental inspectors influence the synergy of multi-entity environmental responsibilities.Finally,environmental judicature is a reliable guarantee for ecological civilization construction,social fairness,and justice.Taking the courts and the procuratorates as the starting point,this paper adopts the two-way fixed effects model and the mediated effects model to exam the impact of environmental judicature on the synergy of multientity environmental responsibility.It is showed that:(1)judicature can significantly promote the synergy level of environmental responsibility.This boosting effect is more pronounce in cities located at higher rule of law,stronger awareness of environmental protection,as well as in the eastern and central regions.(2)Environmental judicature mainly promotes the synergistic development of multi-entity environmental responsibility through the "linkage effect" of government environmental law enforcement,the "deterrent effect" of corporate environmental management,and the "inspiration effect" of public environmental behavior.
